521 Votes and Proceedings 521 LEGISLATIVE ASSEMBLY 2019-20 FIRST SESSION OF THE FIFTY-SEVENTH PARLIAMENT VOTES AND PROCEEDINGS No. 41 WEDNESDAY 5 FEBRUARY 2020 1 MEETING OF THE HOUSE The House met at 9.30 am pursuant to adjournment. The Speaker took the Chair, read the prayer and acknowledged the traditional owners, thanking them for their custodianship of country. 2 NOTICES OF MOTIONS (GENERAL NOTICES) 3 CONDOLENCE MOTION—2019 - 2020 BUSHFIRE SEASON The order of the day was read for the resumption of the adjourned debate, on the motion of Ms Gladys Berejiklian, That this House: (1) Expresses its deepest condolences to the families, communities and loved ones of the 25 men and women who have tragically lost their lives during the catastrophic and unprecedented 2019-2020 bushfire season. (2) Honours the extraordinary sacrifice of Geoffrey Keaton, Andrew O'Dwyer and Samuel McPaul, Rural Fire Service volunteers who tragically lost their lives while protecting the lives and property of others. (3) Places on the record its gratitude for the courage of Captain Ian McBeth, First Officer Paul Hudson and Flight Engineer Rick DeMorgan Jr. of Coulson Aviation and the United States of America, who died in service to New South Wales. (4) Offers its sympathy to those who have been affected by the fires whether through injury or the loss of or damage to their homes or livelihoods. (5) Acknowledges the devastation caused by this season's bushfires, which have already seen 2,400 homes destroyed, over 11,000 buildings lost or damaged, 5.5 million hectares burnt, countless local businesses affected and hundreds of millions of animals killed. Question put and passed. 5 REPORT OF THE PUBLIC ACCOUNTS COMMITTEE ENTITLED 'EXAMINATION OF THE AUDITOR-GENERAL'S PERFORMANCE AUDIT REPORTS MAY 2017 - DECEMBER 2017', REPORT 3/57, DATED NOVEMBER 2019 Question proposed—That the House take note of the report. The Speaker resumed the Chair at 2.15 pm. 6 MINISTERIAL ARRANGEMENT Mr Paul Toole, on behalf of Ms Gladys Berejiklian, informed the House that he would answer questions today in the absence of the Minister for Transport and Roads. 7 QUESTION TIME (1) Following a request from Mr Nathaniel Smith pursuant to standing order 131 (3), the Premier provided additional information. (2) Following a request from Ms Steph Cooke pursuant to standing order 131 (3), the Deputy Premier, and Minister for Regional New South Wales, Industry and Trade provided additional information. 523 VOTES AND PROCEEDINGS OF THE NEW SOUTH WALES LEGISLATIVE ASSEMBLY Wednesday 5 February 2020 (3) Following a request from Mr Justin Clancy pursuant to standing order 131 (3), the Minister for Families, Communities and Disability Services provided additional information. (4) Following a request from Mr Christopher Gulaptis pursuant to standing order 131 (3), the Minister for Water, Property and Housing provided additional information. 8 INSPECTOR OF THE LAW ENFORCEMENT CONDUCT COMMISSION The Speaker, in accordance with section 142 of the Law Enforcement Conduct Commission Act 2016, tabled the report of the Inspector of the Law Enforcement Conduct Commission entitled 'A report dealing with a complaint by the Commissioner for Oversight of the Law Enforcement Conduct Commission against the Chief Commissioner (Special Report 20/01)', dated 3 December 2019. Leslie Williams MP, opened the sitting for the first time in place of the Speaker. Votes and Proceedings: 28/5/2019, p. 85. Standing Order 15. (Procedural note: In instances where the Speaker is absent from the Legislative Assembly, but not necessarily absent from the State, Standing Order 15 provides for the Deputy Speaker to perform the duties of the Speaker when the House is sitting. Section 31A of the Constitution Act 1902 provides for the Deputy Speaker to act as the Speaker while the Speaker is absent from the State. It states: (1) During the absence from New South Wales of the Speaker the Deputy Speaker of the Legislative Assembly shall act in his place, and for all purposes, whether of this Act or otherwise, shall have and may exercise and perform all the powers, authorities, duties and functions of the Speaker. (2) Without prejudice to the generality of subsection (1) the Deputy Speaker of the Legislative Assembly, while acting in the place of the Speaker under that subsection, shall be deemed to be the Speaker for the purposes of section 71 of the Parliamentary Electorates and Elections Act 1912.)     New South Wales Parliament Legislative Assembly Land and Property Information NSW (Authorised Transaction) Bill 2016 20 September 2016 Ms TRISH DOYLE (Blue Mountains): I speak in debate on the Land and Property Information NSW (Authorised Transaction) Bill 2016. The bill represents yet another instance of this conservative Government frantically rifling through pages of the public estate in search of something else it can flog off. The land titling and registration system is one of the oldest and most important bureaucratic institutions in the colony of New South Wales. It has stood since 1863, when the Torrens title system came into being, and has evolved from the historic granting of land title in convict days to the modern, precise and reliable system that all citizens now rely upon to track the transfer of real property ownership in this State. Not only does it provide an essential public service and handle sensitive, valuable information on behalf of the citizens of this State, but also it returns a tidy profit to the coffers of the New South Wales Treasury. It is a sad fact of life that under Casino Mike's dictatorship, whenever it is discovered that a public sector office is generating some small profit to the taxpayer — Mr Lee Evans: Point of order: For several hours we have been listening to the ramblings of Labor members, but I will not accept the misuse of the Premier's title. Mr Assistant Speaker, I ask that you direct the member for Blue Mountains to use the Premier's correct title. The ASSISTANT SPEAKER: Order! I uphold the point of order.

I am proud to introduce the Gas Legislation Amendment (Medical Gas Systems) Bill 2020. The bill delivers on the New South Wales Government's promise to introduce a robust and effective licensing regulatory system for persons who carry out medical gas work. As I said on 18 June on behalf of the Government in opposing the Hon. Mark Buttigieg's private member's bill, nobody wants to see a tragedy repeated like the one we saw at Bankstown-Lidcombe Hospital. As I undertook then, the Government has taken the steps necessary to provide a strong, robust licensing framework for those persons installing and working on medical gases in New South Wales. To the families of John Ghanem and Amelia Khan, on behalf of the Government I repeat my commitment that we are taking action to ensure no other families will have to endure as they have. The bill forms a key part of the Government's response to licensed work for medical gases that are supplied in medical facilities in New South Wales.
