Coastal Property Resources in Goa – Alarming Trends Dr. Sairam Bhat Assistant Professor of Law, National Law School of India University, Bangalore and Ms. Smita Srivastava Sr. Lecturer, Saraswath College, Maupsa, Goa If you want a piece of Goa's coastline, follow three simple steps. Just grab the land, build on it(after making pretences that your structures are temporary) and then forget it. 1 Introduction Tourism in Goa has largely been and still remains ‘Beach tourism’. The beaches in Goa have been exploited to the hilt. Over 90% of domestic tourists and 99% of international tourists visit and reside along the beach front. 2 The packaging of Goa as a major international tourist destination is still actively underway, even though the number of tourists visiting Goa has exceeded the region’s carrying capacity, bringing about a steady and relentless degradation of the natural environment as well as a deterioration of the social and cultural fabric. Tourism, now is Goa’s Primary Industry. It handles 12% of all foreign tourist arrivals in India. Goa receives more tourists per annum than its total residential population (refer T.No.1, as per govt. sources, the population of Goa for the year 08-09 was 13.48 lakhs)3 The decisive issue facing any tourism destination is the benefit – cost ratio. This has never been calculated in the State. Destruction of the environment on the scale occurring in Goa can only be justified if the returns from any industry are such that they lead to enhancement of prosperity, provision of employment and reduction of poverty levels, since poverty is described as the greatest threat to environmental protection. -

Goa has emerged as the most favoured tourist destination in the country, both for domestic as well as foreign tourists. Goa is a tiny State on the Western Coast of India amply bestowed with natural beauty, lovely beaches along with its 105 Kilometers coast line segregated into various beach stretches, eco- friendly atmosphere, lush green hills, world heritage monuments, churches, temples and above all friendly hospitable people. Tourism is a major activity in Goa having direct and indirect impact on all other sectors of the economy. Tourism has contributed substantially to the economic development of the State by way of foreign exchange earnings, employment generation, infra-sectoral competition and it has also improved the living standard of people. Item No. 1: To discuss and decide on Court Matters / Directional Matters / Complaints of Violation of the CRZ Notification 1991 / 2011 and Allied / Connected Matters Case No. 1.1: To discuss and decide on the application dated 06/05/2016 received from Goa State Infrastructure Development Corporation (GSIDC) seeking CRZ Clearance in compliance with the Judgment dated 07/04/2016 of the Hon’ble NGT, Pune passed in Application No. 85/2015 in the matter of Goa Foundation V/s. GSIDC & Ors. Background: 1. The Office of the GCZMA was in receipt of an Application dated 06/02/2014 seeking NOC / Permission for proposed Construction of Bridge across river Mandovi at Panaji including approaches on NH-17 between Pundalik Nagar Junction (Porvorim)and Merces Junction. 2. Accordingly, upon receipt of the said application a site inspection was conducted by Dr. Antoino Mascarenhas and Shri Ragunath Dhume, Expert Members of GCZMA on 14/02/2014.The report indicated that the proposed bridge will have width of 14.00 m to 22.50 m. and the clear distance between two existing bridge is minimum 45.00m. In the report the members have recommended that a rapid EIA for the above project may be carried out through agencies like National Institute of Oceanography and also recommended the flow of current to be regularized by keeping the alignment of column of three bridges uniformity parallel to flow to prevent silting.
