Compliance Or Defiance? the Case of Dalits and Mahadalits
Kunnath, Compliance or defiance? COMPLIANCE OR DEFIANCE? THE CASE OF DALITS AND MAHADALITS GEORGE KUNNATH Introduction Dalits, who remain at the bottom of the Indian caste hierarchy, have resisted social and economic inequalities in various ways throughout their history.1 Their struggles have sometimes taken the form of the rejection of Hinduism in favour of other religions. Some Dalit groups have formed caste-based political parties and socio-religious movements to counter upper-caste domination. These caste-based organizations have been at the forefront of mobilizing Dalit communities in securing greater benefits from the Indian state’s affirmative action programmes. In recent times, Dalit organizations have also taken to international lobbying and networking to create wider platforms for the promotion of Dalit human rights and development. Along with protest against the caste system, Dalit history is also characterized by accommodation and compliance with Brahmanical values. The everyday Dalit world is replete with stories of Dalit communities consciously or unconsciously adopting upper-caste beliefs and practices. They seem to internalize the negative images and representations of themselves and their castes that are held and propagated by the dominant groups. Dalits are also internally divided by caste, with hierarchical rankings. They themselves thus often seem to reinforce and even reproduce the same system and norms that oppress them. This article engages with both compliance and defiance by Dalit communities. Both these concepts are central to any engagement with populations living in the context of oppression and inequality. Debates in gender studies, colonial histories and subaltern studies have engaged with the simultaneous existence of these contradictory processes. -

REPORT OF VISIT TO BIHAR TO REVIEW IMPLEMENTATION OF IMPORTANT SCHEMES AND PROGRAMMES Executive Summary Bihar accounts for 3% of the total area of the country and 8% of the population. The adverse land-man ratio is reflected in the high density of population, which is 880 per sq. km. The decadal growth of population for 1991-2001 is 28.43% which is the highest in the country. According to 2001 census, the literacy rate in the state is 47.53% and is the lowest in the country. The economy of the state is characterized by high incidence of poverty, low literacy rate, unemployment and low per capita income. The human development indicators are also very poor. Review of Performance of Flagship Schemes/Critical Sectors • The average persondays of employment under NREGA in 2008-09 was 26 only compared to the National Average of 48 days. This could be improved by generating awareness about the scheme so that demand for employment increases. • The state receives about 26% of the total national allocation (Rs. 2,240 crore out of Rs.8,495 crore in the current year) under the Indira Awaas Yojana. There is demand for this programme, and the state has to mount all efforts to ensure its proper implementation. • The Power Sector is an area of concern. The State has almost no generation capacity at present. The state government has been requesting that the coal linkages for the 12th Plan be decided at an early date so that generation in the private sector could be possible. The strengthening of the sub-transmission system is being taken up under the Special Plan. -

TEL: 0651-2241509 1 2 PREFACE Following the completion of the first phase of the social assessment study and its sharing with the BRLP and World Bank team, on February 1, 2007 consultation at the BRLP office, we picked up the feedback and observations to be used for the second phase of study covering three more districts of Purnia, Muzaffarpur and Madhubani. Happily, the findings of the first phase of the study covering Nalanada,Gaya and Khagaria were widely appreciated and we decided to use the same approach and tools for the second phase as was used for the first phase. As per the ToR a detailed Tribal Development Project (TDP) was mandated for the district with substantial tribal population. Purnia happens to be the only district, among the three short listed districts, with substantial tribal (Santhal) population. Accordingly, we undertook and completed a TDP and shared the same with BRLP and the World Bank expert Ms.Vara Lakshnmi. The TDP was minutely analyzed and discussed with Vara, Archana and the ADRI team. Subsequently, the electronic version of the TDP has been finalized and submitted to Ms.Vara Lakshmi for expediting the processing of the same. -

