The president will serve the Chief of State and the Head of Government. The National Assembly that elects people to these offices consists of 51 members who are directly elected in multi-seat constituencies by party-list proportional representation vote. These members also serve five-year terms. The High Court of Justice of Suriname consists of four members, as well as one court president and vice president. Each of these members are to be appointed by the national president in consultation with the National Assembly, the State Advisory Council, and the Order of Private Attorneys. -

CHAPTER 2 Language Practices and Linguistic Ideologies in Suriname: Results from a School Survey Isabelle Léglise and Bettina Migge 1 Introduction The population of the Guiana plateau is characterised by multilingualism and the Republic of Suriname is no exception to this. Apart from the country’s official language, Dutch, and the national lingua franca, Sranantongo, more than twenty other languages belonging to several distinct language families are spoken by less than half a million people. Some of these languages such as Saamaka and Sarnámi have quite significant speaker communities while others like Mawayana currently have less than ten speakers.1 While many of the languages currently spoken in Suriname have been part of the Surinamese linguistic landscape for a long time, others came to Suriname as part of more recent patterns of mobility. Languages with a long history in Suriname are the Amerindian languages Lokono (Arawak), Kari’na, Trio, and Wayana, the cre- ole languages Saamaka, Ndyuka, Matawai, Pamaka, Kwinti, and Sranantongo, and the Asian-Surinamese languages Sarnámi, Javanese, and Hakka Chinese. In recent years, languages spoken in other countries in the region such as Brazilian Portuguese, Guyanese English, Guyanese Creole, Spanish, French, Haitian Creole (see Laëthier this volume) and from further afield such as varieties of five Chinese dialect groups (Northern Chinese, Wu, Min, Yue, and Kejia, see Tjon Sie Fat this volume) have been added to Suriname’s linguistic landscape due to their speakers’ increasing involvement in Suriname. Suriname’s linguistic diversity is little appreciated locally. Since indepen- dence in 1975, successive governments have pursued a policy of linguistic assimilation to Dutch with the result that nowadays, “[a] large proportion of the population not only speaks Dutch, but speaks it as their first and best language” (St-Hilaire 2001: 1012). -

CHAPTER 7 Maroons and the Communications Revolution in Suriname’s Interior Alex van Stipriaan 1 Introduction From the first until the last day of slavery, enslaved people liberated them- selves by escaping from the plantation colony and setting up new, indepen- dent communities. These escapees, who came to be called Maroons, settled in the tropical rain forest of Suriname’s interior, far away from the seat of colonial power in Paramaribo. Yet they stayed tied to the colonial economy in several ways. The general impression people have is that Maroons lived in total isola- tion in Suriname’s interior until quite recently, about one or two generations ago, but this must now be largely discounted as a myth. This is certainly true in the case of Maroon men.1 Women, on the other hand, remained comparatively isolated until quite recently as gender-based labour division and traditional notions of womanhood mostly linked women to the domestic sphere and the village context. This chapter examines the extent to which contact with the outside world formed part of the Maroons’ existence, and how contact has influenced Maroon lifestyles throughout history.2 Crucially, I explore how Maroons’ adoption of new communication technologies is impacting patterns of com- munication with the wider world and among the Maroons themselves. This contribution does not simply deal with how objects are being adopted by sub- jects, rather it focuses on what happens to people and their context when they use new technologies and also how new technologies are transformed due to their use in specific social contexts. -

