Prior.to the creation of the Rivers State in 19*5?» efforts had been made by the people to improve their lo^al communities; and the people's attainment of political autonomy presented enormous challenge in the task of local development. Today, both at the local and state government levels, resources are mobilised so as to improve living conditions in the state. There are new expectations in a new state. At the local level, there are different participants in community development, namely, planning committees, chiefs, elders, youths and communal patrons. However, neither are all participants in community development united, nor is there a widespread consensus about political interests and values among the people. In some communities, there are political disputes and power struggles among the different participants, thus affecting the pace of local development. Nevertheless, all the participants appreciate the need for development. At the official level, there are planning bodies. Rural Development Officers, Sole Authorities, Permanent Secretaries and Commissioners who make or influence decisions in respect of community development. Of the different participants in community development, this work shows that those of the patron class are the most eminent, not only in the locality but also in the public service. Hence the patron is in a position to play a 'linkage role* between the locality and Port Harcourt, the seat of administration. The linkage role of the patron largely explains the fact that rural polyethnic politics is projected into Port Harcourt. Hence this thesis casts light on: the politics of communalisra, the activities of the. different participants in community development and the emergence of community influentials. One of the main themes of the thesis is that, given the general pattern of expectations in a new state, even as an administrator, the community influential (the patron) will always protect the interestswhether they be real or imagined^ of his people. In short, the main argument is that administration has no purpose other than to serve the political goals of the different communities in the State. In Port Harcourt, many public servants (particularly, Chief Biriye, Dr. Akobo, Messrs, Tsaro V/iv/a, Kobani, Ateli and Wokocha) granted me several interviews. Besides, I had access to official papers relating to my field of study, I would like to record ray indebtedness to all these officials. (U) POSTSCRIPT On 29th July 1975» the government of General Gowon was overthrown in k military coup. Nigeria's new leader, Brigadier M® Mohammed, has appointed twelve new Governors for the States. The newly appointed Governor for the Rivers State, Lt. Colonel Z, Lekwuot, has formed his own cabinet. However, this work does not cover the events in the Rivers State since the coup. (â/i) . INFORMATION FOR THIS STUDY Information for this work has been collected from a number of sources. The bulk of the material was collected from a number of primary sources: interviews, private papers, official documents, minutes of local development committee meetings, and general reference works. Secondary sources were also used, especially for Chapter 2. Of the primary sources, interviews were the most challenging and interesting. It was a great opportunity to meet and talk with the people who have been actively involved in the activities covered by this study. As far as possible, attempts were made to see most of these local dignitaries .and Port Harcourt officials whose roles in community development are of primary importance. However, because of certain factors - the poor communication network in the state,- my limited time and financial resources - it was not possible to meet all those who are connected with the events which I have recorded. Besides, some were unwilling to talk about their activities; others warned me not to ask too many questions. I am aware that the objective of the summit is to mobilize greater support and enhanced action at the highest levels of Government, Industry, Academia and Civil Society against Biodiversity loss. 3. This Summit presents a unique opportunity for each of us, as global leaders, to demonstrate measurable commitment to accelerate action toward the development of the post-2020 global biodiversity framework. To reverse this situation, we have developed the National Biodiversity Strategy and Action Plan as an enabler for integrating biodiversity considerations into sectoral and cross-sectoral policies, plans and programmes at all levels of government.

