(1) Congratulates Evans Head and Yamba Surf Life Saving Clubs on their success in receiving $100,000 and $30,000 grants respectively to refurbish their clubs' amenities. (2) Recognises the incredible role surf clubs play in communities by teaching young people a whole range of life skills as well as teaching them to save lives. (3) Recognises the upgraded amenities will improve conditions for current surf club members as well as encourage more young people to participate in these two life saving clubs. (4) Thanks the Government for its contribution of $130,000 towards supporting Surf Life Saving Clubs in the Clarence Electorate."

1407 24-HOUR ECONOMY STRATEGY MR JAMES GRIFFIN to move— That this House: (1) Acknowledges the announcement of the Government's 24-Hour Economy Strategy.

1409 DUBBO DAFFODIL DAY MR to move— That this House: (1) Recognises the importance of fundraising activities, especially during the COVID-19 Pandemic when so many charities are battling due to the financial circumstances the community is facing.

(2) Commends the wonderful work done by Jason Dearmer of Dubbo who ensured a Daffodil Day event, supporting the NSW Cancer Council, was able to proceed in the city by standing in the main street and selling 360 bunches of daffodils in a COVID-safe manner.

(3) Highlights the community spirit shown in order to make the event happen, most notably from Church St Cafe, Hot Poppyz Florist and Food At Yours who provided food, flowers and daffodil themed sugar cookies for the event.

1413 BUSHFIRE RATE RELIEF EXTENSION MR to move— That this House: (1) Commends the Government on extending the bushfire rate relief for a further six months to those who lost their property, home or business in the bushfires.

(2) Notes the Government has provided $2.4 million in local government council rate relief to ease the financial burden on bushfire victims.

(3) Notes this support has guaranteed Mid-Coast Council the ability to provide more than $167,000 in rate relief.

(4) Thanks the Government on its $2.3 billion funding for bushfire recovery, including accommodation, clean-up and industry support.

1414 ELECTRIC BUS TRIALS MR JAMIE PARKER to move— That this House: (1) Notes a trial of four electric buses in the Inner West Region has taken place at the Leichhardt Bus Depot.

(2) Notes in the first year of the trial, the electric buses saved 292,000 kg of Co2 compared to the amount that would have been emitted by diesel buses and cost around a third of the cost to refill than conventional buses of a similar age.

(3) Supports the rollout of electric buses across the Sydney bus network along with recharging stations powered by renewable energy.

1416 M5 EAST MOTOWAY TOLL MR to move— That this House: (1) Notes the unfair toll on the M5 East Motorway has been active since July 2020, forcing motorists to pay $6.95 each way despite no upgrades to the road.

(2) Notes a Public Interest Debate on the M5 East Motorway toll took place on 5 August 2020 and the Government failed to support a motion to scrap this appalling and unfair toll.

(3) Condemns the Members for Oatley, Holsworthy, East Hills and Camden for failing to do the right thing by their communities when they chose not to support the Opposition's motion to scrap the M5 East Motorway toll.

1417 MULTICULTURAL COMMUNITY GROUPS CONTRIBUTION MR MARK TAYLOR to move— That this House: (1) Recognises and commends the support grassroots multicultural community groups have given migrants and vulnerable people during the COVID-19 Pandemic.

(2) Recognises the contribution of the Government, under the Acting Minister for Sport, Multiculturalism, Seniors and Veterans has made by supporting 120 grassroots multicultural organisations with small financial grants during the COVID-19 Pandemic.

1418 PROSTATE CANCER AWARENESS MONTH MR to move— That this House: (1) Notes September 2020 is Prostate Cancer Awareness Month.

(2) Notes prostate cancer is the most commonly diagnosed cancer in Australian men and the second most common cause of cancer-related deaths in Australian males.

1419 LAURIE DALEY OVAL UPGRADES MS STEPH COOKE to move— That this House: (1) Recognises the opening of the Laurie Daley Oval upgrades, an impressive, modern facility in Junee.

(2) Notes the commitment from the Government in investing a total of $884,588 in this project from Round One of the Stronger Country Communities Fund in which $432,900 went to upgrade the playing surface and $451,688 to improve the change room and toilet facilities.

(3) Acknowledges these funding programs are an investment in the future of regional communities.

