This global network is promoted through seven Regional Programmes which are based in Venice for Europe, in Sarajevo/Bologna for South East Europe, in Yerevan for the Caucasus, in Pretoria for Africa, in Bangkok for Asia- Pacific, in Buenos Aires for Latin America and the Caribbean, and in Beirut for the Arab World. IV POLITICS OF MEMORY OF THE RECENT PAST IN BRAZIL ABSTRACT Towards the end of the 2010s, the Brazilian federal government once again made discussions about the recent past – regarding the military regime that occurred between 1964 and 1985 – public. This time, however, these discussions are characterized by its revisionism and negationism, with an outlook opposing that built by successive governments in the time since the democratic transition in the country. Beginning with an attempt to understand some of the factors that led to the current scenario, this thesis describes and analyses the politics of memory about the recent past that were promoted by the federal government between 2003 and 2016, during the mandates of the Workers Party (PT), regarding its role in shaping the collective memory in the country. To do this, I studied the historical background research on redemocratization in Brazil and the first public politics of memory between 1985 and 2002. I then focused specifically on the politics of memory during the period under investigation, to finish with an examination the institutional peculiarities in the Brazilian case, made clear in presidential speeches and in internal disputes. This provides a picture of these politics, and the collective memory they created. I used a descriptive qualitative methodology to write this thesis. Although official documents and journalistic sources were the main basis for this research, I used variety of available sources of data and information. This allowed me to undertake an analysis of primary sources – namely laws, decrees, administrative acts, programs, reports, publications, and presidential speeches – linked to the federal government’s action on memory policies. I also had access to various bibliographical collections and research background on the subject addressed, in addition to two interviews. The main question that I sought to answer in this research was: what role did the politics of memory from the federal government between 2003 and 2016 play in constructing memory of the recent past in Brazil? Def. v. 7, nº 2, jul./dez. 2020, p. 187-216 DOI: 10.26792/RBED.v7n2.2020.75239 ISSN 2358-3932 JULIANO DA SILVA CORTINHAS1 MARINA GISELA VITELLI2 INTRODUÇÃO1 Este artigo pretende contribuir para o debate sobre a evolução do con- trole civil sobre as forças armadas brasileiras durante os governos do Partido dos Trabalhadores (PT). Apesar de considerar que o controle civil se estabelece a partir de um esforço complexo que envolve a criação de di- versas estruturas e iniciativas de vários agentes sociais e governamentais, além da mudança cultural de civis e militares, a análise terá um foco espe- cífico: a evolução do Ministério da Defesa (MD), tanto em sua estrutura quanto em sua composição. Como se verá, a maioria da literatura teórico-conceitual que trata do controle civil sobre os militares, principalmente quando desenvolvida in- ternacionalmente, destaca positivamente as medidas adotadas naquele período. Contrariando tais visões, este artigo defende que o período foi marcado pela permanência e, em certa medida, pelo aumento da autonomia institucional das forças armadas. Essa discrepância decorre de lacunas ontológicas e metodológicas dos modelos tradicionais, que deixam de captar questões relevantes das rela- ções civis-militares no Brasil. Ontologicamente, tais modelos privilegiam o estudo da estrutura do Ministério da Defesa, em detrimento do exame do perfil dos agentes que a compõem.

In the barrios of Marcos Moura and Tibiri II, where Santa Rita's most vulnerable people live, many homes have at most two rooms and house four to six people. Like many trash collectors in the community, Maria das Dores barely knows how to read or write. She only began to learn recently by participating in a process that led to October 2009 foundation of the Cooperativa de Reciclagem de Marcos Moura (COOREMM). The trash collected by the cooperative will be sorted and sent for recycling. The cooperative's organization was sorted by the Fundo Juntos pela Educação. "It's very good to read and write, we don’t' have to sign with our finger," said Maria das Dores.
