Finally, I thank all of the women and men who participated in this study, who took the time out of their busy schedules to speak with me for hours, teaching me about their lives and their worlds. vii Central American Immigrant Women and the Enactment of State Policy: Everyday Restriction on Mexico’s Southern Border Lindsey Jennifer Carte, PhD The University of Texas at Austin, 2013 Supervisor: Rebecca Maria Torres Central American immigrant women living in the Mexico-Guatemala border city of Tapachula routinely face multiple barriers to availing themselves and their children of rights entitled to them by law. In many cases, these denials unfold at the scale of the everyday, through interactions with low-to mid-level officials. As embodiments of the state, low-to mid-level officials such as bureaucrats, educators, social workers and healthcare officials possess the power to regulate immigrant citizenship and belonging through their everyday actions. However, we know very little about how officials working on the ground interpret and implement their power on an everyday basis; how this impacts immigrant experience and exercise of social and political citizenship rights; and how immigrants in turn respond to and negotiate results of interactions in their lives. Women and their Mexican-born children are disproportionately affected by this phenomenon, inducing consequences, such as exclusion from political and social citizenship, barring of children from the education system, and increased vulnerability to viii exploitation and domestic violence. Building upon literature on the changing geographies of the state, citizenship and migration in Geography, this dissertation seeks to broaden and deepen our understanding of how interactions between immigrant women and the micro-level state play out at the scale of the everyday and how these processes are significant in the lives of immigrants as well as low-to mid-level officials. Another goal of this work is to go beyond one-sided views of officials, to understand the overarching institutional contexts for their actions. To meet these objectives, I analyze data obtained during over a year of fieldwork conducted in Tapachula. My research consisted of in-depth interviews with low-to mid- level officials and Central American immigrant women, participatory workshops, and participant observation working in a local government agency. My findings suggest that low-to-mid level officials’ actions constitute a form of everyday restriction, which, implemented through minute, mundane actions has major impacts on immigrant women’s sense of citizenship in Tapachula.     Pragmatics 23:1.117-145 (2013) International Pragmatics Association DOI: 10.1075/prag.23.1.06pla IN BETWEEN SPECTACLE AND POLITICAL CORRECTNESS: VAMOS CON TODO – AN AMBIVALENT NEWS/TALK SHOW1 María Elena Placencia and Catalina Fuentes Rodríguez Abstract Vamos con todo is a mixed-genre entertainment programme transmitted in Ecuador on a national television channel. The segment of the programme that we examine in this paper focuses on gossip and events surrounding local/national celebrities. Talk as entertainment is central to this segment which is structured around a series of ‘news’ stories announced by the presenters and mostly conveyed through (pre-recorded) interviews. Extracts of these interviews are ingeniously presented to create a sense of confrontation between the celebrities concerned. Each news story is then followed-up by informal ‘discussions’ among the show’s 5-6 presenters who take on the role of panellists. While Vamos con todo incorporates various genres, the running thread throughout the programme is the creation of scandal and the instigation of confrontation. What is of particular interest, however, is that no sooner the scandalous stories are presented, the programme presenters attempt to defuse the scandal and controversy that they contributed to creating. The programme thus results in what viewers familiar with the genre of confrontational talk shows in Spain, for example, may regard as an emasculated equivalent. In this paper we explore linguistic and other mechanisms through which confrontation and scandal are first created and then defused in Vamos con todo. We consider the situational, cultural and socio-political context of the programme as possibly playing a part in this disjointedness.

    MEDIATING POST-CONFLICT DIALOGUE: THE MEDIA’S ROLE IN TRANSITIONAL JUSTICE PROCESSES LISA J. LAPLANTE* KELLY PHENICIE** I. INTRODUCTION ―Peru is like a double A battery: it lives permanently polarized,‖ a local journalist recently wrote in a Lima-based magazine.1 He wrote his observation nearly a decade after the conclusion of Peru‘s twenty-year internal armed conflict that began in 1980 in which state agents contributed to systematic and generalized human rights violations while fighting to defeat national subversive groups. During this conflict, print and broadcast media parted from objectivity as it became obligated to take a stand on government actions, choosing to either defend them or, alternatively, resist and face backlash. Docente universitario Correo-e: <[email protected]> Infidelidades, odio, violencia, alcoholismo, mentiras y traiciones, entre otras debilidades humanas, han pasado a formar parte de las programaciones de televisión en América Latina en la década del 90 a través de programas talk show. Las intimidades y confesiones de personas, generalmente provenientes de sectores socioeconómicos bajos, exhibidas públicamente a través de la televisión, captan la atención de millones de televidentes en diversos países de la región y en la población latina de los Estados Unidos. ¿Por qué la exhibición pública de la vida íntima, enredada y turbulenta, de algunas personas, puede generar la atención de millones de televidentes? ¿Qué hay detrás de la producción y emisión de los talk shows? ¿Qué origina que algunos de estos programas cometan excesos y degraden la dignidad de las personas? ¿Por qué este género de producción puede resultar atractivo e interesante para muchos y repulsivo para otros? Muchas interrogantes han surgido en los últimos años respecto a estos programas, en el mundo académico, entre los críticos de televisión, en instituciones y autoridades gubernamentales, así como en el propio público televidente. Incluso, en más de un país de América Latina, se han entablado demandas para suspender las emisiones de algunos talk shows.
