DOST started as the National Science Development Board (NSDB) on 13 June 1958 thru RA 2067. It was reorganized as the National Science and Technology Authority (NSTA) on 17 March 1982, and vested with broader policy-making a n d p r o g r a m i m p l e m e n t i n g functions. On 30 January 1987, NSTA was elevated to become the Department of Science and Technol- ogy (DOST) under Executive Order (EO) No. 128. DOST’s functions and responsibilities were further expanded to enable it to pursue the declared state policy to support local scientific and technological efforts, develop local capability to achieve technological self-reliance, promote public and private sector partnership in S&T activities, and encourage the private sector to take a greater role in R&D activities. DOST exercises supervision over twenty-one (21) organic and attached agencies consisting of collegial and advisory bodies, sectoral R&D planning councils, R&D institutes and service agencies. Pursuant to the provisions of Section 31 of EO 128, the DOST is also authorized to establish regional or field extension offices as may be necessary. Three years later, the Provincial S&T Centers (PSTCs) were created through Republic Act 6959 on 31 July 1990, which led to the establishment of PSTCs in every province of the country under the Regional offices. DOST V extends its services to the six (6) provinces through the Provincial Science and Technology Offices (PSTOs) located in key areas of the provinces of the region. Vision DOST sees a region where knowledge, creativity and innovation contribute to economic growth to alleviate poverty and improve the quality of life of Bicolanos. Mission Judiciously harness and maximize the potential of S&T in the economic development of the region on a sustainable basis through strategic partnership with MSMEs, LGUs, NGOs/POs, the academe and other government agencies. DOST V Annual Report (2010) 1 Message from DOST Secretary The Department of Science and Technology has implemented development programs and projects to help improve the lives of Bicolanos in the preceding year. We believe that our strong partnership with the academe, other government agencies, LGUs, NGOs, industries, and other public and private sector organiza- tions contributed to the effective delivery of S&T services in the region. Through DOST’s Small Enterprise technology Upgrading Program (SET-UP), we optimized our modest resources to create value and opportunities through technology intervention resulting to better products, processes, and systems. Moreover, joint undertakings with S&T networks and consortia strengthened R&D management and policy advocacy. Researches in the agricultural sector encouraged enterprise development, and capacity improvement of local firms and other sectors. S&T support services such as scholarships, promotion, institutional linkages, the Regional standards and Testing Laboratory (RSTL)/Regional Metrology Laboratory (RML) consultancy and related assistance raised awareness and appreciation on what S&T can do for the people in the region. Bicolanos can look forward to another year of committed and innovation-driven services from the DOST V management and staff. Mabuhay! DOST V Annual Report (2010) 2 Message from DOST Undersecretary for Regional Operations My warmest greetings and congratulations to DOST V for your worthwhile contributions in making S &T as a primary engine of economic growth in the region. Our valued clients and stakeholders have showed relentless support and commitment in promoting S&T programs and services. The leadership of Hon. Mario G. Montejo introduced/resulted to new directions, priority thrust and innovations for the department. Intensive and aggressive application and adoption of local technologies are on the forefront of the new administration. We salute the MSMEs, comprising majority of our clients in the implementation of SETUP. DOST has successfully implemented relevant and meaningful SETUP programs and projects throughout the country. We also commend the strong partnership and collaboration with the academe, allied government agencies, industries, LGUs, and NGOs/private sector. Through them, we have wider information dissemination and intensified advocacy campaigns. For 2010, DOST V earned the distinction if not the first, as one of the few government agencies in the Bicol Region that achieved an ISO 9001:2008 and IEC 17025 Certifications. These initiatives continually pose challenges and greater opportunities for more innovative programs responsive to immediate and long-term S&T needs of Bicolanos. Again, I laud DOST V officials and staff for the productive year. May the vigor and dynamism be sustained in the coming years. Dios Mabalos. DOST V Annual Report (2010) 3 Message from DOST V Regional Director The year 2010 marks a transition for the Philippines as Pres. Noynoy Aquino took over the reins of the government and endeavored to work on reforms and good governance. Consistent with government’s priorities, the Department of Science and Technology (DOST) under the leadership of Sec. Mario G. Montejo has started reaping positive results as it traverses the road to become the leader in promoting S&T innovations and technological solutions. As the regional arm of DOST Central Office in Bicol Region, the regional office has demonstrated to be a mover of science and technology (S&T). DOST V took the lead in effectively bringing technology and its productive gains closer to the people. It has con- tinuously initiated strategies and mechanisms toward delivering quality S&T programs and services in the region. In 2010, we revitalized our support to the Micro, Small and Medium Enterprises (MSMEs) through the seventeen (17) SETUP projects covering the identified priority areas. Despite the small industry-base in the region, DOST V has aggressively promoted the adoption of new technologies, efficient production processes and innovations integral in keeping firm’s competitive advantage and optimizing available resources. The Regional Standards and Testing Laboratories (RSTL) provided microbiological and chemical analyses; and volumetric and mass calibration tests to our various clients in the region. Cognizant of the need to provide more relevant services, DOST is currently upgrading its laboratories, now ISO 17025 accredited with the acquisition of additional equipment. DOST recognizes the need to fully tap and develop S&T capabilities through the creation of quality human resources by way of its various scholarship programs. The DOST-SEI has seventy-four (74) on-going scholars who could serve as future brainpower of the region and the country, as well. In the early part of the year, DOST V obtained ISO 9001: 2008 Certification by the Certification International Philippines. Inc. (CIPI) with the following scope: “Provisions of scientific and technology transfer services, S&T promotion, information dissemination, and scholarships”. It reaffirms the unwavering