1420 KOALA HABITAT LAND CLEARING MS to move— That this House: (1) Notes land clearing in New South Wales has increased 1,300 percent according to the Government's Natural Resources Commission.

(2) Notes the Government sacked hundreds of fire trained staff from the National Parks and Wildlife Service prior to the devastating Black Summer Bushfires.

(3) Acknowledges the findings and recommendations of the 2020 Parliamentary Inquiry into Koala Populations and Habitat, which found koalas will become extinct in New South Wales before 2050 unless urgent action is taken to protect their habitat.

(4) Condenms the Premier and the Government for continuing to approve the clearing of critical koala habitats as has happended recently in Brandy Hill, Port Stephens.

(5) Condemns the Premier for overseeing third-world rates of land clearing, sacking firefighters in national parks, failing to protect precious habitats from bushfires and pushing koalas to the brink of extinction.

1421 FIXING LOCAL ROADS PROGRAM MR to move— That this House: (1) Congratulates the Government for investing $500 million in funding to regional and rural local government councils to repair, maintain and seal local roads under its Fixing Local Roads Program.

(2) Notes the Commonwealth Government's contribution of $191 million into the program, which will see $382 million of joint funding allocated to shovel ready projects able to start in the next 12 months, driving an estimated 3,500 jobs across regional New South Wales. 2746 BUSINESS PAPER Wednesday 18 November 2020

1422 QUEENSLAND-NEW SOUTH WALES BORDER CLOSURE - SMALL BUSINESS SUPPORT MS to move— That this House: (1) Notes the Government moved quickly to provide a $45 million rescue package for New South Wales small businesses adversely impacted by its decision to close the NSW-Victorian border to prevent the spread of COVID-19. (2) Notes there is an urgent need for the Government to extend a similarly generous grant program to all local small businesses in Northern New South Wales which, having endured drought and bushfires, are now really struggling to cope with the Queensland-New South Wales border closure.

1423 LEGACY WEEK MS to move— That this House: (1) Notes from 30 August to 5 September 2020, Legacy Australia hosted National Legacy Week to increase awareness for the families who have lost a loved one after or during their Defence Force service.

(2) Acknowledges the great work Legacy Australia does to support those families advocating for their rights, supporting and assisting them through their bereavement and loss.

(3) Thanks the over 4,000 volunteers who assist Legacy Australia including local Legatees, Richard Grimsdale and Chris Dawson, both of whom have worked for many years in the Vaucluse community raising awareness and funds for veterans' families.

1424 WARNERVALE TOWN CENTRE MR DAVID HARRIS to move— That this House: (1) Notes a Warnervale Town Centre has been promised to the Warnervale community for decades.

(3) Notes the community has nominated an aquatic centre/community centre as their highest priority.

1426 RUTHERFORD PUBLIC SCHOOL LIBRARY MS to move— That this House: (1) Notes Rutherford Public School's new library was publicly promised in Term 3 of 2019.

(2) Acknowledges the school infrastructure website advises that the new library will be delivered in 2020 following the main upgrade works that were completed in December 2019.

(3) Condemns the Government for delaying this project and failing to deliver it in 2019 as promised.

1427 JOSHUA RICKARD - ROTARY DISTRICTS OF NSW EMERGENCY SERVICES COMMUNITY AWARDS FINALIST MR to move— That this House: (1) Congratulates Border Rescue volunteer Joshua Rickard who has been named as a finalist in the Rotary Districts of NSW Emergency Services Community Awards.

(2) Recognises the nomination has special significance as it is made by the community.

(3) Notes this is the only ceremony for which all emergency services personnel, both paid and volunteer, are recognised in a combined awards program for New South Wales.

(4) Acknowledges Josh Rickard, as a rescue operator, has contributed much towards emergency services in the region and the Member for Albury congratulated him for being named as a finalist in these prestigious awards.

1428 NATIONAL WALK TO SCHOOL SAFELY DAY MS to move— That this House: (1) Notes Friday 11 September 2020 was National Walk Safely to School Day.

1429 MINISTERS' AWARDS FOR WOMEN IN LOCAL GOVERNMENT MR to move— That this House: (1) Congratulates Sandra Kubecka from Camden Council on winning the Alternative Pathways - Metro Category Award in the 2020 Ministers' Awards for Women in Local Government.

