Estimated total budget of the action 325,871.40 EUR Requested EU contribution (amount) 293,284.26 EUR Requested EU contribution as % of the 90% total eligible costs Total duration of the action 30 months Location of the action Montenegro - south, central and north region – 23 municipalities: Bar, BijeloPolje, Budva, Danilovgrad, Zabljak, Berane, Kolasin, Kotor, Mojkovac, Niksic, Plav, Pluzine, Pljevlja, Rozaje, Tivat, Podgorica, Ulcinj, Herceg Novi, Cetinje, Savnik, Andrijevica, Petnjica, Gusinje Partners: CEMI (Podgorica), Bonum (Pljevlja), Ul Info (Ulcinj), Za Druga (Petrovac) Associates: Ministry of Public Administration and AntiCorruption Agency Overall objective is a contribution to improving the quality of EU integration process in Montenegro, by strengthening the rule of law Specific objectives: 1) Contributing to decreasing the corruption at the local level in Montenegro; 2) Strengthening citizens’ engagement in the fight against corruption at the local level Target groups are small CSOs whose capacities to address corruption will be increased and local authorities who will improve cooperation with CSOs and implementation of anticorruption measures at the local level. Indirect target groups are authorities of 23 municipalities, Agency for the prevention of corruption and the Supreme State Prosecution whose efforts in fighting corruption at the local level will thereby receive support. The final beneficiaries are the citizens of Montenegro. Enhanced cooperation between civil society organisations and (local) authorities to improve citizens’ participation in the fight against local level corruption. Strengthened capacities of civil society organisations to fight corruption at the local level through monitoring, advocacy and awareness campaigns. Increased citizens’ interest and capacities to fight corruption at the local level Coalition of CSOs for transparency and fight against corruption at the local level; Training for Coalition members in methods of fight against corruption at the local level; Mobile application „Municipalities free of corruption“ for reporting of corruption cases (android and IOS); MoC between the Coalition and Anti Corruption Agency and Supreme State Prosecution; A. Monitoring of authorities’ response to citizens’ reports of corruption; Tw o annual reports on the implementation of anticorruption policies at the local level; Final research and production of report on the openness, responsibility and level of integrity of Montenegrin municipalities “Transparency Index of Montenegrin municipalities”; Award for the most transparent municipality; Tw o annual conferences on the results of fight against corruption in MNE municipalities and presentation of reports. Sub-granting for local CSOs, 2 annual calls linked to contribution to implementation of municipal integrity plans; and A Capacity building programme for the supported CSOs in project management and advocacy; Mentorship to supported CSOs; Brochure with the results of supported projects. Creation of a web platform of virtual “Museum of corruption”; Call for submissions of the best visual solutions/illustrations of the consequences of corruption for society; Awards for the 5 best works; Compiling materials for all municipalities; Sorting and uploading materials on the website; Launching of the virtual “Museum of Corruption” Three presentations of the virtual “Museum of Corruption” in South, North and Central MNE; Tw o regional art colonies on communicating corruption in artistic manner; Preparation and presentation of 3 artistic performances; Creation of 3 video clips/animations on social cost of corruption; Final conference and presentation of achieved results. .
