U manufacturing output has continued to decline as a share of gross domestic product (GDP), down 3.5 percent between 2009 and 2019 (0.41 percentage points), even with the strong cyclical rebound in the motor vehicle sector. While U.S. manufacturing performs adequately in a few sectors—such as primary metals, chemicals, computers and electronic products (including semiconductors)—most other sectors are smaller as share of the U.S. economy than they were a decade ago.1 To boost U.S. manufacturing output and innovation, effective manufacturing strategies—articulated at both the federal and state levels and underpinned by a suite of effective, specific policies—will be needed. This report first examines the underperformance of American manufacturing and then examines how a concerted suite of policies—focused on addressing strategy and analysis, technology development and diffusion, finance, tax, and talent challenges and opportunities—could be implemented to revitalize America’s manufacturing economy. THE STATE OF AMERICA’S MANUFACTURING ECONOMY Across a number of facets—from manufacturing value added, productivity, and employment to trade balances—America’s manufacturing economy continues to underperform its potential. Perhaps the most significant indicator is weakness in real U.S. manufacturing output, which has fallen as a share of GDP over the last decade. In fact, real manufacturing value added declined 13 percent from 2007 to 2019, from 13.2 percent of GDP to 11.5 percent.

Market failures, however, lead to gaps in the private sector’s responses to the manufacturing and energy innovation imperative. Manufacturing USA helps fill these gaps. Each of its 14 institutes, 5 of which are sponsored by DOE, is a consortium of large and small companies, academic and nonprofit institutions, and national laboratories that operates in a technological domain that offers significant opportunities to accelerate innovation. These members, with additional support from state governments, provide nonfederal funding that matches or exceeds the initial five-year $70 million federal investment in each institute.

In the past decade, advances in robotic tools have enabled less invasive surgical procedures, exploration robots have enhanced human presence in planetary systems, robotic vehicles have autonomously driven millions of miles, and manufacturing robotics have positioned the United States as a leader in advanced manufacturing. The benefits of automation, however, do not come without their challenges. According to a recent study by the McKinsey Global Institute, 30 percent of responsibilities in 60 percent of jobs have the potential to be automated—that’s 18 percent of all work. But the same study states that even as jobs become automated, worker demand is likely to grow as new occupations develop alongside the new technologies. Recent advancements in sensing, computational intelligence, and big data analytics have also been rapidly transforming and revolutionizing the manufacturing industry towards robot-rich and digitally connected factories, including efficient and safe coordination between human and robots on the factory floor. The U.S. Federal government has an important role to play in this transition by preparing and equipping society for these new jobs and embracing the benefits that will come with integrated robotics. The Federal government has a vested interest in the future of the U.S. robotics industry as it will greatly affect the overall U.S. economy, our global competitiveness, and our military capabilities. Sargent Jr. Congress maintains a strong interest in the health of U.S. manufacturing due to its central role in Specialist in Science and the U.S. economy and national defense. Manufacturing USA is a network of institutes focused on Technology Policy facilitating the development and commercialization of emerging manufacturing technologies. The existing network consists of 16 institutes sponsored by the Departments of Commerce (DOC), Defense (DOD), and Energy (DOE) and co-funded with private sector partners. The program traces its roots to President Obama’s FY2013 budget proposal to create a National Network for Manufacturing Innovation (NNMI) to help accelerate innovation by investing in industrially relevant manufacturing technologies with broad applications, and to support manufacturing technology commercialization by bridging the gap between the laboratory and the market. The proposal sought $1 billion in mandatory funding for the National Institute of Standards and Technology (NIST) within the DOC to establish up to 15 NNMI institutes. Congress did not act on the proposal in the 112th Congress. President Obama renewed his call for an NNMI in his FY2014 budget request, seeking $1 billion in mandatory funding, and in FY2015 with a request for $2.4 billion in discretionary funding to establish up to 45 institutes. Congress did not provide the requested funding. In the absence of explicit authority and dedicated appropriations, the Obama Administration, relying on existing agency authorities and appropriations of DOD and DOE, began to establish NNMI institutes.
