Also, the article tries to throw a little more light on this notion, through a multidisciplinary view on the part of the population that has been named Vlachs in the past or present. The goal is to create an image of what they really are, and what they have never been, through a specific chronological historical overview of data related to the Vlachs. Thus, it allows the reader to understand, through the facts presented here, the misconceptions that are related to this term in the historiographic literature. COUNTRY OPERATIONS PLAN Executive Committee Summary Country: Former Yugoslav Republic of Macedonia Planning Year: 2005 Page 1 of 7 Former Yugoslav Republic of Macedonia 2005 Country Operations Plan September 2004 revision Part I: Executive Committee Summary: (a) Context and Beneficiary Populations • Political Context The current government coalition has been in Office for a year and during that time has steered a cautious but relatively stable course. The potential for a renewed conflict remains as inter- ethnic tension may easily be fueled by the weak legal order, a weak economy and a high level of unemployment. Full Implementation of the Framework Agreement (FA) is the key for further stabilization of the country and is one of the pre-conditions for integration into EU and NATO. The Government is satisfied with its implementation, some opposition parties continue to express their dissatisfaction with the manner in which it is being implemented, while others considered that the Government made more concessions than foreseen. The tragic death of the President in a plane crash on 26 February 2004 came as a serious blow and slowed the progress achieved so far as the country had to organize presidential elections during which time the implementation of the Framework Agreement was put on hold. By mid year a new Government was in place, however, with little change in the composition of the Government or in the Government’s programme of work. The Government is now facing one of its main challenges as there is strong opposition to the adoption of the package of Laws on decentralization, which calls for a decrease in the number of municipalities in Macedonia, redrawing of the state boundaries as well as fiscal decentralization. -

TOLSTAJA (Moscow) BELGRADE 2015 Radenko Šćekić DOI: 10.2298/BALC1546079S Original scholarly work Žarko Leković http://www.balcanica.rs Historical Institute of Montenegro Podgorica Marijan Premović Faculty of Philosophy Nikšić Political Developments and Unrests in Stara Raška (Old Rascia) and Old Herzegovina during Ottoman Rule Abstract: During the centuries of Ottoman rule the Tara and Lim river valleys (or Potarje and Polimlje respectively), the Pešter Plateau and Old Herzegovina saw much turbulence, wars, rebellions, population migrations. This chaotic situation was combined with the arbitrary and repressive conduct of local Ottoman feudal lords. Migrations, interethnic contacts and mixing of populations as well as an intensified Islamization process caused by a number of factors greatly complicated the situation. Albanian northward penetration along the Lim and into Pešter as well as the expan- sion of the Vasojevići tribe into the Upper Lim valley added to the complexity of the ethnic and demographic picture of the region. Perpetual rebellions against the Otto- man occupation eventually led to the liberation of the Serbian Orthodox population of these areas. It was him who first sparked my interest in the history of my hometown Skopje, where our family has lived and worked for generations. His stories, together with time spent in my grandfather’s shop in the Old Bazaar, formed my strong personal connection with the place. During my university years at Faculty of Architecture-Skopje, I got interested in our Macedonian architectural and urban heritage owing to the inspiring lectures of my Professor Jasmina Hadzieva. Later, with her support, I made the first steps in the research of Skopje’s Bazaar urban environment and prepared my bachelor thesis. Several years after, the remarkable opportunity to do research and study in Japan renew my professional interest in Skopje’s Bazaar. Ministry of Environment and Physical Planning CLIMATE CHANGE AND CULTURAL HERITAGE FINDINGS OF A RAPID VULNERABILITY ASSESSMENT AND RECOMMENDATIONS TOWARDS NATIONAL STRATEGIES FOR CULTURAL HERITAGE PROTECTION IN THE CONTEXT OF CLIMATE CHANGE PREPARED BY: OCTOBER 2013 Authors: Michael Schmidt Britta Rudolff Institute for Heritage Management ACKNOWLEDGEMENT The authors of this work would like to thank to all relevant national institutions (Ministry of Culture, Cultural Heritage Protection Office, National Institution Conservation Center Skopje, National Institution Stobi and the National Institution for Protection of Monuments of Culture and Ohrid Museum), the GIZ coordinating office in Albania and UNDP for their reliable and continuous support without which such assessment within a so limited timeframe would have never been possible. It is thanks to the great effort of these and many other colleagues who remain unmentioned that we were able to gather an amount of material required which allowed us to make some initial judgments on potential vulnerabilities of cultural heritage to climate change, to analyze past climate change related phenomena and to identify specific risks and challenges for the future. In some cases essential data required for detailed predictions, such as soil analysis or stratigraphies of geological layers were not available and hence our analyses and recommendations need to be seen as preliminary steps towards a future process of more detailed analysis. We hope that this report will be useful to those who assisted us and can make a relevant contribution to the forthcoming national communication in the context of the UN Framework Convention on Climate Change. We hope that cultural heritage will find mentioning in this communication as one of the valuable resources of Macedonia which are at risk of destruction and decay as result of climate change phenomena. -

Hungarian Historical Review 3, no. 3 (2014): 471–493 Judit Gál The Roles and Loyalties of the Bishops and Archbishops of Dalmatia (1102–1301) This paper deals with the roles of archbishops and bishops of Dalmatia who were either Hungarian or had close connections with the Hungarian royal court. The analysis covers a relatively long period, beginning with the coronation of Coloman as king of Croatia and Dalmatia (1102) and concluding with the end of the Árpád dynasty (1301). The length of this period not only enables me to examine the general characteristics of the policies of the court and the roles of the prelates in a changing society, but also allows for an analysis of the roles of the bishopric in different spheres of social and political life. I examine the roles of bishops and archbishops in the social context of Dalmatia and clarify the importance of their activities for the royal court of Hungary. Since the archbishops and bishops had influential positions in their cities, I also highlight the contradiction between their commitments to the cities on the one hand and the royal court on the other, and I examine the ways in which they managed to negotiate these dual loyalties. First, I describe the roles of the bishops in Dalmatian cities before the rule of the Árpád dynasty. Second, I present information regarding the careers of the bishops and archbishops in question. I also address aspects of the position of archbishop that were connected to the royal court. I focus on the role of the prelates in the royal entourage in Dalmatia, their importance in the emergence of the cult of the dynastic saints, and their role in shaping royal policy in Dalmatia.
