Introduction This report presents a framework for collective technology planning among the Smarter Balanced Assessment Consortium member states. The plan emphasizes the critical need for technology to support student learning with the Smarter Balanced Assessment System minimum requirements as context and milestones. The minimum requirements are based on expert judgments regarding instructional technology, district interviews, input and feedback from various national experts, specific guidance and direction from the Smarter Balanced executive team and the Technology Approach Work Group, and an independent review of data collected from the Smarter Balanced Technology Readiness Tool.
