RBRM19S017 Type of Tender Open e-tender along with Reverse Auction EMD amount (in INR) Rs 1,70,058.00 (Rupees one lakh seventy thousand fifty eight only)/USD 2428.00 1. Please submit EMD through online mode / offline mode (in form of Bank Guarantee only in case EMD is above Rs. 1.0 lac)(EMD BG should be valid for a minimum period of 7 months from date of opening of technical bid). TENDER: RBRM19S017 Page 3 of 15 Pre-Qualification Criteria (PQC): Financial Experience Criteria The Annual Turnover of the bidders during any of the preceding three financial years should be at least Rs 83,53,382.00/ USD 119,246.00. Technical Experience Criteria:- The intending tenderer is to meet the technical pre-qualification criteria and have to enclose all necessary documents along with their bids. Technical evaluation of the intending tenderers shall only be done, if they are meeting the following technical pre- qualification criteria. 1. Tenderer must be a manufacturer of steam assisted flare gas flare tip of flare system. 2. Tenderer must have their own facility for fabricating, testing and supplying of the same under stage wise inspection by any third party inspection agency. 3. Out of aforesaid supply the tenderer must have supplied minimum one no. of HC main flare tip for Flare system in any Petroleum oil refinery/Petrochemical plant/Hydrocarbon industry/Chemical Fertilizer Plant. 4. The tenderer is to enclose the list of past purchase order along with their Inspection release note/Invoice copies as well as complete address of the client, phone no., fax no., e-mail , name of contact persons, website etc, for whom they have executed such PO in support of their claims that they are meeting the technical pre-qualification criteria. The time criteria of past purchase order shall be during any of the last five years ending on last day of the month immediately previous to the month in which last date of bid submission falls 5. Similar nature of job is defined as “Manufacture & supply of steam assisted HC main Flare tip of flare system installed in any of Petroleum oil refinery/Petrochemical plant/ Hydrocarbon Industry/Chemical Fertilizer Plant”. TENDER: RBRM19S017 Page 4 of 15 Commercial Experience Criteria:- For experience, the order(s) of similar items executed by the bidder on FOB / FOR despatch point basis (i.e. excluding taxes duties freight, third party inspection charges etc.), during the last five years ending on the last day of the month immediately preceding the month in which the last date of bid submission falls*, should be considered as under: 1.1. Single order of “similar item” where executed value of order is not less than the amount equal to Rs 69.61 Lakh / USD 99371 OR 1.2. Two orders each executed for “similar item” where executed value of each order is not less than the amount equal to Rs 55.69 Lakh / USD 79497.00 OR 1.3. Three orders executed for “similar item” where executed value of each order is not less than the amount equal to Rs 41.77 Lakh / USD 59623.00 “Similar Item” is defined as “Manufacture & supply of steam assisted HC main Flare tip of flare system installed in any of Petroleum oil refinery/Petrochemical plant/ Hydrocarbon Industry/Chemical Fertilizer Plant” NOTE: * Last date of order execution shall fall in the above mentioned period as indicated in the commercial pre-qualification criteria. For foreign orders with currency other than USD, value of order shall be converted in USD based on the exchange rate as applicable on the purchase order date. Bidder to submit copy of Board of Director details, certificate of Incorporation, Copy of memorandum and article of association/company registration, executed PO copies and audited balance sheet and profit & loss statement etc showing constitution of bidders towards fulfillment of commercial experience & financial criteria along with techno commercial bid coming under same management. Bidder shall furnish along with the un-priced bid the necessary documentary evidence / proof in support of claim for meeting the above PQC requirement. TENDER: RBRM19S017 Page 5 of 15 Notwithstanding any other condition / provision in the tender documents, in case of ambiguity or incomplete documents pertaining to PQC, bidders shall be given one opportunity with a fixed deadline to provide complete and unambiguous documents in support of meeting the pre qualification criteria. In case the bidder fails to submit any document or submits incomplete documents within the given time, the bidder’s tender will be rejected. For fulfilling the commercial experience criteria bidder shall submit any one of the following documents: 1. Purchase order copy along with invoice(s) with self certification by the bidder that supplies against the invoices covering the “similar order” have been executed to the required value. 2. Purchase order copy along with bank certificate indicating payment against the PO. 3. Execution certificate by client with order value. 4. Goods receipt note (GRNs) in case where IOCL is a client. 5. Or any other document is to be submitted by bidder in support of execution.
