Therefore, language cannot be measured as neutral (Wijsen, 2012, p. 77). Not only does it outline, regulate and strengthen our understanding of the world, but language also sets out the actions accessible to us, while eliminating and delegitimizing other worldviews (Wijsen, 2012, p. 71). In this respect discourse serves as an instrument of influence and control often used by groups motivated for power to generate and preserve hegemonic regimes (Fairclough, 1992). The purpose of this paper is to examine the linguistic strategy employed by ISIS as a means through which it constructs the notion of the Muslim Ummah (Muslim community), which seeks to lay emphasis on the unity of an international Muslim community based off the supremacy of Islam. -

This article provides a conceptual lens for and a thick interpretation of the emergent regional constellation in the Middle East in the first decade of the 21st century. It starts out by challenging two prevalent claims about regional politics in the context of the 2006 Lebanon and 2008–09 Gaza Wars: Firstly, that regional politics is marked by a fundamental break from the ‘old Middle East’ and secondly, that it has become ‘post-Arab’ in the sense that Arab politics has ceased being distinctly Arab. Against this background, the article develops the understanding of a New Arab Cold War which accentuates the still important, but widely neglected Arab dimension in regional politics. By rediscovering the Arab Cold War of the 1950–60s and by drawing attention to the transformation of Arab nationalism and the importance of new trans-Arab media, the New Arab Cold War perspective aims at supplementing rather that supplanting the prominent moderate-radical, sectarian and Realist-Westphalian narratives. By highlighting dimensions of both continuity and change it does moreover provide some critical nuances to the frequent claims about the ‘newness’ of the ‘New Middle East’. In addition to this more Middle East-specific contribution, the article carries lessons for a number of more general debates in International Relations theory concerning the importance of (Arab-Islamist) non-state actors and competing identities in regional politics as well as the interplay between different forms of sovereignty. -
The Question of 'Race' in the Pre-Colonial Southern Sahara
The Question of ‘Race’ in the Pre-colonial Southern Sahara BRUCE S. HALL One of the principle issues that divide people in the southern margins of the Sahara Desert is the issue of ‘race.’ Each of the countries that share this region, from Mauritania to Sudan, has experienced civil violence with racial overtones since achieving independence from colonial rule in the 1950s and 1960s. Today’s crisis in Western Sudan is only the latest example. However, very little academic attention has been paid to the issue of ‘race’ in the region, in large part because southern Saharan racial discourses do not correspond directly to the idea of ‘race’ in the West. For the outsider, local racial distinctions are often difficult to discern because somatic difference is not the only, and certainly not the most important, basis for racial identities. In this article, I focus on the development of pre-colonial ideas about ‘race’ in the Hodh, Azawad, and Niger Bend, which today are in Northern Mali and Western Mauritania. The article examines the evolving relationship between North and West Africans along this Sahelian borderland using the writings of Arab travellers, local chroniclers, as well as several specific documents that address the issue of the legitimacy of enslavement of different West African groups. Using primarily the Arabic writings of the Kunta, a politically ascendant Arab group in the area, the paper explores the extent to which discourses of ‘race’ served growing nomadic power. My argument is that during the nineteenth century, honorable lineages and genealogies came to play an increasingly important role as ideological buttresses to struggles for power amongst nomadic groups and in legitimising domination over sedentary communities. -

MAHMOOD MAMDANI Good Muslim, Bad Muslim: A Political Perspective on Culture and Terrorism ABSTRACT The link between Islam and terrorism became a central media concern following September 11, resulting in new rounds of "culture talk. This talk has turned religious experience into a political category, differentiating 'good Muslims" from "bad Mus- lims, rather than terrorists from civilians. The implication is undisguised: Whether in Afghanistan, Palestine, or Pakistan, Islam must be quarantined and the devil must be exorcized from it by a civil war between good Muslims and bad Muslims. This article suggests that we lift the quarantine and turn the cultural theory of politics on its head. Beyond the simple but radical suggestion that if there are good Muslims and bad Muslims, there must also be good Westerners and bad Westerners, I question the very tendency to read Islamist poli- tics as an effect of Islamic civilization—whether good or bad—and Western power as an effect of Western civilization. Both those poli- tics and that power are born of an encounter, and neither can be understood outside of the history of that encounter. Cultural explanations of political outcomes tend to avoid history and issues. Thinking of individuals from "traditional" cultures in authentic and original terms, culture talk dehistoricizes the construction of political identities. This article places the terror of September 11 in a his- torical and political context. Rather than a residue of a premodern culture in modern politics, terrorism is best understood as a modern construction. Even when it harnesses one or another aspect of tradition and culture, the result is a modern ensemble at the service of a modern project. -