Abstract: Hydrogeological work was carried out to providing an alternative source of portable water supply to Omoku and its environs as their major source of water which is surface water had been contaminated/polluted by oil and gas exploration, exploitation and other anthropogenic activities in the area. To obtaining reliable data and achieving the aim, geoelectric sounding method and Schlumberger array was employed with the use of a digital averaging instrument ABEM terrameter SAS 300 model that displays the resistance measurements directly with a maximum current electrode separation (AB) of 100m. WinResist software computer iterative procedure was used, which aided to obtaining interpreted depths and resistivities from field data. The results of the geoelectric survey were tied to various lithologies by calibrating the geoelectric values with borehole data which enabled us to establish the aquiferous zones. The aquifers were located at depth of about 22m to 30m based soil profile and high resistivity values ranging from 3415m to 4555m. The information from the findings can be successfully used to harnessing and supply safe, portable and sustainable water to the people of Omoku and its environs in Rivers State, Nigeria. Introduction Geographical factors aided the movement of people from one ecological zone to another in migration or interdependent relationships of trade exchange. These exchanges and contacts occurred even in pre-colonial times. The historical roots of inter-group relations of the Ikwerre with her neighbours, dates back to pre-colonial times but became prevalent from the 1850 onward when the Atlantic trade became emphatic on agrarian products as raw materials to the industrial western world. This galvanized the hitherto existing inter-group contact between the Ikwerre and her neighbouring potentates. A. 1Crop and Soil Science Department, University of Port Harcourt 2Soil Science Department, Abia State University Umudike-Umuahia Campus Abia State 1*[email protected] ABSTRACT Assessment of soil quality of the Ogba-Egbema area of the Sombreiro Warri Deltaic Plain was undertaken by morphological characterization and ranking of soil physical and chemical properties. A total of 80 genetic soil samples from 16 soil profiles and one hundred and twenty (120) random surface samples taken from farm plots along eight (8) transects in the area were studied. The ranking of the eight transects in a descending order was: Akabuka/Obite > Umuoru/Ndoni > Omoku/Egbegoro > Obagi/Ogbogu > Obiafu > Aggah/Egbema > Ebocha/Okwuzi > Omoku/Elele. From the results obtained the top three ranked transects: Akabuka/Obite, Umuoru/Ndoni and Omoku/Egbegoro were rated 59.0, 52.0 and 42.7% respectively of the various parameters qualifying for high fertility indices while the three transects with lowest quality (Aggah/Egbema, Ebocha/Okwuzi and Omoku/Elele) had only 28.8, 22.7 and 21.0% respectively of sample stations that qualified them for high soil quality status. Five soil properties: drainage, depth, total organic matter, soil colour and texture, were delineated as the minimum data set needed for soil quality determination in the area. Owei and Chimbiko Iche Akarolo In 2007 the government of Rivers State, Nigeria contracted a South African firm to produce a master plan for a new city called Greater Port Harcourt to be situated in the outskirts of the old city. The Greater Port Harcourt Master Plan 2008 is here examined in the context of current thinking as to whether it has credentials that meet aspirations for modern liveable cities. The new city plan assumes that Port Harcourt will continue to grow at its current rate so there is need to respond pro-actively to the reality of meeting cogent challenges. The infrastructure to be provided must be sustainable, that is, there should be continuity of effective service delivery by operators, by way of renewal, upgrading and expansion to cope with the city growth. Provision of services will be private sector driven, while government is politically ready to amend laws, regulations and policies to create an enabling environment for private sector to thrive in driving the development initiatives. The plan provides a long-term vision for the city based on sustainability: social, economic and political equity. Sustainability is hinged on continual improvement based on accountability, transparency and good governance. The master plan aims at a development that positively encourages the creation of a mixed community of 350,000 housing units, initially. The energy infrastructure utilizes the natural resources in the region such as natural gas for powering turbines and providing domestic fuel, with a little solar power.

It has attracted lots of arguments and counter-arguments and is yet to be laid to rest. Such controversies are expected given the nature, vivacity, and coverage of the phenomenon and the caliber of African writers in all genres of literature. This paper’s objective is to assess the views of different scholars on the issue of what language to use in writing African literature, by extension and more importantly, drama. It is a truism that the discussion of literature, to a large extent, is a discussion of its three genres. The importance of this discourse is subsumed in the fact that projecting the African philosophies, beliefs, and arts adequately and correctly demands the use of a language that will render such task less cumbersome and rich with much impact on the primary audience of such works of art. Therefore, this paper will provide a holistic overview of scholars’ contributions to the subject-matter, offer humble suggestions, and state where the author’s sympathy lies.
