    Self-Settled Refugees and the Impact on Service Delivery in Koboko Municipal Council Empowering Refugee Hosting Districts in Uganda: Making the Nexus Work II2 Empowering Refugee Hosting Districts in Uganda: Making the Nexus Work Foreword This report ‘Self-Settled Refugees and the Impact on Service Delivery in Koboko Municipal Council’ comes in a time when local governments in Uganda are grappling with the effects of refugees who have moved and settled in urban areas. As a country we have been very welcoming to our brothers and sisters who have been seeking refuge and we are proud to say that we have been able to assist the ones in need. Nonetheless, we cannot deny that refugees have been moving out of the gazetted settlements and into the urban areas, which has translated into increasing demands on the limited social amenities and compromises the quality of life for both refugees and host communities, this whilst the number of self-settled refugees continues to grow. This report aims to address the effects the presence self-settled refugees have on urban areas and the shortfalls local governments face in critical service delivery areas like education, health, water, livelihoods and the protection of self-settled refugees if not properly catered for. So far, it has been difficult for the local governments to substantiate such cases in the absence of reliable data. We are therefore very pleased to finally have a reference document, which addresses the unnoticed and yet enormous challenges faced by urban authorities hosting refugees, such as Koboko Municipal Council. This document provides us with more accurate and reliable data, which will better inform our planning, and enhances our capacity to deliver more inclusive services.

The District Budget conferences provided an opportujity to intergrate the key policy issues and priorities of all stakeholders into the sectoral plans. The BFP represents the continued commitment of the District in joining hands with the Central Government to promote Growth, Employment and Prosperity for financial year 2014/15 in line with the theme of the National Development Plan. This theme is embodied in our District vision of having a healthy, productive and prosperious people by 2017. The overall purpose of the BFP is to enable Arua District Council, plan and Budget for revenue and expenditure items within the given resoruce envelop. Local Revenue, Central Government Transfers and Donor funds, finance the short tem and medium tem expenditure frame work. The BFP raises key development concerns for incorporation into the National Budget Framework Paper. The BFP has been prepared in three main sections. It has taken into account the approved five year development plan and Local Economic Development Strategy.

Accepted 27 August, 2013 The research analyzed the role of Catholic Missionaries in the promotion of formal education in North- western Uganda, a region popularly known as West Nile. Primary data was collected by means of questionnaires, observations and interviewing methods. The data was then entered in the computer for sorting, editing, coding and presentation in form of tables to show the frequencies and the study attributes.The research found out that, indeed, Catholic Missionaries have greatly contributed to the development of formal education in West Nile. It was also realized that their syllabus was biased on religion and their education system has caused hatred amongst the people of West Nile which is existent up to today. For instance, Catholic Seminaries only admit students of Catholic background hence causing divisionism in the education system in the region. Therefore, in order to alleviate the situation, it was recommended that the Ministry of Education and Sports should encourage inter-school educational visit programs through the District Education Committees. School heads should organize conferences, seminars and workshops not only to encourage unity amongst the schools but also to improve on the performance of students in the region.
