1 MB EC ABDA 4 Project June- December 2015 Short Version Final “Fostering regional cooperation and balanced territorial development of Western Balkan countries in the process towards EU integration - Support to the Regional Rural Development Standing Working Group (SWG) in South-East Europe” Achievements and results June 2 nd - December 1 st , 2015 The project is financed by: 1 Agriculture Policy Forum 2015 • The 15 th Agricultural Policy Forum (APF) 2015: “Modern Rural Policy: Competitiveness, investment and well-being in rural regions of South East Europe” was held in Pravetz, Bulgaria in the period of 14th – 15th October 2015. • The Agricultural Policy Forum 2015 once more served as a platform for international dialogue on policy settings and perspectives of common interest to agricultural policy makers and stakeholders. Project Steering Committee Meeting • The Project Steering Group meeting has been organized on September 10 th , 2015 in Montenegro. • The aim of the meeting was to discuss the project framework as well as the way forward related to implementation of Area Based Development Approach in the Western Balkan countries. Facilitation of the process of economic development of rural cross - border areas • 10 th meetings of stakeholder groups organized in all four areas in June 2015 Facilitation of the process of economic development of rural cross - border areas • 11 th meetings of stakeholder groups organized in all four areas in October 2015 Provision of support to stakeholders for preparation of project proposals for different calls with special emphasis on Calls within IPA II 3rd CBC Call SER-B&H 1. Official results are not yet published. Publicity activities related to open Calls for proposals • Call for proposal European Programme for Employment and Social Innovation "EaSI" 2014- 2020. Express of interest and possible partnership was facilitated from Prespa PMU for the NGO “DMO” form Korca and the Directorate for Regional Chambers and International Cooperation Economic Chamber of Macedonia. • Two calls from proposals were opened in the period June-October 2015 within the SARED GIZ Project. Interested stakeholders were informed about the open calls. No one of the stakeholders applied in the first call for proposal. • IPARD program in Macedonia – open call from 1st of August till 15th of September – Consultancy for this call was given to one producer association with 22 members for the possibilities of the program. Publicity activities related to open Calls for proposals • Disseminated info on TAIEX Training on “Organizational Development and Management of CSOs” in Albania. One stakeholder from Prespa cross-border region submitted registration for the training. • Web-pages for Prespa and Drina-Sava regions are developed. Drina – Tara and Sharra are under development; • Continuous direct contact with all stakeholders regarding other open calls (national, local, calls from other donors, etc.) depending on the topic and territorial range; • Meetings with donors (GIZ Programme in Albania). Organization of people-to-people actions • Raspberry Day 2015 was held on 12 th of August 2015 in Recane, Municipalty of Prizren, Kosovo*. The event was organized by AgroRedGold from Kosovo* and IRZ from Tetovo and CED from Tearce, Macedonia. The event promoted the raspberry production as prosperous form of small- scale business model suitable for the rural population in the “Sharra” cross-border region. Organization of people-to-people actions • Wine and Cheese Festival was held on 21 st and 22 nd of August 2015 in Ohrid, Republic of Macedonia. The event was organized by the Department of Tourism and Local Economic Development of Municipality of Ohrid in cooperation with Agrinet from Albania. Local wines and chesses and other traditional food products were promoted during high touristic season in Ohrid city. Organization of people-to-people actions • 11 th traditional manifestation “Drina Fish Pot” was organized on 20 th September in Visegrad on the plateau next to the famous Mehmet pasha Bridge, protected as a UNESCO world heritage site and contributed to the promotion of the touristic image of the Visegrad municipality. • The event organized by the Tourist Organization of Visegrad, brought together participants from municipalities from the Drina river banks from Bosnia and Herzegovina, as well as neighboring municipalities from Serbia. It contributed to promotion of historical and cultural heritage, as well as traditional gastronomy offer of the cross border region “Drina-Tara”. Organization of people-to-people actions • 48 th Ilok Grape Harvest was organized in the period 29.08- 06.09.2015, in Ilok, Croatia. • Ilok grape harvest as a cultural, entertainment and tourist event, has been taking place traditionally since 1962. It was born out of an old custom originating from the area of Syrmia and Slavonia, where people gathered at the beginning of the wine harvest for the purpose of guarding the vineyards, celebrating a good year and harvest, and socializing. Organization of people-to-people actions • “III Regional Honey Fair 2015” has become a traditional event organized by Tourism Organization of City of Loznica in cooperation with partner Association of Beekeepers from Loznica. The manifestation was visited from more than 3.000 visitors and 40 exhibitors which helped of promotion of beekeeping and honey production as an economic sector with high potential in Drina-Sava region. • The event provided direct support to small and medium size honey producers in the region of Drina-Sava region, respectively by promotion of the local honey and agro-food value chains. • On the second day of the manifestation more than 70 people participated at expert lectures on beekeeping and opportunities to practice this branch of agriculture that can provide additional income. Organization of people-to-people actions • 14 th traditional manifestation “Day of Pljevlja cheese” was organized on 23.10.2015, in Pljevlja, Montenegro. For the first time at this manifestation were competed producers of special cheese from other parts of Montenegro and cross border – region “Drina-Tara” • The focus of this Manifestation was on marketing and economic aspects, therefore, participants were able to present and sell their products at Dairy market..

