(2) Thanks the community members who have contributed to the masterplan via their roles on the Project Steering Advisory Committee. (3) Acknowledges the draft masterplan reflects the guiding principles of the project and will deliver new public spaces for future generations. (4) Notes the draft masterplan is on display and seeking feedback from the community until at least 31 August 2020. (2) Notes the absence of meaningful community consultation by Transgrid particularly in regard to its Humelink proposal. (3) Notes the very sigificant concern of farmers and residents in the affected areas. (4) Calls on the Government to ensure that Transgrid undertakes appropriate and meaningful face-to- face consultation with all the communities affected, indirectly or directly, by the proposed developments and genuinely acts to minimise the impact on the livelihoods, health, safety and wellbeing and the environment of those communities. (Notice given 28 July 2020—lapses 29 October 2020) 1249 LOCAL GOVERNMENT COUNCILS - BUSHFIRE RATE RELIEF MR CHRISTOPHER GULAPTIS to move— That this House: (1) Congratulates the Government on providing Clarence Valley Council with more than $110,000 in rate relief, which has been passed onto residents affected by the 2020 bushfires. (2) Notes the Government has provided Richmond Valley Council with more than $38,000 in rate relief for bushfire affected residents. (3) Notes Clarence Valley and Richmond Valley Councils have been committed to helping their local property owners devastated by fires through continued rate relief. (4) Thanks the Government for its commitment to make this extension of rate relief possible. (Notice given 28 July 2020—lapses 29 October 2020) 2443 BUSINESS PAPER Tuesday 20 October 2020 1250 ARMENIA AND AZERBAIJAN CONFLICT DR HUGH MCDERMOTT to move— That this House: (1) Notes the actions of Azerbaijan towards the Republic of Armenia and its blatant disregard of international law by breaking their ceasefire agreement. (2) Notes the serious concerns that have been raised from Armenian-Australians regarding the attacks on Armenia's border town of Tavush and threatened attacks on the nuclear power plant at Metzamor. (3) Condemns the actions of Turkish President Erdogan and Azerbaijan President Aliyev in their pursuit of Pan-Turkish nationalism which has previously led to genocide. (4) Calls on the Commonwealth Government to condemn these attacks and advocate its support for the safety and security of Armenia. (Notice given 28 July 2020—lapses 29 October 2020) 1251 BLACK LIVES MATTER RALLY MR KEVIN CONOLLY to move— That this House: (1) Notes both the Supreme Court of NSW and the Court of Appeal have ruled that a proposed mass rally may not legally take place due to the health risk this would pose to the people of New South Wales. (2) Welcomes these rulings and commends the NSW Police for initiating the legal action. (3) Calls on all people in New South Wales to abide by restrictions on public gatherings and more generally, to act responsibly during this time of pandemic so that vulnerable people in the community may be protected. (Notice given 28 July 2020—lapses 29 October 2020) 1252 SHENHUA ENERGY COALMINE MR JAMIE PARKER to move— That this House: (1) Notes in January 2020, Shenhua Energy started exploratory drilling for its open-cut coalmine. (2) Notes the coalmine is expected to destroy roughly 4,000 hectares of fertile agricultural land including 800 hectares of endangered ecological communities including koala habitats. (3) Notes an archaeological report commissioned by China Shenhua Energy stated that roughly half of the 60 historically and culturally significant artefacts of the Gomeroi people present on the site will be destroyed by the mining project. (4) Notes the mine is opposed by the Gomeroi people.
