Islands District Council Traffic and Transport Committee Paper T&TC 41/2020 2020 Hong Kong Cyclothon 1. Objectives 1.1 The 2020 Hong Kong Cyclothon, organised by the Hong Kong Tourism Board, is scheduled to be held on 15 November 2020. This document outlines to the Islands District Council Traffic and Transport Committee the event information and traffic arrangements for 2020 Hong Kong Cyclothon, with the aim to obtain the District Council’s continuous support. 2. Event Background 2.1. Hong Kong Tourism Board (HKTB) is tasked to market and promote Hong Kong as a travel destination worldwide and to enhance visitors' experience in Hong Kong, by hosting different mega events. 2.2. The Hong Kong Cyclothon was debuted in 2015 in the theme of “Sports for All” and “Exercise for a Good Cause”. Over the past years, the event attracted more than 20,000 local and overseas cyclists to participate in various cycling programmes, as well as professional cyclists from around the world to compete in the International Criterium Race, which was sanctioned by the Union Cycliste Internationale (UCI) and The Cycling Association of Hong Kong, China Limited (CAHK). The 50km Ride is the first cycling activity which covers “Three Tunnels and Three Bridges (Tsing Ma Bridge, Ting Kau Bridge, Stonecutters Bridge, Cheung Tsing Tunnel, Nam Wan Tunnel, Eagle’s Nest Tunnel)” in the route. 2.3. Besides, all the entry fees from the CEO Charity and Celebrity Ride and Family Fun Ride and partial amount of the entry fee from other rides/ races will be donated to the beneficiaries of the event. -

1950s The 1950s were a period of huge change for Hong Kong. The end of Japanese occupation, the establishment of the People’s Republic of China, the U.S. and U.N. trade embargoes on China and a mass influx of Mainland immigrants bringing low-cost labour to the city, shaped much of Hong Kong’s social and economic landscape during this decade. Coupled with ambitious infrastructure plans and investment-friendly policies, Hong Kong laid the foundations that, over the coming decades, were to create one of the world’s greatest trading hubs. It was during this time that Dragages was awarded the contract to construct what was to become an internationally recognised Hong Kong icon: the runway jutting out into Victoria Harbour for Kai Tak Airport. Other major projects soon followed, including the Shek Pik and Plover Cove Reservoirs, which became essential lifelines providing fresh water to Hong Kong’s rapidly growing population. For Dragages, it was a decade which was to establish its credentials as a leading partner in Hong Kong’s modernisation for the next 50 years. = = 1955 – 1958 Kai Tak Airport Runway Demand for marine expertise brings Dragages to Hong Kong Increasing demand for air travel combined with the growth in airplane size led the Hong Kong Government to plan the reconstruction and extension of the existing Kai Tak runway. By extending the runway two kilometres into Victoria Harbour, Hong Kong was the first city in the world to attempt such an ambitious project. The challenges of the project, requiring extensive dredging and more than 120 hectares of reclamation, called for a construction company with strong marine and dredging experience. -

LC Paper No. CB(1)2036/06-07(01) LEIGSLATIVE COUNCIL PANEL ON TRANSPORT Proposed Tolls and Other Charges for Tsing Sha Control Area Purpose This paper seeks Members’ views on the proposed tolls for part of the Tsing Sha Control Area (TSCA), i.e. the section between Sha Tin and Cheung Sha Wan and on the proposed other charges. Background 2. Route 8 is a strategic road linking Sha Tin and North Lantau. The western section of Route 8 is the Tsing Ma Control Area (TMCA) linking Tsing Yi and North Lantau, which came into operation in 1997. The remaining section of Route 8 between Tsing Yi and Sha Tin is under construction. This section is about 15 km in length, and comprises three road tunnels (Sha Tin Heights Tunnel, Eagle’s Nest Tunnel and Nam Wan Tunnel), a cable-stayed bridge across the Rambler Channel (Stonecutters Bridge), four viaducts (Lai Chi Kok Viaduct, Ngong Shuen Chau Viaduct, Nam Wan East Viaduct and Nam Wan West Viaduct), as well as several interchanges and slip roads. The alignment of Route 8 between Tsing Yi and Sha Tin is at Annex. 3. The section between Sha Tin and Cheung Sha Wan is scheduled to open in late 2007/early 2008, followed by the Nam Wan Tunnel and viaducts at Tsing Yi in late 2008 and the Stonecutters Bridge in mid-2009. On completion, Route 8 will provide a direct road link between Chek Lap Kok and the Northeast New Territories via Tsing Yi and Cheung Sha Wan. It will also provide additional road capacity to cope with the increasing traffic along the Lion Rock Tunnel (LRT), Tate’s Cairn Tunnel (TCT), Shing Mun Tunnels (SMT), Cheung Tsing Highway, Cheung Tsing Tunnel and Tsing Kwai Highway.
