N.C. Rly Update N.C. RLY UPDATE 1 Dated: 28/12/2015. I. OPERATIONAL IMPROVEMENT (MOBILITY): a) Flagging off of DMU train between Agra-Etawah (newly constructed Bhandai-Udi section) by Hon’ble MOSR Shri Manoj Sinha on 24.12.15 at Bateshwar Halt. This line will provide an alternative path between Etawah & Agra and will be useful in decongesting the A Route of Allahabad Division between Etawah & Tundla and Branch Line between Tundla & Agra Fort. b) Multi Aspect Colour Light Signalling has been commissioned at Ichauli station of JHS Division by replacing Semaphore Signalling. c) Integrated Power Supply has been provided at Ichauli station of JHS Division. d) Sliding boom has been provided at LC Gate No.447 in Sank-Morena section of JHS Division. e) To improve visibility, Signal No. 126 of GMC station has been shifted in ALD Division. f) TMS telecom work has been completed at Malanpur in JHS Division. g) Dual Fuse Monitoring Alarm system has been provided at Chirgaon, Nandkhas and Eric stations of JHS Division. h) 13 Nos.of Shunt LED provided in place of lamp in Panki station of ALD Division. i) Following works have been completed in Harpalpur station in Jhansi-Mahoba section:- Regrading of yard i.e. from 1 in 150 to 1 in 400 have been done by removing two spring points & lifting of track by BCM. Extension of Platform No. 1 by 156.4 m. Extension of 1st loop by 127m to make fit for 24 coaches. Extension of CSR of main line by 124 m. Extension of two Goods siding by 207 m & 135 m respectively. 2 j) 2.04 km Through weld renewal in Helak- Nandbai of Agra Fort- Bandikui section has been done by state of Art Mobile Flash Butt Welding Plant. k) Loop line run through facility has been provided at Sujatpur and Siratho stations of ALD Division. II. RELIABILITY & SAFETY IMPROVEMENT: a ) Replacement of 1 No. 52 Kg. ordinary switches done by 60 kg. Thick web switches. 01 No. in Baad Yard (DN Road). 220mm Throw Point Machines with clamp lock have been provided at Baad (Pt.108B) by replacing IRS Point Machines in connection with 160 kmph high speed in AGC Division. b ) 102 m Boundary wall has been constructed by using unserviceable PSC sleeper in Agra-Palwal section. -------------------- 3 Dated: 21/12/2015. III. OPERATIONAL IMPROVEMENT (MOBILITY): a) 0.99 km Through weld renewal in Helak- Nandbai of Agra Fort- Bandikui section has been done by state of Art Mobile Flash Butt Welding Plant. b) Work of extension of UP loop at Bhartana station of Kanpur- Tundla section has been completed. Bharthana DN Loop Line CSR has been increased by 18.5 m (from 698.5m to 717m) by shifting SH-119, 121, PT-298A/B & glued joint in ALD Division. c) At Harpalpur, UP Loop Line CSR has been increased by 126 m (from 474 m to 600m) by shifting Point Nos. 6 and 8 towards MKP end in JHS Division. d) 220mm Throw Point Machines with clamp lock have been provided at Bad (Pt.108A) and Chhata station (Pt.205B) in connection with 160 kmph high speed in AGC Division. II. PASSENGER SERVICES/CLEANLINESS/AMENITIES: a) 05 Fortress checks have been conducted during the week over NCR. Total number of 3297 passengers traveling either without or with irregular tickets/un-booked luggage was detected, and Rs.13.05 Lakh was realized from them. b) Frequent checks were carried out to nab Ticket less/Irregular travel. Total 330 passengers were detected and realized Rs. 1.39 Lakh. c) Refund of reserve tickets after closing of PRS offices has started w.e.f. 11.12.2015 at AF & RKM UTS counters. d) Rag picking day was observed in JHS & AGC divisions on 14.12.2015. Officers and staff were deputed for making the day successful. e) To ensure cleanliness at Station and in terms of Commercial Circular no. 76/12, frequent announcement were made for passenger awareness and posters were displayed. 353 persons were detected for littering and a fine of Rs. 33,300/- realized. f) One GS coach augmented in train No. 12162 (AGC-LTT Exp.) w.e.f. 19.12.2015 on permanent basis. III. RELIABILITY & SAFETY IMPROVEMENT: a) Replacement of 2 nos. 52 kg. Ordinary switches done by 60 kg. Thick web switches. 01 No. Thick web switch in Baad (DN Road) & 01 No. in Chhata (DN Road). 4 b) 96 m Boundary Wall has been constructed by using unserviceable PSC sleeper in Agra –Palwal section. c) Sliding boom has been provided at 3 Gates:- Gate No.80 C, 80 AC and 83 Spl. in ALD Division. d) To improve visibility, Signal Nos. 43, 61, 63, 75 of GMC and UP Starter Signal No.17 at Bhaupur have been shifted in ALD Division. e) In Cheoki-Karchana and Karchana-Bheerpur sections of ALD Division, separate fuse for each OFF aspect signal lightening circuit has been provided at all Relay Huts. f) Dual Fuse Monitoring Alarm system has been provided at Moth station in JHS Division. IV. COMMERCIAL EARNINGS: a) During the period total 03 rakes of Food grains with earnings Rs 0.98 crore have been loaded from DAA in JHS division. b) During the period total 20 rakes of POL with earning Rs 7.31 crore have been loaded from IOC/BAD in Agra division. c) During the period total 22 rakes of Cement with earning Rs. 3.48 crore have been loaded from MJAC in ALD & DCPG in Jhansi Division. d) During the period total 05 rakes of Fertilizer with earning Rs. 0.91 crore have been loaded from MKFP in Allahabad Division. e) During the period total 03 rakes of Ballast with earning Rs. 0.61 crore have been loaded from SKGH & CAR in Allahabad Division. f) Notification of opening of the Udaipura Railway Station of Jhansi Division has been extended for