governance, POSITION PAPER MALAYSIA’S AIRPORTS INDUSTRY STRUCTURE DECEMBER 2019 This Position Paper outlines the Malaysian Aviation Commission’s position on an optimal structure for Malaysia’s commercial airports sector. EXECUTIVE SUMMARY The performance of the airports industry in Malaysia is influenced by the behaviour and decisions of the Government of Malaysia (GoM). This is due to the latter’s overlapping roles in the industry as policymaker, shareholder, and provider of capex funding. The structure and implementation of the Operating Agreement (OA) between the GoM and Malaysia Airports Holdings Berhad (MAHB), operator of more than 90% of airports in Malaysia, is emblematic of these overlapping roles. The OA underscores the fact that the airports are GoM’s assets. Meanwhile, Khazanah Nasional Berhad (KNB), a sovereign wealth fund, is a major shareholder in MAHB, which is also a publicly listed company. The GoM also determines the overall policy direction for the development of the airports industry. Therefore, there needs to be a more transparent and structured capex funding model for airports in Malaysia, as well as, to mitigate conflicts of interest which may arise from the GoM’s overlapping roles in relation to the Malaysian airports industry. The industry also faces issues arising from MAHB’s limited commercial behaviour which affects service quality to airlines and passengers. The recent failure of the Total Airports Management System is one of many examples of these. These issues and the lack of clarity in the airport funding model have adversely affected the competitiveness and attractiveness of the airports industry in particular, and the aviation sector in general. -

21 FEBRUARY 2020 FOR IMMEDIATE RELEASE BERJAYA HOTELS & RESORTS LAUNCHES NEW DIRECT FLIGHT FROM SUBANG AIRPORT TO THE TAARAS BEACH & SPA RESORT AT REDANG ISLAND KUALA LUMPUR, 21 FEBRUARY 2020 – Berjaya Hotels & Resorts (“BHR”) is pleased to announce the launch of its inaugural flight from Subang Airport, Kuala Lumpur (also known as Sultan Abdul Aziz Shah Airport or Subang Skypark Terminal) to Redang Island at 10.10am on 20.02.2020. With the new ATR 42-500 aircraft operated and managed by Berjaya Air, travellers can now embark on a seamless journey to experience the crystal-clear water and white powdery sand of Redang Island, where the group owns two resorts, namely The Taaras Beach & Spa Resort and Redang Island Resort. As a supporter of sea turtle conservation on the island, this aircraft was designed with a special livery featuring a sea turtle with beautiful underwater scenery. It is branded as ‘Jojo’, a name that is inspired by the resident turtle of The Taaras, which resides at the resort’s beach all the time. Guests may have the opportunities to spot Jojo and swim with it when they go snorkelling or diving in the surrounding waters of the resort. “Our new direct flight will further enhance regional air connectivity and reduce travelling time to Redang Island. Usually our guests have to take a flight to the Sultan Mahmud Airport in Kuala Terengganu, and from there, it will require another 30 minutes of land transfer to the Merang Waterfront Jetty, and another 1 hour of boat transfer into the island. With this new flight, total travelling time will be greatly reduced from average 4 hours to approximately an hour,” said Mr Foo Toon Kee, the Chief Operating Officer of BHR. -

WAYPOINT WAYPOINT MALAYSIAN AVIATION INDUSTRY OUTLOOK DECEMBER 2019 KEY HIGHLIGHTS Robust passenger traffic growth in 2020 For the first six months of 2019, passenger traffic grew by 5.2% YoY (1H18: 3.3% YoY) to 53.1mn, where domestic traffic registered a strong growth of 9.1% YoY on the back of domestic seat capacity growth of 7.8% YoY. This was slightly higher than MAVCOM’s initial expectation of domestic seat capacity growth of 7.3% YoY for 2019. Additionally, passenger traffic at non-KUL airports grew by 9.8% YoY ahead of KUL’s growth of 2.0% YoY. MAVCOM revised its 2019 passenger traffic growth forecast to 6.4% – 7.0% YoY (previous: 2.9% – 4.1% YoY) which translates into 109.1mn – 109.7mn passengers (2018: 102.5mn). For 2020, passenger traffic is anticipated to grow between 5.0% YoY and 6.0% YoY as demand is expected to be supported by domestic seat capacity growth of 3.2% YoY. Higher tourist arrivals by air in 2019 In 1H19, tourist arrivals by air into Malaysia increased by 0.4mn to 4.8mn, which corresponded to an 8.8% YoY growth. The share of total tourist arrivals by air increased to 36.0% (1H18: 34.7%). Similarly, total tourist arrivals increased by 4.9% YoY to 13.4mn (1H18: -1.7% YoY) for the same period. This was attributable to higher tourist arrivals from Indonesia, China, and Thailand, which offset a decline in tourist arrivals from Singapore and Brunei. Collectively, these five countries made up 78.0% of the total tourist arrivals of 13.4mn in 1H19. -
