(A) This Part is applicable to all passenger vehicles operating in New York State providing transportation of any of the types described in (B), (C), (D) or (E) below, which are subject to periodic safety inspections by the New York State Department of Transportation (the department). Such vehicles must meet the applicable requirements of the New York State Transportation Law, as well as pertinent requirements of the New York State Vehicle and Traffic Law and the Federal Motor Vehicle Safety Standards (FMVSS - Title 49 of the Code of Federal Regulations) : (B) SCHOOL TRANSPORTATION: all motor vehicles transporting passengers under the age of 21 years, to and from schools, for hire, or owned and/or operated by school districts or any public or private school. School transportation will also include the transportation of passengers under the age of 21 years between school programs and community residences (as such terms are defined in section 1.03 of the Mental Hygiene Law) and where such school programs are approved by the New York State Education Department. Note: For hire school transportation does not include parents who enter into a contract with a school to provide transportation exclusively for their own children in their own vehicle(s). (C) REGULATED PASSENGER TRANSPORTATION: all motor vehicles, operated in this State, pursuant to or requiring a certificate or permit for the transportation of passengers from the United States Department of Transportation (USDOT) or the Commissioner of Transportation; and (D) MUNICIPAL PASSENGER TRANSPORTATION: all buses operated pursuant to or requiring regulatory authority from any city that has adopted an ordinance, local law or charter to regulate a franchise, ”bus line” operation pursuant to section 80 of the Transportation Law. (E) NEW YORK CITY DOUBLE-DECKER SIGHTSEEING BUSES: effective April 1, 1998, Double- Decker Sightseeing Buses regulated by the New York City Office of Consumer Affairs shall be subject to the Department’s periodic inspection requirements pursuant to Chapter 202 of the Laws of 1997. Such vehicles shall be considered municipal passenger transportation as set forth in (D) of this section. 2 720.1 DEFINITIONS. (A) Articulated bus means a two unit bus with flexible coupling connection between the units. (B) Bus means a motor vehicle with motive power, except a trailer, designed for carrying more than 10 persons (including the driver), that is used to transport adults and/or children, unless otherwise noted. A bus shall not exceed 102 inches in width or 45 feet in length except for articulated buses which shall not exceed 62 feet in length. The types of buses are defined below. (C) Certificated Service means the transportation of passengers pursuant to a certificate of public convenience and necessity issued by this department, a registration issued by the USDOT or a City Bus Line franchise issued pursuant to section 80 of the Transportation Law, or transportation for which such certificate or city regulatory authority is required. (D) City service means the transportation of passengers in certificated service between termini within a city or within a territory embraced by a city and a contiguous city or village within New York State. In addition to the information contained in this Handbook, persons desiring to be licensed as adjusters must possess a knowledge of vehicle braking systems, adjustment techniques and repair procedures sufficient to ensure that all work is performed correctly and with due regard for the safety of the motoring public. This handbook will not supply all the information needed to pass a licensing exam. No attempt has been made to relate the information contained herein to the specific design of a particular manufacturer. Accordingly, each official brake station must maintain as references the current service manuals and technical instructions appropriate to the types and designs of brake systems serviced, inspected and repaired by the brake station. INTRODUCTION The chassis on which Mustang is based was first introduced for Falcon/Comet in 1960. This basic chassis grew to encompass the Mustang, Cougar, Fairlane, Ranchero, Econoline, Torino, Montego, Maverick, Granada, Monarch, and Versailles, and was retired after the 1980 model year to be replaced by the Fox chassis. During this time, the suspension remained basically the same. Minor year model changes resulted in three families of steering knuckles (spindles) which had unique geometries. The first was the pre 63, the second was 63-65 Falcon and 65-66 Mustang, and a third family starting with 66 Falcon, including 67-73 Mustang and 74-80 Mavericks, Granadas, and Monarchs. For our purposes, we will discuss the 65-66 Mustang type, and the 67-73 Mustang /Maverick/Granada type. The 67-73 Mustang and the Maverick/Granada type have identical ball joint and steering geometries. The steering geometry of the 65-66 differs from the others by a small amount. The outer tie rod geometries remained the same for the entire series with model year differences in the tie rod stud diameter.     December 2017 PMVI Manual for Inspectors of Passenger Cars and Light Trucks ITEMS TO BE INSPECTED Note: Inspectors are not required to disassemble and reassemble parts to do an inspection. For example, if a vehicle has wheel covers that cover the lug nuts, the lug nuts need not be inspected. If an inspector elects to remove the covers for the inspection, there can be no additional charge for the additional work involved. BODY ITEMS (Form Line 29) Exterior Body Inspection: Check body parts for damage that compromises function or has potential for causing additional injury to someone who is hit by the vehicle. If the body is modified to the extent that a reconstructed vehicle permit is required, the vehicle must pass recon before it can pass the PMVI. Fail if: ►Any body part is improperly installed, dislocated, or protruding from the exterior surface so as to be a potential hazard. ►The body was modified significantly but the vehicle does not have a reconstructed vehicle inspection sticker and permit. (See Reconstructed Vehicle Permit Required on Page 17) Battery & Wiring (Form Line 29) Fail if: ►Insulation is worn so that bare wire has potential for causing a short. ►Cable connection is loose. ►Battery is leaking, not securely mounted to the vehicle with battery securing hardware, terminals are severely corroded, or a cell vent cap is missing. BRAKES (Line 8) Antilock Brake System Vehicles with an antilock brake system (ABS) have a warning light (telltale) for the ABS. It illuminates when the ignition is initially turned on, but after the computer completes its checks, the light should go out.