Despite existing legislation and an institutional framework to safeguard balanced tourism growth, many destinations fail to properly address it. So far, studies are limited in exploring sustainable tourism impacts from a policy perspective. This study follows previous ones in using the triple bottom line sustainability approach to define tourism impacts. It argues, in particular, for a nexus between understanding of policy perception and sustainability, and it applies this to tourist destinations in Serbia to determine whether they are operating sustainably. For this purpose, the data were collected using a combination of multiple methods, involving interviews with policymakers and content analysis of strategic documents. This study further suggests a model that assesses the extent of the sustainability of tourist destinations. The results illustrate the importance of understanding policy perceptions in shaping and facilitating sustainability and informing policy enablers on how to improve and reform current tourism development. The model can be adopted and applied to any tourist destination facing an inevitable need to re-shape their tourism development plans and policies, while the implications address the need to build a participative policy approach to sustainable tourism development.

    Will the mineral of the future change Serbia’s image After 16 years, Rio Tinto completed geological exploration of Jadarit mineral reserves near Loznica. The world giant has confirmed to RTS that it is continuing work on the development of a new mining and processing complex. The surroundings of Loznica are a unique world site for the new mineral Jadarit, which contains light metals – lithium and boron. Since 2004, Rio Sava Exploration, a subsidiary of Rio Tinto, has drilled three hundred exploration wells over an area of 200 kilometers. For the next eighteen months it will do geotechnical and seismic work and laboratory tests of the mineral found. “To date, Rio Tinto has invested over two hundred million US dollars and implemented around 2,000 tests to develop innovative Jadarit processing technology. Priority is given to achieving long-term solutions for the development of a new, modern and safe greenfield mining and industrial complex “We are doing our best to finish the job in a timely manner in the best interests of both Serbia and our company”, Rio Tinto reports. The government expects the investor to submit to them by the end of July an Expertise on Sailing Reserves, and already early next year they will also request a permit to build a mine. “If all goes in line with that predicted dynamic, that mine could begin operations in 2024 or early 2025. They have just been granted an additional 30 million euros to complete these works. It is one of the sites that, when the exploitation begins, will change the image of Serbia.

Significant quantities of raspberries in the country are produced in the territory of Kolubara District, thanks to the good resource basis and benefits of climate conditions. Confronted with numerous obstacles while participating in the sophisticated European market, raspberry producers from Kolubara District should establish stronger links with market restaurateurs and other entrepreneurs from Istria and thus their products could reach the consumers from all over the world during their visits to Istria in the summer months. The aim of this paper is to point out the importance of increasing the volume of mutual cooperation between district and county in order to become competitive on the European market.     PREPISKA SRPSKE I CRNOGORSKE VLADE ZA VRIJEME AUSTROUGARSKE OKUPACIJE BIH Željko Karaula The paper presents the records of the Secretary in the Ministry of Foreign Affairs of Montenegro Stevo Lješević-Tatar from 1911 which contain the transcript of the correspondence bet - ween the Montenegrin and the Serbian governments regarding their cooperation before the outbreak of the crisis related to the Austrian-Hungarian annexation of Bosnia and Herzegovina in 1908. Lješević also presents some his own testimonies regar - ding the Montenegrin-Serbian relations and the conspiracy of certain Serbian circles against the Petrović Dynasty.     Published on Eurydice (https://eacea.ec.europa.eu/national-policies/eurydice) 2021 More than 50 teachers and school staff of pilot schools in Bosnia and Herzegovina attended the virtual Round Table on Competences for Democratic Culture and Comprehensive Access to School organized on February 25, 2021 within the joint project of the European Union and the Council of Europe "Quality Education for All" . 2020 Shortly after school closed, all education authorities in primary and secondary schools began to apply online and distance learning modalities, and all students completed the school year online in June / July 2020. When applying online learning, education authorities and schools have opted for various software / communication tools. Some units have developed and used web platforms, such as e-Teaching in Republika Srpska, e-Schools in Herzegovina-Neretva Canton and schools.sum in West Herzegovina Canton, Posavina Canton and Canton 10. The Una-Sana Canton Education Authorities have piloted their own newly developed platform in a smaller number of schools. Seven education authorities combined online classes with TV classes, which were mainly organized for children in the lower grades of primary school (ISCED 1). Children in the upper grades of primary school (ISCED 2) and in grammar schools (ISCED 3) were able to watch TV lessons in some administrative units. Classes for primary and secondary school students in BiH began in accordance with the law, ie the school calendar, with the possibility of further revision in accordance with the epidemiological situation. The teaching process in Sarajevo Canton, Tuzla Canton and Bosnian Podrinje Canton Goražde began on September 1, and in other cantons on September 7, except for Zenica-Doboj Canton, where classes for primary and secondary school students began on Tuesday, September 8.
