I could not forget to also thank my great companions Fiona and Kiara. 3 Abstract What were the conditions that generated change in the civilian access to military records in Brazil and Mexico? Through these case studies, this dissertation explores in depth how these changes occurred and what were the strategies used by change-agents to promote or refute change. The study presents a discussion about the concept of transparency and how it can be properly applied to restricted documents of the armed forces, using the literature on concept formation. In addition, the theory of Gradual Institutional Changes and process tracing methods in order to undertake the historical analyzes of both cases. In both case studies, I concomitantly analyze the course of civil-military relations and transparency reforms in the XX Century and the beginning of the XXI Century. The study concludes that the changes in Brazil followed a layering pattern predominantly, with a long period of gradual reforms from 1988 to 2011. Mexico in turn presented the same mode of institutional change, nevertheless, political hegemony and the cooptation model of civil-military relations of the country leaded it to less, but more drastic changes. Both countries present many challenges to transparency in defense, which is addressed in the final conclusions. Key-words: institutional change, transparency in defense, civil-military relations 4 Resumo Quais foram as condições políticas que desencadearam mudanças no acesso de civis a documentos e arquivos militares no Brasil e no México? Através destes estudos de caso, este estudo se propõe explorar com profundidade como estas mudanças ocorreram e quais foram as estratégias utilizadas pelos atores para promover mudança ou preservar o status quo. A tese apresenta discussão sobre o conceito de transparência e como pode ser aplicado às forças armadas, utilizando-se de literatura focada na formação de conceitos. Além disto, utilizou-se da teoria de Mudanças Institucionais Graduais e o método do process tracing para análise histórica dos casos do Brasil e México. Em ambos os estudos de caso, analisou-se a trajetória das relações civis-militares conjuntamente às reformas em transparência durante todo o século XX e início do século XXI. O estudo concluiu que as mudanças no Brasil foram predominantemente no formato de camadas (layering), com um longo percurso de reformas graduais desde 1988 até a aprovação da Lei de Acesso à Informação em 2011. Já no México, o tipo de mudança predominante também foi no formato de camadas, contudo, a hegemonia política e o modelo de cooptação das forças armadas pelos governos levaram o país a ter menos mudanças, porém mais profundas. Ambos países enfrentam muitos desafios à transparência em defesa, o que é explorado nas conclusões finais. La tesis presenta una discusión sobre el concepto de transparencia y cómo puede ser aplicado a las fuerzas armadas, utilizando la literatura enfocada en la formación de conceptos. Además, se utilizó la teoría de cambios institucionales graduales y el método del process tracing para el análisis histórico de los casos de Brasil y México. En ambos estudios de caso, se analizó la trayectoria de las relaciones cívico-militares conjuntamente con las reformas en transparencia durante todo el siglo XX e inicio del siglo XXI. El estudio concluyó que los cambios en Brasil fueron predominantemente en el formato de capas, con un largo recorrido de reformas graduales desde 1988 hasta la aprobación de la Ley de Acceso a la Información en 2011. Ya en México, el tipo de cambio predominante también fue en el formato de capas, sin embargo, la hegemonía política y el modelo de cooptación de las fuerzas armadas por los gobiernos llevaron al país a tener menos cambios, pero más profundos. Ambos países enfrentan muchos desafíos a la transparencia en defensa, lo que se explora en las conclusiones finales. Brazil has the seventh largest economy in the world and, with a total of $2.4 trillion, the seventh largest nominal Gross Domestic Product.1 Defined by large and well- developed agricultural, mining, manufacturing, and service sectors, Brazil’s economic success has “raised the bar for that country, at home and abroad.”2 Behind such success is a base of over 105 million workers, making Brazil the home of the world’s sixth largest labor force.3 As one of the first emerging markets to begin a recovery after the global financial crisis hit in 2008, Brazil became a major recipient of foreign direct investment. The United Nations Conference on Trade and Development’s World Investment Prospects Survey 2010-2012 ranked Brazil as the third most popular country for foreign direct investment by transnational corporations. But despite the Brazilian economy’s tremendous potential, public corruption remains a significant obstacle to doing business in Brazil. Public corruption in Brazil dates back to the colonial period and persists today due, in large part, to cultural acceptance. A number of recent, high-profile public corruption scandals have focused the country’s attention on the issue, and citizen discontent has grown markedly. With President Dilma Rousseff taking a strong stance against corruption in her own ministry and new legislation on the books aimed at tackling the problem, Brazil may be on the cusp of a lasting anti-corruption movement.