O. VAN REGTEREN ALTENA Rijksmuseum van Natuurlijke Historie With 3 plates Vernhout (1914) was the first to publish an account of the land and fresh- water Mollusca of Suriname. In this publication he assembled not only the older literature in which species were mentioned from Suriname, but also he named the Mollusca collected by seven expeditions and some travellers, and included in his paper the material which W. C. van Heurn collected during his trip in 1911. So he laid a sound basis for future investigations. In the present paper only the land Prosobranchia are treated. On this matter, so far as I know, only one paper has been published since 1914. This paper (Altena, 1960) mentioned Lucidella lirata (Pfeiffer) from Tamba- redjo and Sidoredjo in the Saramacca district. The Rijksmuseum van Natuurlijke Historie received specimens from Suri- name from many persons to whom I am much indebted for their cooperation. Thanks are also due to Mr. H. E. Coomans who sent me the specimens on loan, which were collected in 1926 by D. L. Fernandes. Here follows a list which mentions in chronological sequence the collectors with the months and the years in which they collected, together with the abbreviations under which they are mentioned in the text. I intend to consider two regional factors that influenced the decision of both the Cayenne Government and the metropolitan government to build military forts in the region. Such factors are the Cabanagem and the attempts of black Bonis to settle in Lower Oiapoque. I will go on to show that the French withdrawal from Amapá Lake in 1840, but not from the post on the right bank of the Oiapoque River, was due not only to international and diplomatic factors but also had regional causes. Notwithstanding the French government's interests in expanding the territory of its South American colony, I want to draw attention to the threats - real or fictitious - of Cabanos, from Brazil, and black Bonis, from Dutch Guiana. 1 This article forms part of a research project funded by Gerda Henkel Foundation (Germany) about the region of the French-Brazilian Boarding between 1840-1900. According to Rothschild, who had Southeast Asia in mind, Overseas Chinese fit the pattern of politically significant ethnic stratification as an economically strong but politically vulnerable pariah / out- sider ethnic minority, usually part of a wider, trans-sovereign diaspora, ‘performing commercial and entrepreneurial functions that are conspicuous, remunerative, important, but socially dispara- ged, versus politically dominant but economically unskilled majo- rity’.1 He notes that the entrepreneurial skills of such minorities are readily considered ‘polluting and corrosive’ by the host society. -

COUNTRY MAP Terrestrial extent: 91,000 km 2 Population (2006): 199,509 3 Other countries operating within this: EEZ: Venezuela, Trinidad & Tobago, Suriname Brazil, Barbados Total Landings Description Sited along the northern coast of South America, between Brazil and Suriname, French Guiana borders are demarcated by the Oyapock River in the south and east and the Maroni River in the West. An overseas department of France ( département d'outre-mer ). The Fisheries of French Guiana Overview Commercial shrimp fishing, along with forestry are the most important economic activities and export of shrimp accounts for 50% of export earnings (Weidner et al. 1999). Local fisheries are inshore artisanal canoe fisheries, line fisheries for snappers and commercial shrimp trawling. Foreign-flagged vessels were a significant component of the fishery until the 1990s, when French Guiana waters were closed to US and other international fleets. There are no longline fisheries in French Guiana. 1. What fisheries exist in this territory? The shrimp fishery is dominated by commercial operations fishing for penaeid shrimp, with P. subtilis and P.brasiliensis making up 99% of the catch. Xiphopenaeus kroyeri (seabob) shrimp fishey has not been assessed, and is considered insignificant because of the ban on trawling in the 20 m isobath (Charuau and Medley 2001). Marjo de Theije Migration and Religious Transnationalism: Recent Research and the Case of the Brazilians in Suriname The Brazilians have the same problems here as they have in Brazil (Female member of Deus é Amor church in Paramaribo, Surinam, March 2004) 1. Introduction In Latour, a working-class neighbourhood on the outskirts of Para- maribo, three Brazilian catholic priests run the parish. They are mem- bers of the Congregação Missionária Redentorista and arrived in Su- riname in 2001 to replace the Dutch Redemptorist friars that had served the Surinamese Catholics for many decades. In Combé, another part of the capital of Surinam, there is a Deus é Amor (God is Love) church, founded in 1998 and there are now already six other groups formed, four congregations in the town or nearby, and two in the woods, at the garimpos Benzdorp and Vila Brasil respectively, all founded by Brazilian missionaries. There is also an Assembléia de Deus (Assembly of God) church, linked to the Surinamese Gemeenten Gods (Surinamese Communities of God), but with a Brazilian pastor. And finally there is a Baptist mission with Brazilian missionaries in- volved in it, as I was told. Next to these religious people an unknown number of lay Brazil- ians is living in Paramaribo now, many of them in a part of the Tour- tonne neighbourhood that is nicknamed Klein (i.e. small) Belem, or (in Portuguese) Belenzinho.1 These Brazilians came to Suriname in a very recent flow of migration: In the past few years tens of thousands of Brazilians have come to Suriname, and to British and French 1 Belem is the capital of the Northern Brazilian state Pará, connected directly to Paramaribo through six flights weekly.
