Polaze ći od sveobuhvatne analize o demografskom, socio-ekonomskom i infrastukturnom razvoju, Opština Gusinje će u narednom šestogodišnjem periodu biti usmjerena na ostvarivanju bržeg ekonomskog i društvenog razvoja sa ciljem unapre đenja kvaliteta života gra đana. Priprema ovog strateškog dokumenta zasnovana je na participativnom pristupu kroz formiranje radne i konsultativne grupe čiji su članovi predstavnici razli čitih segmenata društva. Participativan pristup podrazumijeva javnu raspravu koja slijedi, a koja će najširoj javnosti, gra đanima, privrednicima i civilom sektoru omogu ćili da daju svoj doprinos planiranju razvoja opštine Gusinje. Tehni čka i stru čna pomo ć u pripremi Strateškog plana razvoja opštine Gusinje za period 2020-2025. pružena je u okviru zajedni čkog programa UNDP-a i Ministarstva ekonomije. 2 REZIME Strateški plan razvoja opštine Gusinje za period 2020-2025. godine je pripremljen u skladu sa Pravilnikom o metodologiji za izradu strateškog plana razvoja jedinice lokalne samouprave donijetog od strane Ministarstva ekonomije, na osnovu člana 8 stav 8 Zakona o regionalnom razvoju Crne Gore (Službeni list CG, broj 20/11, i 20/15). Strateškim planom razvoja utvr đeno je postoje će stanje razvoja opštine, SWOT analiza, opšti cilj, specifi čni strateški ciljevi, prioriteti, projekti, kao i plan monitoringa za pra ćenje realizacije plana. Proces izrade strateškog plana podrazumijevao je participativan pristup, uz u češ će predstavnika raznih zainteresovanih strana. U skladu sa Pravilnikom o metodologiji za izradu strateškog plana razvoja jedinice lokalne samouprave, Predsjednica opštine Gusinje je donijela Odluku o pristupanju izradi Strateškog plana razvoja opštine Gusinje, kao i odluke o imenovanju koordinatora i formiranju radne, kao i konsultativne grupe koju su činili predstavnici lokalne samouprave, opštinskih javnih preduze ća, predstavnici obrazovnih insitucija, NVO i privatnog sektora. Uloga Radne grupe je da na operativnom nivou podrži funkcionisanje Konsultativne grupe, kroz prikupljanje podataka i informacija, pripremanje inicijalnih verzija poglavlja Strateškog plana razvoja, prikupljanje i analizu komentara od strane Konsultativne grupe i unos izmjena. Za koordinatora za izradu Strateškog plana razvoja opštine Gusinje imenovan je Hasret Radon čić, Glavni administrator. Radnu grupu za izradu Strateškog plana razvoja su činili sljede ći članovi: - Huso Brdaki ć, Potpredsednik opštine - Havaja Prelvukaj, Sekretarka za planiranje prostora, imovinu i zaštitu životne sredine - Šemso Jarovi ć, Direktor za ure đenje prostora i investicije - Šefkija Bekteševi ć, Sekretar za opštu upravu i društvene djelatnosti - Admir Mulameki ć, Sekretar za privredu, razvoj i investicije - Demir Bajrovi ć, Izvršni direktor d.o.o. „Komunalne djelatnosti“ Gusinje Uloga Konsultativne grupe je da analizira materijale koje je pripremila Radna grupa i kroz inpute i komentare doprinese finalizaciji poglavlja i Godišnjeg akcionog plana. Zadatak Konsultativne grupe je pra ćenje sprovo đenja SPR-a i po potrebi revidiranje SPR-a. Konsultativnu grupu za izradu Strateškog plana razvoja su činili sljede ći članovi: - Šerif Feratovi ć, Direktor OŠ „Džafer Niko čevi ć“ - Sr đan Pavi ćevi ć, Direktor Turisti čke organizacije Gusinje - Dr Rusmin Lali čić, Izvršni direktor PZU „Lali čić“ - Naim Đombaljaj, Izvršni direktor d.o.o. „Pelet“ - Braho Omeragi ć, penizioner - Dr Elvis Omeragi ć, specijalista pedijatar - Hadža Kuki ć, šef poslovne jedinice šumarstva - Musa Go čaj, Izvršni direktor agro-kooperative „Aljo Hot“ 3 - Admir Lali ć, Direktor NP „Prokletije“ - Irfan Derviševi ć, Direktor JU „Centar za kulturu“ Gusinje - Adel Damjanovi ć, profesor - Almas Čeki ć, Šef službe u CEDIS-u - Enver Dedušaj, Sekretar Skupštine Opštine - Asmina Omeragi ć, profesorica - Dr Said Čeki ć, specijalista urgentne medicine - Irfan Radon čić, savjetnik u NP „Prokletije“ Tokom pripreme Strateškog plana razvoja opštine Gusinje održano je šest sastanka radne grupe i tri sastanaka konsultativne grupe na kojem su iznijete sugestije u cilju unapre đenja dokumenta i definisanja strateških opredjeljenja u narednom periodu. Opšti strateški cilj Opštine Gusinje u narednom periodu je „brži ekonomski i društveni razvoj opštine sa ciljem unapre đenja kvaliteta života gra đana“ koji će biti ostvaren kroz postizanje tri strateška cilja u okviru kojih su definisane prioritetne oblasti i to: Strateški cilj 1: Privredni razvoj i smanjenje nezaposlenosti kroz razvoj prioritetnih privrednih oblasti • Prioritet 1.1 Unapre đenje poslovne infrastrukture i poslovnog ambijenta • Prioritet 1.2 Razvoj poljoprivredne proizvodnje i ja čanje kapaciteta poljoprivrednih proizvo đača • Prioritet 1.3 Razvoj turizma korz izgradnju turisti čke infrastrukture i diverzifikaciju turisti čke ponude • Prioritet 1.4 Ja čanje institucionalnih kapaciteta

