STATEMENT DELIVERED BY HIS EXCELLENCY, MUHAMMADU BUHARI, PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA, AT THE 2020 BIODIVERSITY SUMMIT 30TH SEPTEMBER, 2020 President of the General Assembly, Secretary-General of the United Nations, Excellencies, Heads of State and Government, Ladies and Gentlemen, I am honoured to participate in this segment of the High- Level Summit convened ahead of the 15th session of the Conference of States Parties to the Convention on Biological Diversity. 2. I am aware that the objective of the summit is to mobilize greater support and enhanced action at the highest levels of Government, Industry, Academia and Civil Society against Biodiversity loss. 3. This Summit presents a unique opportunity for each of us, as global leaders, to demonstrate measurable commitment to accelerate action toward the development of the post-2020 global biodiversity framework. Indeed, negligence in renewing our commitment to halt the ongoing destruction of nature and nature-based solutions will seriously threaten our collective existence in the post Covid-19 era. 4. I am concerned that the attainment of national developmental priorities as well as internationally agreed developmental aspirations would be hampered if the critical value of biodiversity and ecosystem services are not recognized and appreciated by our citizens. 5. Nigeria, like other countries, has wide array of rich and valuable national heritage that include, impressive network of wetlands, wildlife, and forestry resources. Regrettably, most of the indigenous flora and fauna commonly found within the country are becoming endangered and facing extinction. 6. To reverse this situation, we have developed the National Biodiversity Strategy and Action Plan as an enabler for integrating biodiversity considerations into sectoral and cross-sectoral policies, plans and programmes at all levels of government. -

It analyzed the Ikwerre relations with her Kalabari and Okrika coastal neighbours, as well as the Etche, Eleme, Ekpeye, Ogba Abua and the Igbo of Imo state hinterland neighbours. The paper concluded that the internal developments which were stimulated by their contacts impacted significantly on their culture. Key words: Ikwerre, Intergroup Relations, Developments, Culture, Neighbour. Introduction Geographical factors aided the movement of people from one ecological zone to another in migration or interdependent relationships of trade exchange. These exchanges and contacts occurred even in pre-colonial times. The historical roots of inter-group relations of the Ikwerre with her neighbours, dates back to pre-colonial times but became prevalent from the 1850 onward when the Atlantic trade became emphatic on agrarian products as raw materials to the industrial western world. This galvanized the hitherto existing inter-group contact between the Ikwerre and her neighbouring potentates. International Journal of Education Learning and Development Vol.1, No .2, pp.13-18, December 2013 Published by European Centre for Research Training and Development UK (www.ea-journals.org) ASSESSMENT OF FLOODING ON THE SECONDARY SCHOOL STUDENTS IN OGBA / EGBEMA / NDONI LOCAL GOVERNMENT AREA IN RIVERS STATE, NIGERIA Dr. Eric Chikweru Amadi Department of Educational Foundations, Faculty of Technical and Science Education, Rivers State University of Science & Technology, Port Harcourt ABSTRACT: This study assesses the effects of flooding on the Secondary School Students in Ogba/Egbema/Ndoni Local Government Area of Rivers State, Nigeria, which occurred in October 2012. Data of this study were obtained from questionnaires, interview, personal observation, and newspaper report. A total of 90 respondents, drawn from residents in flood prone areas, were sampled for this study. Survey method was used in the analysis of data. The result of analysis showed that floods in Omoku occurred mostly at the event of rainfall intensity and amount and especially at rainy season but this particular flood occurred in October 2012 after the main rainy season (August/September). Factors other than rainfall identified to substantially influenced flooding in the study are: lack of good drainage network, dumping of wastes / refuse in drainage and water channels, topographic characteristics, overflowing of riverbanks, low infiltration due to high water table and degree of built up areas leading to increased runoffs, and climate changes. Despite the flood hazards, occupants in flood prone area have remained on the basis of no alternative, cultural ethnic affinity, schools, family home, place where students stayed used to flooding as the whole area suffered from flooding nature of occupation, and cheaper houses to rent, animals, and farm lands which will lead to hunger in the future in those affected areas, personal properties and public infrastructures also suffered all forms of flood damages. -

