School of Government and International Affairs Durham University 2014 i Abstract This study is concerned with security; particularly security in Lebanon. It is also equally concerned with various means to improve security. Building on debates at the heart of world politics and Security Studies, this study first discusses trends in global governance, in the study of security, and in security assistance to post-conflict or developing countries. It pays particular attention to the theoretical contributions of critical security studies, the conceptual contributions of human security, and the policy-relevant contributions of Security Sector Reform. It then moves on to examine the case of Lebanon, with particular emphasis on that country’s precarious security. It examines Lebanon’s problematic prevailing system and highlights efforts of progressive groups in transforming Lebanon’s system. Importantly, it also studies Lebanon’s security sector: both contemporary developments and historical circumstances that led up to its chronic weakness. In doing so, this study examines international aid efforts to Lebanon’s security sector, and problematizes both external and domestic roles in the reform process. This study draws links between debates and experience taking place at various levels and the security of Lebanon. It argues for a transformative process to achieve stability and human security in Lebanon. In light of this, this study is in favour of a progressive approach combining state and non-state actors – thus recommending an institutional approach that is responsive to bottom-up voices of positive change. Nevertheless, this study’s scope is limited; it therefore puts forward suggestions and recommendations which involve Lebanon’s security sector and which can positively contribute to human security. i Declaration I hereby declare that: “this thesis is the result of my own work.     IM/MOBILITY: HOMELAND, IDENTITY AND WELLBEING AMONGST THE BENI-AMER IN ERITREA-SUDAN AND DIASPORAS Thesis Submitted for the Degree of Doctor of Philosophy at the University of Leicester Saeid Hmmed BSc MSc (OU) Department of Geography University of Leicester September 2017 i Abstract This thesis focuses on how mobility, identity, conceptions of homeland and wellbeing have been transformed across time and space amongst the Beni-Amer. Beni-Amer pastoralist societies inhabit western Eritrea and eastern Sudan; their livelihoods are intimately connected to livestock. Their cultural identities, norms and values, and their indigenous knowledge, have revolved around pastoralism. Since the 1950s the Beni-Amer have undergone rapid and profound socio-political and geographic change. In the 1950s the tribe left most of their ancestral homeland and migrated to Sudan; many now live in diasporas in Western and Middle Eastern countries. Their mobility, and conceptions of homeland, identity and wellbeing are complex, mutually constitutive and cannot be easily untangled. The presence or absence, alteration or limitation of one of these concepts affects the others. Qualitatively designed and thematically analysed, this study focuses on the multiple temporalities and spatialities of Beni-Amer societies. The study subjected pastoral mobility to scrutiny beyond its contemporary theoretical and conceptual framework. It argues that pastoral mobility is currently understood primarily via its role as a survival system; as a strategy to exploit transient concentration of pasture and water across rangelands. The study stresses that such perspectives have contributed to the conceptualization of pastoral mobility as merely physical movement, a binary contrast to settlement; pastoral societies are therefore seen as either sedentary or mobile.

He also teaches Middle East politics in Davidson’s Department of Political Science. His publications on political and economic development in North Africa include Tunisia: Stability and Reform in the Modern Maghreb (Routledge, 2010). Maryam Alkhawaja Maryam Alkhawaja currently serves as the head of the foreign relations office at the Bahrain Centre for Human Rights. Due to threats of arrest during a crackdown on activists, Maryam was forced to leave Bahrain in September 2010 due to threat of arrest, but she returned on the 10th of February to document and report on human rights violations during the uprising planned to begin on the 14th. Since then, Maryam has been a leading activist in speaking to the international media and reporting to international organizations about the situation in Bahrain. Prior to arriving in the US, Maryam traveled to Geneva to speak at the UN Human Rights Council. Due to her activism, she has been subjected to defamation, harassment, and death threats; and now is not able to return to Bahrain due to being targeted. Her father, uncle and two brothers in law are currently in under arrest, their whereabouts unknown. Amer Bani Amer Dr. Bani Amer has been the founder and general Director of Al-Hayat Center since May 2006 and has been a young leader activist since 1994.

    August 1, 2012 The Road to the First Lebanon War by Dr. Reuven Erlich (Col. Ret.)1 Overview 1. The aim of this paper is to examine the processes that led to the First Lebanon War, the role played by Lebanese domestic and foreign actors in the road to war, and the unique nature of the war. At the end of the paper I will attempt to provide a brief commentary on the aims, results, and lessons of the war from my own point of view. Dating and naming 2. The formal name given at the time to the war, on which the Israeli government decided on June 5, 1982, two days after a terrorist from the Abu Nidal Organization had seriously wounded Israel’s ambassador in London, was Operation Peace for the Galilee. The name reflected the expectations that the “operation” would be limited in objectives and time. 3.In practice, the “operation” turned into a drawn-out war whose ending date (as well as many other issues surrounding the war) continues to be controversial. However, there were three interconnected phases to the war and its reverberations: A. First, the offensive phase, which began on June 6, 1982, initiated by the IDF. This phase ended on August 31, 1982, when the Palestinian terrorists and the Syrian army left western Beirut after IDF siege. B. The second phase, during which the IDF remained in Lebanon, was essentially intended to make political achievements that would allow the war to end by signing a peace treaty over Lebanon. This phase began in September 1982 and ended in early 1985 when a decision was made by Israel to withdraw unconditionally from Lebanon and establish a “security zone”.