In doing so, it finds an alignment of interests between Baghdad, Ankara, and Washington, D.C., in a strong and stable Iraq fueled by increased hydrocarbon production. Where possible, the United States should therefore encourage The Coming Turkish- Turkish and Iraqi cooperation and economic integration as a key part of its post-2011 strategy for Iraq and the region. This analysis is based on the author’s experiences in Iraq and Iranian Competition reviews of Turkish and Iranian press and foreign policy writing. They believed that modernization, secularization, and the privatization of religion would have global impact, leading to overall patterns of religious decline. What has happened is quite different and more complex. While religion has declined in some societies and grown in others, it has also changed and evolved in different ways in a variety of contexts. This transformation of religion, long-standing or novel, impacts our world in key ways. From the rise of religious movements, to the role of religion in politics and to the much more spirited engagement of religion in the public sphere and the public lives of adherents we experience religion in many different ways. To address this unexpected and rapidly changing situation, the Institute for Religion, Culture, and Public Life brings together scholars and students in religion, cultural anthropology, history, political science, economics, sociology and social psychology, and other allied fields to support multi-disciplinary analysis, reflection, and response to historical and contemporary issues of great significance. Founded in 2008, the Institute also engages in its programs political and economic figures and policy practitioners, as well as religious and cultural leaders. The scope of the Institute encompasses a broad range of phenomena, and while seeking to understand the bases of conflict and unrest across and within religions, it also examines beliefs, practices, and historical examples that demonstrate the potential for understanding, tolerance, and ecumenical values within religious traditions, as well as patterns of social institutions that may facilitate coexistence and mutual support. -

His footnotes, which often perplex readers by their very presence in a work of fiction, allow Yunior an intimate space in which he may bring language to the enigmatic truths of his trauma as a subject who subconsciously carries the burden of Dominican history; an impossible past wrought by Spanish conquest, the slave trade and the consequent economy of breeding people, the U.S. backed dictatorship of Rafael Leónidas Trujillo Molina in the Dominican Republic for most of the presumably enlightened twentieth century, and the alienation of Dominican diaspora seeking liberty and opportunity within the contemporary United States. This paper seeks to uncover Yunior’s surfacing trauma, and explores the possibility of his bearing witness to the violence of his origins. -

Orientalism Once More (2003) Dr Edward Said Professor of Comparative Literature Columbia University Honorary Fellow Instiute of Social Studies Lecture delivered on the occasion of the awarding of the degree of Doctor Honoris Causa at the Academic Ceremony on the 50th Anniversary of the Institute of Social Studies, The Hague, The Netherlands, 21 May, 2003 Orientalism Once More (2003)* Nine years ago, in the spring of 1994, I wrote an afterword for Orientalism which, in trying to clarify what I believed I had and had not said, I stressed not only the many discussions that had opened up since my book appeared in 1978, but the ways in which a work about representations of “the Orient” lent themselves to increasing misrepresentation and misinterpretation. That I find myself feeling more ironic than irritated about that very same thing today is a sign of how much my age has crept up on me, along with the necessary diminutions in expectations and pedagogic zeal which usually frame the road to seniority. The recent death of my two main intellectual, political and personal mentors, Eqbal Ahmad and Ibrahim Abu-Lughod (who is one of this work’s dedicatees), has brought sadness and loss, as well as resignation and a certain stubborn will to go on. It isn’t at all a matter of being optimistic, but rather of continuing to have faith in the ongoing and literally unending process of emancipation and enlightenment that, in my opinion, frames and gives direction to the intellectual vocation. Nevertheless it is still a source of amazement to me that Orientalism continues to be discussed and translated all over the world, in thirty-six languages.
