In addition to transportation, there are many greenspace challenges and opportunities in Piedmont Heights. Clear Creek and Peachtree Creek frame the neighborhood. Piedmont Park is expanding to the southern edge of the neighborhood, and the BeltLine trails system will run along the western edge. Although current plans are underway to provide resident access and protection of existing greenspace, there are significant opportunities to improve the connectivity of the existing and future greenspace network. The Piedmont Heights neighborhood is defined by three geographic areas deemed susceptible to change: Ansley Mall, Monroe Crescent, and Armour-Ottley. A number of public policy issues are paramount to the future of Piedmont Heights, including concerns around land use and zoning, transportation, the natural environment, economic development, and affordable housing.     General Planning Consultant Services Environmental Effects Report – BeltLine Corridor Northeast Zone 4.0 ENVIRONMENTAL CONSEQUENCES 4.1 Wetlands/Waters of the U.S. and State Jurisdictional waters of the U.S. are defined by 33 CFR Part 328.3 (b) and are protected by Section 404 of the Clean Water Act (33 USC 1344), which is administered and enforced by the U.S. Army Corps of Engineers (USACE). This EER assessment used USGS topography maps, NWI maps, and county soil survey maps to identify jurisdictional waters of the U.S. that the proposed action would affect. Subsequent field investigations allowed for refinements to the assessments of jurisdictional waters. Wetland locations were determined using the 1987 USACE Wetlands Delineation Manual. The USACE manual’s multi-parameter approach requires positive evidence of three criteria: hydrophytic vegetation; hydric soils; and wetland hydrology. Jurisdictional wetlands exhibit evidence of all three of the above wetland parameters. Jurisdictional intermittent or perennial streams exhibit a definite channel and wrested vegetation, and show evidence of water flow at times other than major storm events. Ephemeral streams exhibit wrested vegetation and evidence of flow only during and immediately after storm events. In addition, ephemeral streams do not have hydric soils or base flow as in intermittent and perennial streams. Ephemeral streams are non- jurisdictional if they do not provide a significant nexus between two separate Waters of the U.S. Within the study area are eight perennial streams, three intermittent streams, two wetlands and one ephemeral stream. Built Environment Impact The City of Atlanta Department of Watershed Management initially proposed a grey infrastructure solution to the runoff and flooding problems that would cost $40 million, but this park—as recommended by a coalition of community members—was budgeted at $23 million and came in under budget at approximately $18 million. The community-envisioned park, with its innovative green infrastructure centered design, saved the City over $20 million and added nature and a neighborhood amenity to the community by forgoing a traditional “hardscaping” or “grey infrastructure” solution of a new pipe system. Green infrastructure uses natural landscaping elements to allow nature to do much of the work to reduce flooding, filter out pollutants and reduce capacity needs of municipal stormwater infrastructure. When stormwater flows are treated, absorbed and/or completely managed by green infrastructure, this may be referred to as a form of passive stormwater management, and the safe, low-impact return of water to urban ecosystems is an example of regenerative design in action.