II (January. 2018), PP 62-67 www.iosrjournals.org Environmental Impact Assessment of Water Resources and Urbanization in Varanasi District, U.P., India Antara Gupta, Ajai Mishra and Daya Shankar Singh Department of Geology, University of Lucknow-226007 Corresponding Author: Antara Gupta Abstract: According to the 2011 census, Varanasi district has a population of 3,676,841 and the population density of 2,399 inhabitants per square kilometer (6,210/sq mi). The sex ratio of Varanasi was 909 females for every 1000 males, and literacy rate was 77.05%. The exponential growth of the population has been recorded 17.15% in the population of 2011 as compared to census 2001. There was 25.14% increase in population recorded in 2001 as compared to census 1991, where the large-scale emigration from rural areas to urban areas, degrading the water quality and depleting the Water Resources in the district. The surface drainage and underground aquifer system have been disturbed by the large-scale urban infrastructural development activities. Due to heavy population and over-exploitation of water resources, the data of 2015-16 is analyzed to know the change in water quality due to a rapid increase in population. PREFACE The Ministry of Environment, Forests & Climate Change (MoEF&CC), Government of India, made Environmental Clearance (EC) for mining of minerals mandatory through its Notification of 27th January, 1994 under the provisions of Environment Protection Act, 1986. Keeping in view the experience gained in environmental clearance process over a period of one decade, the MoEF&CC came out with Environmental Impact Notification, SO 1533 (E), dated 14th September 2006. Now again Ministry of Environment, Forests & Climate Change (MoEF&CC), Government of India amended the notification S.O. 141(E) Dated 15th January, 2016 vide S.O. 3611(E) Dated 25th July, 2018 It has been made mandatory to obtain environmental clearance for different kinds of development projects as listed in Appendix-X of the Notification. Further, in pursuance to the order of Hon’ble Supreme Court dated the 27th February, 2012 in I.A. No.12- 13 of 2011 in Special Leave Petition (C) No.19628-19629 of 2009, in the matter of Deepak Kumar etc. Vs. State of Haryana and Others etc., prior environmental clearance has now become mandatory for mining of minor minerals irrespective of the area of mining lease; And also in view of the Hon’ble National Green Tribunal, order dated the 13th January, 2015 in the matter regarding sand mining has directed for making a policy on environmental clearance for mining leases in cluster for minor Minerals, The Ministry of Environment, Forest and Climate Change in consultation with State governments has prepared Guidelines on Sustainable Sand Mining detailing the provisions on environmental clearance for cluster, creation of District Environment Impact Assessment Authority and proper monitoring of minor mineral mining using information technology and information technology enabled services to track the mined out material from source to destination. -

Chronic Poverty and Social Conflict in Bihar N.R. Mohanty 1. Introduction Chronic poverty trends cannot be examined without considering the impact of various social conflicts afflicting a region. It is true that all forms of poverty cannot be explained by conflicts as much as all conflicts cannot be attributed to poverty. But, in many economically backward states, poverty and conflict have largely a two-way relationship; poverty is both a cause and consequence of conflict. There is a broad consensus on the definition of chronic poverty as severe deprivation of basic human needs over an extended period of time. But there is no unanimity as to what constitutes the basic needs. Over a period of time, the ‘basic needs’ has expanded to encompass not only food, water, shelter and clothing, but access to other assets such as education, health, participation in political process, security and dignity. Those who are chronically poor are poor in several ways and often suffer multi-dimensional poverty - food scarcity; lack of resources to send their children to school or provide health care for the sick (Hulme, Moore and Shepherd 2005). Conflict is a struggle, between individuals or collectivities over values or claims to status, power and scarce resources in which the aims of the conflicting parties are to assert their values or claims over those of others (Goodhand and Hulme 1999: 14). 1 2. The Poverty-Conflict Interface On the face of it, poverty and conflict are different phenomena that plague society, but in reality, there is a close relationship between the two. Those who dismiss the link between poverty and conflict generally argue that poverty may lead to conflict when other factors are present; it is not a sufficient condition. -

One of the important functions of the NGRBA is to prepare and implement a Ganga River Basin Management Plan (GRBMP). A Consortium of 7 Indian Institute of Technology (IIT) has been given the responsibility of preparing Ganga River Basin Management Plan (GRBMP) by the Ministry of Environment and Forests (MoEF), GOI, New Delhi. Memorandum of Agreement (MoA) has been signed between 7 IITs (Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee) and MoEF for this purpose on July 6, 2010. This report is one of the many reports prepared by IITs to describe the strategy, information, methodology, analysis and suggestions and recommendations in developing Ganga River Basin Management Plan (GRBMP). The overall Framework for documentation of GRBMP and Indexing of Reports is presented on the inside cover page. There are two aspects to the development of GRBMP. Dedicated people spent hours discussing concerns, issues and potential solutions to problems.
