    "Chaidh a' Chuibhle mun Cuairt'" - Skye and the Land Agitation John Norman MacLeod THE Highland Land agitation of the 1880s is a theme which has been widely researched and extensively written about, with a particular focus on the years between 1881 and 1886. Skye very much featured in the upheavals of this period and I will look again at the main events, appraise their significance and consider why Skye crofters were to the forefront of agitation at this time? For this talk on the land agitation in Skye, I will confine myself to the same period 1881-86, while recognising that the land agitation, here as elsewhere, extended well beyond this date and even continued after the First World War. Before looking at events at Braes, Glendale and Kilmuir, it is worth considering some wider aspects of Highland and Islands land agitation. What was the nature and extent of the crofters' resistance? What factors helped to activate and sustain the land agitation of this period? And, indeed, why was there not more of it until the 1880s? Though the tenantry endured great hardships as a result of the Clearances there is a general viewpoint among historians that tacksmen, crofters and cottars did very little to help themselves before the 1850s, both to resist the removals and extreme provocation they endured at the hands of the landlords. At a time of reducing budgets, the Council has agreed a target to reduce the budget spent on the provision of transport by 15%. The Transport Programme aims to consider the needs of communities across Highland in the preparation for re-tendering the current services offered. It is important to understand the needs and views of communities to ensure that the services provided in the future best meet the needs of communities within the budget available. The public engagement for the transport programme commenced Monday 26th October 2015 and over a 14-week period sought to obtain feedback from groups, individuals and transport providers. This consultation included local Member engagement, a series of 15 public meetings and a survey (paper and online). The feedback from this consultation will contribute to the process of developing a range of services/routes. The consultation survey document asked questions on: • How suitable the current bus services are – what works, what should change and the gaps • Is there anything that prevents or discourages the use of bus services • What type of bus service will be important in the future • What opportunities are there for saving by altering the current network Fifteen public meetings where held throughout Highland.

The programme was based on the previous year’s budget of £804,830. The 2018/19 capital budget was set at £807,222 which was an increase of £2,392 on the previous year. Care and Learning had a surplus of funds following the issue of Chromebooks to all Highland pupils. The surplus was allocated to roads capital budget with £169,438 assigned to Isle of Skye and Raasay. The total capital budget for Isle of Skye and Raasay for 2018/19 is therefore £976,660. At the end of December 2018 £804,469, or 82%, of the budget has been spent. The remaining £172,191 is committed in part to schemes funded by the additional £169,438 as agreed by members and programmed for completion in March 2019. 3.2 Surface Dressing Schemes As a consequence of the damage to the local road network due to severity of the 2017/18 winter, and following discussions with members at Ward Business meetings, the agreed 2018/19 Surfacing Dressing programme was deferred to 2019/20.

Furthermore the impact of recent developments in education (namely teaching in Gaelic medium and Gaelic as a second language) is analysed for primary school catchments. The Isle of Skye has been a Gaelic-speaking stronghold for centuries. After World War II decline set in especially in the main townships of Portree, Broadford and Kyleakin. However, in recent years a re- markable renaissance has taken place with a considerable success in Gaelic-medium education and of course the establishment and growth of the Gaelic further education college at Sabhal Mòr Ostaig on the Sleat peninsula. Foundations have now been laid for a successful regeneration of Gaelic in the south- eastern parts of the Isle of Skye. However, there is still much room for improvement especially in the pre-school sector and in a few locations like Raasay where Gaelic has shown a dramatic decline recently.
