Despite the increasing number of countries engaged in the process of internationalisation, to date, most of the research on this phenomenon has been dominated by developed Anglophone nations. Higher education institutions in these countries act as global knowledge centres and are arguably well- placed to advance their internationalisation goals (Altbach, Reisberg, & Rumbley, 2009; Klemenčič, 2017), whereas higher education institutions situated in the academic periphery, face numerous challenges in internationalising their institutions. While there has been a slowly growing body of research on internationalisation of higher education in emerging economies, few studies have examined factors influencing the internationalisation process of universities located in the academic periphery. Il gigantesco termometro digitale che sovrastava il palazzo sull’altro lato della strada segnava + 35 gradi. Dando uno schiaffo all’aria carica di zanzare riuscì a leggere l’orologio accanto alle cifre della temperatura. Aveva ancora un po’ di tempo prima dell’appuntamento, per cui si concesse una breve pausa su una panchina lungo la Via del lavoro, all’incrocio con la Via della Rivoluzione d’ottobre. «E questa sarebbe la gelida Siberia?» si chiese Kim ad alta voce con un tono indeciso tra l’incredulità e l’ironia. La sua carriera di ricercatore scientifico gli aveva insegnato a diffidare dei luoghi comuni, ma doveva ammetterlo: l’immagine che si era fatto della Siberia quando aveva ac- cettato questa nuova sfida era un’altra. Con l’autunno ormai alle porte, si aspettava di arrivare in una regione immobilizzata dalla morsa del gelo e forse anche già spolverata dalla neve.   • A Case Study of the Novosibirsk Region
    Russian Innovation System on a Decaying Trajectory: A Case Study of the Novosibirsk Region Evgeny Vodichev Summary This paper analyzes and projects the most likely future of the Russian innovation system based on a case study of the regional innovation system (RIS) of the Novosibirsk region. Using SWOT and PEST analyses to identify strengths and weaknesses of RIS, as well development trends, results indicate that in the current political, economic, sociocultural and technological contexts, risks are significant. The most probable vector in the development of RIS is its gradual decay, thus accelerating the marginalization of the Russian economy and possibly provoking serious complications for Russian society. This may, in turn, trigger negative global consequences. * * * Background According to widespread and consensus opinion among analysts, national innovation systems (NIS) in the latter half of the twentieth century were fundamental to the economic progress achieved by the leading countries of the world. The Soviet Union was largely absent from this technological race. While it possessed the most advanced scientific and technological capacities, these were focused almost exclusively on the military sphere and were thus not able to provide for a wider and more effective NIS. It is now clear that systemic failures in the USSR’s efforts to establish a competitive economy based on innovation became one of the key reasons for its collapse in 1991. Russia’s more recent economic development based on unpredictable energy markets has also proved problematic, placing the country into an “institutional trap.” Strong emphasis on production and export of energy resources has only reinforced an outdated economic structure, threatening further marginalization and driving a peripheral economy.

Babaev Chemistry Dept., Moscow State University, Moscow 119991, Russia E-mail: [email protected] There are several types of regular international events where heterocyclic chemists meet each other to share their results and ideas: ICHC, European colloquium, Ibn Sina, Blue Danube and Florida heterocyclic meeting. In the year 2000 a new initiative – the series of Eurasian Meetings on Heterocyclic Chemistry (EAMHCs) – has been launched in Russia. As the “inventor” of this idea, I was asked to briefly review the goals and the history of these meetings. Eurasia and Eurasians. Let us first clarify the common use of the term “Eurasia”. Separation of Asia from Europe is an old historical tradition. Ancient Greek traders saw the known "continents" foremost as sections of coasts, and the term continent was defined only by the Romans as the according landmasses behind those coasts. At the ancient maps of Herodotus we can find three big pieces of land attached to Mediterranean Sea that he called Europe, Asia and Libya. This idea survived for centuries, and in Renaissance time we find Europe as a self-recognized geographical entity united by culture, religion and its civilization type and clearly differentiating itself from Asia. The question of its eastern border was open for long time until Emperor Peter the Great, who tried to join Russia to the family of European monarchies, stated this artificial border to follow along Ural Mountains. The earliest use of toponim “Eurasia” (1850s) is linked to Semenov-Tyan-Shanskii, explorer of Central Asia and Altai (who first introduced the term “Russian Eurasia”) and his teacher Alexander von Humboldt.
