CIAS has been established in 2018 in affiliation with Corvinus University of Budapest. CIAS provides research fellowships for scholars with outstanding cre- dentials in the following grant categories: • invited distinguished research fellow, • senior research fellow, • junior research fellow. The fundamental goal is to create an inspiring and creative intellectual community. Scholarships are granted in a process based on thematic calls for application. This contributes to CIAS’ own intellectual profile in harmony with the goals of Budapest, Hungary and Central Europe. The operation of CIAS is based on „centers” and projects. The first such center in operation is the Social Futuring Center of Corvinus University (www.socialfuturing.com) which was founded in February 2017 to implement the research project „ConNext 2050” working on developing a global Social Futuring Index – SFI. Other centers will be established around research themes of the seven doctoral schools of the University (International Rela- tions Multidisciplinary Doctoral School, Doctoral School of Political Science, Doctoral School of Sociology, Doctoral School of Social Communication, Doctoral School of Business Informatics, Doctoral School of General and Quantitative Economics, Doctoral School of Business and Management) which are the key areas of the research activities of Corvinus University. The fellows will be hosted by the Corvinus Institute for Advanced Studies and an adequate department or research team of the University. • The working language is English. The application process is managed by Corvinus Institute for Advanced Studies. Grants are made to citizens of any countries for a variety of re- search and educational activities (primary advanced research and uni- versity teaching). The CIAS awards provide international travel for the grantee to and from the host institution (CIAS) in Budapest and limited ac- cident and sickness insurance. CIAS fellows receive stipend provided by CIAS. Most grants are awarded for a period of one or two semesters (5 or 10 months) and in special circumstances, may be extended for limited periods. CIAS is directly under the academic supervision of the Rector of Corvinus University of Budapest. He is the founder and chairman of Geopolitical Futures, an online publication that analyzes and forecasts the course of global events. He received a Ph.D in government at Cornell University. Xerxes, son of Darius the Great of Persia, King of Kings, King of the World, had some unfinished business left to him by his all‑powerful father.     Foreword Foreword by George Friedman Several processes are at work in the Gulf Cooperation Council (GCC) region, one layered over the other. At the top is a massive shift in how the global economy works following the 2008 financial crisis. This pe- riod began a crisis for exporting countries. Put simply, 2008 diminished the capacity of the United States and Europe to import manufactured products, which struck China particularly hard inasmuch as it was heavily dependent on manufactured exports. There was a significant lag in perception catching up to re- ality. Expectations that the Chinese appetite for industrial minerals, including oil, would remain steady kept prices up. When it became clear that these expectations were unrealistic, the price of oil plunged. Europe, in particular, has not returned to pre-2008 consumption patterns and neither has the United States. Therefore, with increased production and decreased demand, the economics of oil have created a new economic reality for the GCC. The second layer is a fundamental shift in how the United States approaches the region. The lesson of Iraq, and also Afghanistan, has been that the United States has the ability to destroy armies, but not to occupy hostile nations unless it is prepared to absorb ongoing casualties. Since the costs outweigh the benefits to the United States, the US has adopted a new strategy in which it is prepared to support efforts by powers native to the region with material, intelligence, and air power, but is not prepared to absorb the cost of direct intervention on the ground. In effect, the United States has adopted a strategy of maintaining a re- gional balance of power, rather than of using its own force to manage the situation.