TIRAŽ: 500 PREDGOVOR Ovom knjigom želim objasniti neke od burnih događaja u mom rodnom kraju koji su bitno utjecali na formiranje nacionalne svijesti mojih sunarodnika i na njihov ekonomski i društveno-politički položaj poslije Drugog svjetskog rata. U narodu moga kraja duboko su urezana dva događaja. Jedan je osvajanje Gusinjsko-plavskog kraja od crnogorske vojske 1912, a drugi se odnosi na razdoblje od 1919. do 1945. Njima se objašnjava dolazak jednog puka srpske vojske, koji je poslije proboja Solunskog fronta nastupao vardarskom dolinom i od Skoplja i Kosovske Mitrovice uputio se prema Crnoj Gori. Pritom se prema Podgorici kretao preko Gusinjsko-plavske krajine, nakon čega je došlo do pobune Bošnjaka i Albanaca, te pokušaja uspostavljanja nove vlasti, a zatim do formiranja dviju vasojevićkih brigada - Donja i Gornja vasojevićka - koje su se kao paravojne jedinice pridružile srpskoj vojsci i djelovale pod rukovodstvom centralne Crnogorske uprave u Podgorici. Tom su prilikom u Plavu i Gusinju formirane i dvije vojne jedinice - dva bataljona - najprije kao komitske jedinice, koje su u početku djelovale u sastavu komitskog pokreta u Crnoj Gori. Strahovalo se da se uspostavljanjem njihove vlasti ne nametnu policijske vlasti, koje su tokom 1912-1913. počinile teške zločine (masovno strijeljanje – prema nekim podacima ubijeno je preko 8.000 Bošnjaka i Albanaca, a došlo je i do nasilnog pokrštavanja oko 12.500 ljudi).

NE September evening in 1926 our party found itself on the top of Ljubotin,l a mountain of the Shar-dagh range in Jugoslavia. We had reached this fine mountain (its name signifies the Thorn-shaped One) from Kacanik, a village some 20 miles N.W. of Skoplje, and had arrived at the summit just before sunset. Spread out before us was a great blaze of light, and far into theW. we saw range after range of hills stretching into what we knew must be Albanian country. We felt then that, apart from all other interests, Albania must be visited if only for its mountains. Balkan mountain _travel has its own peculiar fascination : of this we had already had some experience in several wander­ ings through the mountains of Jugoslavia, Bulgaria, and northern Greece ; but, as investigation soon showed, the matter of attacking Albania was a tougher problem. The few travellers who have been through the northern parts of the country from Prizren to Scutari have given descriptions of magnificent Dolomite-like peaks rising up away to the N. of their routes, and there are some accounts of journeys made into the valleys and across some of the passes of the northern mountains ; but all the available literature and the 1p.aps are vague and not very helpful from the point of view of mountaineering. In Vol. 17 of the ALPINE JouRNAL W. H. Cozens-Hardy has an article on ' The Mountains of Montenegro and Albania,' but, as he only saw the mountains of the latter country from across the Montenegrin frontier, his account is rather an inspiration to would-be travellers than a description of things done.