all inward & outward goods traffic except POL & Container traffic up to 16.01.2016. V. IV. OPERATIONAL IMPROVEMENT (MOBILITY): Work of extension of Up & Dn loop at Birohi Station of Allahabad-Mughalsarai section completed. Will help in giving precedences. Run through facility via loop line has been provided at FTP and BMU in ALD Division and at all the 9 stations in Mathura-Alwar section of AGC Division. Work of closure of Level Crossing No. 34-A of Chunar- Chopan Section of Allahabad division has been completed. CSR extended at following 4 stations in ALD Division:- 1. At CHK, UP Main Line. 2. At SHW, UP & DN Loop Line. 3. At JJK, UP Loop Line. 4. At SRO, UP Loop Line. Aspect of the Distant Signal has been changed from Green to Double Yellow for trains being received on main line at all the 9 stations in Mathura-Alwar section of AGC Division by doing modifications in EI to comply with Amendment Slip No. 35 in GSR dtd. 31.03.2014 to improve mobility for through running. V. PASSENGER SERVICES/AMENITIES: To prevent entry of cattle in platform area, barricading at ends of platform has been completed for all platforms at Jhansi station. VI. RELIABILITY & SAFETY IMPROVEMENT: Block working between Churk and Agory has been made reliable by transferring the block circuit from BSNL owned overhead alignment to newly laid 6 quad cable. With this, there is no circuit which is working on overhead alignment in N.C.Rly. 6 Problem of less illumination/lux level has been observed in locomotive. Electric loco Shed, Kanpur has provided 04 beam head light in loco no-22225 during IOH schedule for better focus illumination to loco pilot. DN Home Signal & DN Advance Starter Signal are shifted at BDL in ALD Division to improve visibility. Dual Detection has been provided at BHA Advance to IBS Advance in BHA-AGC section of AGC Division. Modification has been done in EI at all the 9 stations in Mathura-Alwar section of AGC Division for clearance of Advance Starter Signal for first train when BPAC is in preparatory mode for first failure. 1.32 km Through Weld Renewal in Nadbai-Helak of Agra Fort-Bandikui section has been done using State of Art Mobile Flash Butt Welding Plant. VII. INFRASTRUCTURE: 1.5 Km Boundary wall has been constructed by using unserviceable PSC sleeper in Agra-Palwal section. Work of Construction of RPF barrack at Chitrakootdham Karwi station has been completed. Dedicated Fright Corridor Corporation of India Limited (DFCCIL) siding New Bhadhan is permitted for Co-user facilities. VIII. COMMERCIAL EARNINGS: 04 Fortress checks have been conducted during the week over NCR. Total number of 2075 passengers traveling either without or with irregular tickets/un-booked luggage were detected, and Rs.8.66 Lakhs were realized from them. During the period total 06 rakes of Food-grains with earining Rs 1.63 crore have been loaded from DBA, DAA & MRA in Jhansi division. 7 During the period total 25 rakes of POL with earning Rs. 8.09 crore have been loaded from IOC/BAD in Agra division. During the period total 14 rakes of Cement with earning Rs. 2.20 crore have been loaded from MJAC in ALD & DCPG in Jhansi Divisions. These appeals are from a judgment of the Allahabad High Court holding that Government Advocates and Standing Counsel for the State of Uttar Pradesh cannot be allowed to appear and defend Government officials against who notices for contempt of court are issued. In the Allahabad High Court advocates for the State appearing in criminal matters are designated as Government Advocates while advocates on behalf of the State appearing in civil matters are designated as Standing Counsel. The High Court has held that neither category of advocates can appear in contempt proceedings on behalf of an alleged contemnor who is an official of the State Government. The Allahabad High Court has further held that no monetary help from the State Exchequer can be extended to such Government officials towards litigation expenses in contempt proceedings. These expenses are to be incurred personally by the Government officials concerned which can be subsequently reimbursed to them if they are honourably exonerated in contempt proceedings. The High Court has also struck down a Government Order date 12th of September, 1996 issued by the Special Secretary and Additional Legal Remembrancer, Government of U.P. under which a panel of Advocates has been nominated for Government of U.P. and its officers and/or employees.

The three districts of Agra, Mathura, and Ferozabad are part of an area referred to as the Trapezium in Agra division of the state of Uttar Pradesh (UP). Agra suffers from acute shortages of water and power supply, severe air pollution, and serious problems of traffic congestion and solid waste management. Rapid growth and industrialization, together with inadequate measures to conserve the environment, have led to adverse environmental impacts affecting the health of the local population as well as preservation of the WHS, and other cultural heritage monuments in the Trapezium. Several studies were conducted by the Government as well as supported by other donors on various aspects of the problems, and identified the factors contributing to these. However, these studies did not suggest any comprehensive remedial action based on a sustainable development approach. Although most cities in India suffer from environmental problems, the Government of India gave priority to the Trapezium because of the severity of the problems there.