Associate Professor of History Captain Elechi Amadi Polytechnic E-mail: [email protected] Tel: +2348033091227 Abstract This paper showed the military formations in the Eastern Niger Delta prior to Nigerian independence which the British colonial government tried to destroy in the wake of the establishment of the Protectorate of the Oil Rivers and Consular paper treaties. The Chieftaincy institution in the Eastern Niger Delta dates to at least 1000 years ago. After the migration story had been completed, the various communities that made up the Eastern Niger Delta commenced the early political and economic institutions with the ward or wari system of government and the long-distance trade with their neighbours. In the early fifteenth century, the Asimini ward in Bonny and Korome ward in Kalabari produced their early kings. The Chieftaincy institution assumed a greater relevance in the kingdoms of Bonny and Kalabari with the emergence of King Perekule of Bonny and King Amachree of Kalabari respectively. These two kings introduced the war canoe house political system in response to the slave trade which had increased tremendously with the entrance of Britain. The risks and the competitions among the City-states of Bonny, Kalabari, Okrika and Nembe-Brass to procure slaves necessitated the acquisition of war canoes to equip and constitute the military arm of the states. -

Tel: +2348056669109 E-mail: [email protected] Abstract Bonny occupies a strategic position in the Niger Delta Studies. Issues to be examined in this article include the circumstances surrounding the founding of this unique settlement on the Rio Real of Eastern Delta and its implications for the reconstruction of the history of other Niger Delta communities. An attempt will be made to unravel the strains encountered by the indigenous economy of our study area in the face of the assault of Old and New imperialism of the West from the fifteenth centuries to the recent past. Bonny’s strategic and pivotal role in the spread of Christianity in the study area is also highlighted. Early history The indigenous settlers of Bonny are known as the Ibani with a distinct language that goes by the same name. In fact the Ibani language has been classified under languages spoken in Eastern Ijo which themselves belong to the Ijoid group (Efere and Willamson 1989, pp. 43-44, Derefaka 2003, p. 23). Dike (1956, p.24) has given the impression that the Bonny are of Igbo origin. He suggest that the first migrants to this area, under their veritable leader Alagberiye himself, a distinguished hunter, had made incursions into this area between 1450–1800. -

Rivers State Government of Nigeria Greater Port Harcourt City Development Authority Invitation to Tender the Construction of the New City Phase 1A: Interim Waste Water Treatment Works (Contract / Tender No: GPHCDA/PP/IWWTW/PHASE 1A/2013) The Greater Port Harcourt City Development Authority (GPHCDA) has secured the necessary funds for the implementation of the Phase 1A: Interim Waste Water Treatment Works as a part of the first phase of the New City development and intends to apply a portion of these funds towards payments under contract for the implementation of the following works: The Interim Waste Water Treatment Works (IWWTW), which is the subject of this tender, is intended to provide a sewage treatment facility to serve Phase 1A of the New City development until such time as a permanent waste water treatment works is constructed at Ogbogoro. The works shall be of a package treatment plant type which can at a later stage be removed and reassembled at a new location. The initial sewage flow to be treated is estimated at 500kl per day, with the potential to increase the treatment capacity in further modular elements of 500kl per day increments. The maximum instantaneous flow to the works for purposes of the design of the treatment process must be not less than 3.75 times the average daily flow of 500kl per day. The works to be delivered shall include the following key elements: - A biological treatment process to treat the expected inflow to the works to the specified international standard for treated effluent. - All necessary instrumentation, mechanical and electrical works for the sustainable operation of the treatment process. -

Emails: [email protected]; : [email protected] ABSTRACT Gender based issues have become household concern in countries all over the world. A discourse on gender bias will always be greeted with excitement, insight or even disappointment by many. The issue of gender bias in the distribution of inheritance has torn families apart, women were crippled emotionally, their self concept thwarted and potentials not fully maximized in line with this in view, this paper takes a look at the general perception of people on gender bias issues. The views of custom and the law about gender discrimination, what the law has done about female inheritance, lessons from the judgments, implication for family counseling, conclusion/recommendations were made based on the position taken. Keywords, gender bias, distribution of inheritance, discrimination, inequality. INTRODUCTION Okrika clan is one of the ancient city states of the Niger Delta, it existed as an entity with its rich culture and tradition before the advent of Christianity and colonialism. The clan is made up of three (3) Local Government Areas in Rivers State namely: Okirika Local Government Area (WALGA) Ogu/Bolo Local Government Area and Part of Port Harcourt City Local Government Area by the Hargrove agreement of 18th May 1913 between leading chiefs and headmen of the various communities which owned Port Harcourt on the one hand, and Alexander George Boyle and Saint George, Deputy Governor of the colony and protectorate of southern Nigeria on the other hand.
