Lot Grading Presentation - Samantha Dyck, HISTORY As a result of the 2011 Wildfires, the Town of Slave Lake implemented its first Lot Grading Program in 2011. 2011-2013 Town’s Recovery Inspector was in charge of Lot Grading Inspections and Lot Grading Compliance. Lot Grading Compliance Letters were issued based on Positive Drainage only. Page 8 of 85 Lot Grading Presentation - Samantha Dyck, Acting Director of Planning an... Lot Grading Presentation - Samantha Dyck, 2015 Meeting with Local Developers and Surveyors Purpose of the meeting was to: 1. properly assess and discuss the public’s concerns about our Lot Grading Process; 2. improve our process, if it was required. The Meeting resulted in: 1. requesting more information be provided on the Lot Grading Certificates; 2. tweaking our Lot Grading process such that Compliances would be issued entirely based on the Page 9 of 85 comparison of the Lot Grading Certificate and the Town’s current Standards and Procedures (with tolerance levels built into our process). (No longer positive drainage); 3. sending a letter to all local developers and surveyors. The letter addressed the changes to our Lot Grading compliance process and requested more information be provided on the Lot Grading Certificates. No feedback was received. The easy answer to this question is that our lot grading inspections reveal areas that are not shown on the Lot Grading Certificate (as will be demonstrated in a few slides) We rely entirely on the information provided on the Lot Grading Certificate in order to issue Lot Grading Compliance as we are not experts in surveying. Lot Grading Presentation - Samantha Dyck, • During our Site Inspections we simply look and assess areas that are not indicated on the Lot Grading Certificate. • A grid map providing shots at one foot intervals right up to the foundation and underneath decks, verandas, steps, etc. would be required to provide the exact site condition… which is unheard of in Municipalities we have researched. •Page 13 of 85 The reality is that requesting this level of detail would be onerous, very time consuming and expensive. A Duty Of Care: Is a Legal Obligation which is imposed on an individual requiring adherence to a standard of reasonable care while performing any acts that could foreseeably harm others. The committee was established to correct potential government overreach authorized by the UCP’s controversial Bill 10. ​ Premier watch Premier Jason Kenney spoke at the Police and Peace Officers’ Memorial Day ceremony at ​ ​ Calgary City Hall on Sunday. UCP warns municipalities of tough times ahead UCP heavyweights discussed the province’s plan to get Alberta’s municipalities out of the economic quagmire at the Alberta Urban Municipalities Association’s conference Friday — but didn’t offer a major bailout or funding reform. Premier Jason Kenney told conference attendees “there’s no point in trying to deny the reality” ​ ​ of Alberta’s grim fiscal picture, noting the province’s GDP is expected to shrink by 20 per cent this year. Newly minted Municipal Affairs Minister Tracy Allard echoed Kenney’s message during the ​ ​ conference’s virtual bear pit session, which gives local lawmakers the chance to grill members of cabinet. “I hate to say this, but it has to be said — there is a fiscal reckoning coming,” Allard said. Allard suggested big funding increases won’t be coming and that new cash flows can no longer be relied upon to pave over municipalities’ fiscal “sins.” “They cannot be covered up any longer by the revenue that’s no longer here,” she said.

In the legislature Justice Minister Kaycee Madu met with the Métis Settlements General Council in the legislature ​ ​ ​ ​ on Tuesday to discuss policing as part of the government’s ongoing review. Next spring’s budget will include cuts, finance minister teases Finance Minister Travis Toews warned “tough decisions” are ahead as he invited public ​ ​ feedback ahead of budget 2021. To reduce spending, the finance minister said he is looking at creating “efficiencies” in the public sector. “It’s clear the status quo is not sustainable, but this is also a great opportunity to reset our course, not only for the next fiscal plan, but for future generations of Albertans,” Toews told reporters. “There will be tough decisions in the short term so we can sustain services into the future.” While the UCP ran on a promise of balanced budgets, the pandemic — and ensuing oil price collapse and economic challenges — has thrown those plans for a loop. “The four-year fiscal plan we introduced with Budget 2019 was working,” Toews said. “Since that time, Alberta has been hit by a very serious triple black swan event.” The deficit is on track to hit a record high of $24.2 billion in 2020-21, with debt forecast to hit $99.6 billion by March 31, 2021.
