Situation Overview Following the Dec 15 2013 political and security incidents in Juba, fighting ensued, in Juba and eventually other parts of the country between Government and AGFs in which, according to the UN thousands of people were killed and thousands more displaced, the majority of them into UN bases. In Jongolei where many civilians were also killed amidst the fighting, about 100,000 also sought refuge in Awerial County in the where humanitarian agencies are responding to their needs. Although difficult in the beginning, more than 40 humanitarian partners including 5 UN agencies are now responding to the needs of the IDPs in the areas of WASH, Health & Nutrition, NFIs & ES, FSL, Education and Protection. The operation is going on generally smoothly with no major gaps or challenges, and relocation to the new site given by the authorities has now begun. Active hostilities between the government and opposition forces ensued in the months following and in may such locations there have been displacements and human causalities, as well as the destruction, burning and looting of property. An inter-agency team composed of OCHA, WFP, UNICEF, Plan International, NP and Sign of Hope visited the area on the 3rd July to conduct an assessment so that the IDPs can be assisted. Humanitarian Access

They cited hunger as being the main reason that forced them to come to Nyang, and that there was a general fear of attack by government forces that people are always running to bush for shelter.

The IRNA team concluded that 60 HHs in Adior and 40 HHs in Nyang be considered for assistance in-the-interim, while waiting for verification and registration to be done. There was a total of 100 Nuer IDP HHs for both locations. In Nyang the team recorded a household of a woman who had come from Upper Nile and whose condition was bad as she had not received any assistance. This was added to make 101 HHs to be assisted. The IRNA team also strongly recommends that WFP considers erecting a Rub Hall in Nyang which would cater for the greater Yirol in light of increasing rains and the fact that the roads from Yirol to Kalthok and Yirol to Rumbek will be virtually cut during the rainy season.

complained of a general lack of NFIs/ES including sleeping materials, kitchen utensils, water containers and temporary shelter materials. Recommendation: The NFIs/ES cluster to distribute the full NFIs/ES kit which includes sleeping materials, kitchen utensils and temporary materials to the 101 HHs recommended who will receive the assistance.

WASH PARTNERS & DWSH.  Provision of Jerry cans, Soap, Basins and Buckets Action point: WASH Cluster & DWSH to develop an implementation strategy and lobby for funds to address existing gaps since there are few WASH partners in the state.   Protection NP, UNCEF, OCHA, PLAN, WFP, RRC & SIGN OF HOPE carried out an assessment visit to IDP’s in Yirol East in order to assess the situation and needs of a reported 300 Households of IDP’s who came from Panijar County, and Bor .The reality is that there are IDP’s in Ador and Nyang, but the number of households the team found were one hundred households (sixty in Ador and forty in Nyang). The IDPs came to Ador and Nyang as a result of the fighting in Panijar and insecurity is still felt in the two communities (Ador&Nyiang) bordering Panijar. Panijar county is said to be mostly opposition controlled and many civilians are suffering there of severe food insecurity. According to the Payam administrator IDPs came from different locations in Panyijar County. There are also few women who came from Mayendait county in Bentiu State. There is a historical relationship of inter-marriage between Adior and Panijar County. After leaving Panyijar, the women first came to Shambe across the Nile. The women left Shambe as a result of flooding and lack of food there. They came to Adior in May and June respectively and the local authorities received them well. The relationship between the IDPs and the host community is peaceful for the moment. Unease was observed amongst the IDPs during our discussion because of the presence of few host community members. Most of the households are women headed and the women came with little children under five years of age. The husbands of the women are back in Panijar with their other children as the women can’t walk with many children for five days to Adior and three days to Nyang .The women expressed fear of sleeping outside the houses of the host community and they will need the support of the humanitarian family to let them be in safe shelters and be provided with cooking utensils, mosquito nets. The IDPs are basically sharing resources like water and community services with the host community despite being denied to access these services sometimes.

Education The team observed about 40HHs from Nyang and 60HHs in Adior; earlier reports showing many IDPs are overly exaggerated ● Many of the assessed are female headed households though other dependents weren't present at the time of the assessment. ● Some of the IDPs from Adior said they came from Pacinjok payam of Panyijar County while IDPs in Nyang reported that some of them were displaced from Bentiu into Panyijar and then trickled into Nyang Though there were children among the IDPs, they haven't been going to school.