(2) Notes these awards recognise the invaluable contributions women make to the local government sector.

(3) Notes the Government is committed to increasing female participation in local government councils across New South Wales.

(4) Thanks the Minister for Local Government and the Minister for Mental Health, Regional Youth and Women on making sure the awards went ahead in 2020 via video link.

1430 BORG MANUFACTURING EXPANSION MS to move— That this House: (1) Notes Borg Manufacturing is a Central Coast business and employment powerhouse who have been let down by the Government's failure to deliver on its election promise. (2) Notes the Government has spent $2 million to fast track the sale and development of Kariong Parklands for fast food operations, yet failed to invest the promised $16 million in important infrastructure that would support Borg's local manufacturing and training expansion. (3) Calls on the Government to stop pork-barrelling projects in the Terrigal Electorate and focus on delivering long term job investment across the whole Central Coast.

1827 LOCAL GOVERNMENT COUNCIL RATE INCREASES MS JO HAYLEN to move— That this House: (1) Notes the Government is forcing amalgamated local government councils across New South Wales to harmonise rates before 2021, leading to massive potential rate increases for residents in suburbs including Ashbury, Marrickville and Hurlestone Park.

(2) Notes the Minister for Local Government indicated she will introduce legislation allowing local government councils to stagger rate increases.

(3) Calls on the Minister for Local Government to urgently introduce this legislation to allow local government councils to spread the rate increase across several years rather than one unfair rate increase on residents.

1828 COVIDSAFE LOCAL GOVERNMENT ELECTIONS MR PETER SIDGREAVES to move— That this House: (1) Commends the Government for providing $56.8 million to cover the increased cost of holding COVIDsafe elections for New South Wales local government councils in 2021.

(2) Notes holding COVIDsafe elections adds significant complexity and cost, and that this funding package will ensure that local government councils will not have to cover that cost increase.

1829 SKILLING FOR RECOVERY INITIATIVE MR MARK COURE to move— That this House: (1) Notes hundreds of fee free training courses are now available for school leavers, young people and job seekers, as part of the Government's Skilling for Recovery Initiative.

(2) Notes enrolments are now open for in-demand skills leading to career pathways in areas such as aged care, nursing, trades, information technology, community services, logistics and accounting.

(3) Encourages everyone impacted by the COVID-19 Pandemic to see what training options are available to them.

(4) Commends the Government for its commitment to equipping the people of New South Wales with the skills they need to thrive in a post-pandemic economy.

1830 TUGGERAH LAKES FLOOD PLAN MR DAVID MEHAN to move— That this House: (1) Notes the latest State of the Climate 2020 Report by the Bureau of Meteorology and Commonwealth Scientific and Industrial Research Organisation predicts an increase in flood events across New South Wales.

(2) Notes the Tuggerah Lakes Flood Plan has still not been updated.

(3) Notes incorrect warnings issued by the NSW State Emergecny Services left many residents around Tuggerah Lake unprepared when flooding occurred in February 2020.

(4) Condemns the mismanagement of the emergency services portfolio under the Minister for Police and Emergency Services and calls on the Premier to replace him.

1831 ELECTRICITY INFRASTRUCTURE ROADMAP MS FELICITY WILSON to move— That this House: (1) Notes the Government's Electricity Infrastructure Roadmap will provide a $32 billion investment and create more than 9,000 jobs by 2030.

(2) Acknowledges this plan will deliver Renewable Energy Zones, energy storage such as pumped hydro, and on-demand supply such as gas and batteries needed to reduce emissions and provide cheap and reliable electricity.

(3) Thanks the Government and Minister for Energy and Environment for their continued investment in renewable energy.

1832 EMERGENCY SERVICES LEVY MR RAY WILLIAMS to move— 2781 BUSINESS PAPER Wednesday 18 November 2020

That this House: (1) Thanks the Government for providing $32.8 million to help the 128 New South Wales local government councils meet cost increases in the Emergency Services Levy (ESL) in the 2020-21 Budget.

(2) Notes these cost increases will help pay for new compensation arrangements for firefighters with cancer.

(3) Notes the Government also provided $13.6 million to fund the ESL increase for local government councils in the 2019-20 financial year.

(4) Congratulates the Government for supporting local government councils and firefighters.