The number of realised overnight stays decreased by 91.4% compared to the same month last year. Overnight stays of foreign tourists represent 35.8% while the domestic tourists represent 64.2% of all overnight stays in collective accommodation in June 2020. Concerning the structure of overnight stays by types of resorts in June 2020, the most of them were recorded in seaside resorts (85.5%), the capital (2.7%), in mountain resorts (4.8%) and other tourist resorts (6.5%).     SANDZAK – A REGION THAT IS CONNECTING OR DIVIDING SERBIA AND MONTENEGRO? Sandzak is a region that is divided among Serbia and Montenegro. Six municipalities are in Serbia (Novi Pazar, Sjenica, Tutin, Prijepolje, Priboj and Nova Varoš) and six in Montenegro (Bijelo Polje, Rožaje, Berane, Pljevlja, Gusinje and Plav). On the basis of the 1991 census the number of the inhabitants of Sandzak included 420.000 people – 278.000 in Serbia and 162.000 in Montenegro, of which 54% are Muslims by ethnicity. Sandzak, which is carrying its name after a Turkish word for a military district, constituted a part of the Bosnian Pashalik within the Ottoman Empire until the year 1878. On the Berlin Congress, which was held at the same year, the great powers decided to leave Sandzak within the framework of the Ottoman Empire, but have allowed Austro- Hungary to deploy their forces in a part of this region. Through an agreement between the kings of Serbia Peter I. Karadjordjevic and of Montenegro Nikola I. Petrovic, but thanks to Russia, Serbia and Montenegro took control over Sandzak in the First Balkan War of 1912. Up to the Balkan Wars in 1912 and 1913, Sandzak represented a separate administrative unit with the administration and cultural center being in Novi Pazar. After the end of the Balkan Wars the process of emigration of the Bosniac population to Turkey continued and through the port of Bar left for Turkey in the period between April and June 1914 some 16.500 Bosniacs from the Montenegrin part of Sandzak and some 40.000 from the Serbian part.

Can you explain it to us, please?' The question was being asked in July 2003, at a water point on a three­ hour walk up to Fatos' cabin under Guri Kiuq (2522m) on the southern rim of the Rugova valley, west of Peja/Pec in Kosovola: The 'us' in the question were three Albanian Kosovars, two American college students on university placement in Kosovo and one German working for an NGO involved in youth activities in Sarajevo, Bosnia. We were but one group of an even more cosmopolitan party of 36 people from eight different countries at the beginning of an I I-day journey through the adjoining mountain areas of Kosovo, Montenegro and northern Albania. We called it 'an inaugural trek', to promote the concept of a cross-border park between the three countries. As the water oozed into our lined-up water bottles out of a hollowed-out log tucked into the undergrowth of a steep pine forest, I delivered a colloquial version of what follows. Peace Parks are truly trans-national, cross-border regions of special environmental significance. They are designated as protected areas, not only to preserve their ecology and in some cases their inhabitants' employment and way of life, but also as symbols of a better world, where wildlife and human beings can move freely over terrain which may belong to different countries but is unencumbered by the bellicose trappings of statehood: borders, flags, fences, soldiers, police, even minefields.

Please bring this copy. www.venice.coe.int 2 CDL-REF(2014)043 DRAFT LAW ON COURTS I BASIC PROVISIONS Scope Article 1 The present Law shall regulate establishment, organisation, and jurisdiction of courts; organisation of work of courts and judicial administration, and other matters of importance for orderly and timely functioning of courts. Judicial Power Article 2 Judicial power shall be exercised by courts established under the present Law. Courts shall decide on legal matters under their jurisdiction in a lawful, objective, and timely manner. Judicial office shall be exercised by judges and lay judges. Accessibility of Courts and Equality of Arms Article 3 Everyone shall have the right to address a court for the purpose of exercising his/her rights. Everyone shall be equal before a court. Publicity Article 4 The work of courts shall be public. Public nature of the work of courts shall be ensured in accordance with law. Impartiality Article 5 Everyone shall have the right to an impartial trial within a reasonable time and to have their legal matter, notwithstanding the parties and the characteristics of the legal matter, heard by a judge to whom the case was allocated randomly.