    Ten years of the Bolsa Família Program in Brazil and the Perspectives of the Citizen’s Unconditional Basic Income in Brazil and in the World Eduardo Matarazzo Suplicy Eduardo Matarazzo Suplicy is currently a Brazilian Senator for the State of São Paulo, three times elected: in 1990, with 4.2 million or 30% of the valid votes; in 1998, with 7.6 million or 43% of the valid votes; and in 2006, with 8.986.803 or 47.8% of the valid votes. The Worker’s Party (PT) Direction in São Paulo, by unanimous vote, decided to indicate him again for a fourth mandate as Senator for the October 5 elections. The PT Convention that will officially nominate himwill be held in June 21. Suplicy was also a professor of Economics at the School of Business Administration of the Fundação Getúlio Vargas in São Paulo, from 1966 to 2012, when he retired. He received his MBA and PhD at Michigan State University. In 1971/2 he was a visiting scholar and a professor at Stanford University. Suplicy is the author of “The Effects of Mini devaluations in the Brazilian Economy”, his 1973 Ph.D thesis, published in 1974, by Fundação Getúlio Vargas; “International and Brazilian Economic Policies”, Editora Vozes, 1979; “Citizen’s Income. Apesar de considerar que o controle civil se estabelece a partir de um esforço complexo que envolve a criação de di- versas estruturas e iniciativas de vários agentes sociais e governamentais, além da mudança cultural de civis e militares, a análise terá um foco espe- cífico: a evolução do Ministério da Defesa (MD), tanto em sua estrutura quanto em sua composição. Como se verá, a maioria da literatura teórico-conceitual que trata do controle civil sobre os militares, principalmente quando desenvolvida in- ternacionalmente, destaca positivamente as medidas adotadas naquele período. Contrariando tais visões, este artigo defende que o período foi marcado pela permanência e, em certa medida, pelo aumento da autonomia institucional das forças armadas. Essa discrepância decorre de lacunas ontológicas e metodológicas dos modelos tradicionais, que deixam de captar questões relevantes das rela- ções civis-militares no Brasil. Ontologicamente, tais modelos privilegiam o estudo da estrutura do Ministério da Defesa, em detrimento do exame do perfil dos agentes que a compõem.

Investors view the position as the most important ministerial post and had seen Palocci as their "guarantee" of fiscal stability in the Brazilian government, so Brazilian markets and the value of the national currency, the real, dove in the days following news of his resignation.     The Citizen’s Basic Income to Build Democracy and Justice Essay presented to NOPOOR Project in Paris, June 12 2012 1 Eduardo Matarazzo Suplicy It is an honor for me to be invited to participate in this Kick-off Meeting of the NOPOOR Project, organized by the Development Institutions & Mondialization, DIAL, and the Institut de Recherche pour le Development, IRD, in Paris June 11th to 13th. It is, undoubtedly, a very relevant opportunity to exchange ideas about the experiences of so many countries, in the five continents, about how we can raise the level of justice in our societies, with freedom, by democratic means, so as to live with a sense of solidarity and peace. As a Brazilian Senator, member of the Workers’ Party (Partido dos Trabalhadores), author of Law 10.835/2004, that institutes a Citizen’s Basic Income to all residents of Brazil, including those foreigners who have lived in Brazil for five years or more, no matter the origin, race, sex, age or socioeconomic condition, and also Co-President of Honor of the Basic Income Earth Network – BIEN – I am happy to bring you information about what is going on in my country, and about the development of this proposal in other parts of the world. According to the law, approved by consensus of all parties, in December 2002 in the Federal Senate, and in December 2003, in the Chamber of Deputies, and then sanctioned by President Luiz Inácio Lula da Silva in January 8th, 2004, the Citizen’s Basic Income will be an annual monetary benefit, equal to all, sufficient to attend the basic needs of each person.
