Academic Profile I Mohammad Rashid Azeez was born at Hayat Nagar, Sambhal, Moradabad U.P. My father’s name is Mr. Abdus Samad Saifi. I have completed my Matric from Zia ul Uloom Higher Secondary School Sarai Tarin and Intermediate from Hind Inter College Sambhal and B.A. from Dharam Samaj College Aligarh Dr. B.R.A. University and M.A. Urdu from Dr. B.R.A. University Agra and I have qualified the NET exam of UGC as well. I have many courses like Adeeb-e-Mahir and Adeeb-e-Kamil from Jamia Urdu Aligarh and Dabir-e-fazil from Urdu Board Aligarh to my credit. I have also completed basic Computer Course from S.I.E.T. Chandigarh. I have been awarded Ph.D Degree by MJP Rohilkhand University Bareilly under the supervision of Prof. Shahzad Anjum, Government Women’s PG College Rampur. I took PG Diploma in Paleography from University of Delhi. I started my teaching career as Urdu Teacher/ Lecturer in several schools and colleges as Sabri H.S.S. School Chandigarh, Nighat Inter College Sambhal, SBH Azad Girl’s Degree College Sambhal, Urdu Academy Delhi, Satyawati College Delhi and I was associated with the Department of Urdu, University of Delhi and at the same time served as an editor of many magazines and journals including the prestigious Urdu journal quarterly “Naya Safar” Allahabad and Delhi (07 Issues) and one of the most popular Urdu literary magazine Aiwan-e-Urdu Delhi (42 Issues), a children’s magazine “Bachchon ka Mahnama Umang” (42 Issues). I also contributed to Aiwan-e-Urdu, my “dialogues” with the stalwarts of Urdu literature, introductory reviews of newly published Urdu books and substantial contribution to Aiwan-e-Urdu’s special issues etc. Qurrat-ul-Ain Haider Number and Qamar Rais Number shall always remain important milestones of my literary career. MY literary journey began as a journalist and writing poetry. My first published work was a compilation of poetry titled “Jalal Afsar ke Rat Jagon ki Roshnai” in 2006, 1 ڈاکٹر راشد عزیز which was a tribute to his life’s first friend, philosopher and guide, Jalal Afsar, after the latter’s death. Subsequently, I assisted one of the top notch Urdu poets, writers, critics and research scholar Professor Qamar Rais in the preparation and compilation of a stupendous literary work “Taraqqi Pasand Adab Ke M’emar-Encyclopaedia” in which I contributed 13 write ups on various writers in addition to biographical sketches of 64 writers. I also translated an Urdu monograph “Sajjad Zaheer” into Hindi for Sahitya Academy, Delhi and Mulayam Singh-Ek Siyasi Zindagi” from Hindi to Urdu for Konark publications. Both these translations were unequivocally appreciated as being of a high standard. I have edited and compiled two books, “Pas-e Ashk” poetry of Shahbaz Nadeem Ziaee in Urdu and “Bol Bol Anmol” poetry of Allah Noon in Hindi. “Pas-e-Tasveer” is a collection of my original and highly analytical essays marked by the elements of deep research with a touch of critical appraisal, interspersed with nuances of prosody, allusions of astrological influences, sufistic insinuations and impressionistic expressions. In the same vein, my poetic collection titled “Taabeer-e- Junoon” pesents a well-balanced combination of classicism and present day realization of liberal attitudes. My poetry unfolds a rare concoction of expertise of the craft and intricacies of art, with outstanding elements of love in all hues, spirituality in pure form, complications of present day living, decency of social conduct and a colourful variety of human interaction. “Rohilkhand mein Lok Geet” is an outstanding work in the field of research and criticism by me which tends to go to the linguistic roots of Urdu language. It is quite apparent that I have toiled unremittingly and gone deep into the etymological history and background of the diction used in the popular folk in order to bring out the finest of nuances and every dimension of every emotion expressed therein. I have also successfully countered the allegation leveled against Urdu of not having its own folk literature by this appreciable research and critique of Rohilkhand ke Lok Geet. “Mukalma Mashaheer-e-Adab Se” vol. I & II, two reference books in urdu world, belong to my academic credential. Both volumes having biographical and research material regarding eminent urdu pillars are real academic achievements. Moreover, these volumes have my research dialogues with 42 stalwarts of urdu literature. I have attempted as a researcher, to make the unexplored horizons of information through these dialogues available to the academic community as well as possible which otherwise would have still remained unavailable in any scripts. I have written more than 75 research papers and articles, more than 75 reviews on books, more than 42 dialogues with prominent urdu writers, researchers and critics and more than 150 poems also as Hamd, Na’at, Manqabat, Qaseeda, Ghazals, Nazm, 2 ڈاکٹر راشد عزیز Rubaiyat etc. All these writings have been published in prestigious and popular journals, magazines and papers. I have participated in 80 seminars and workshops and presented 68 analytical, critical and research papers. These papers have been appreciated by audience and eminent scholars. I have delivered many radio talks on various literary, social and general topics. I have anchored 13 episodes of Asri Awaz interviews on DD Urdu Gajpati Communications New Delhi. I also visited Saudi Arabia as a delegate on behalf of Ministry of External Affairs, Government of India under youth exchange programme in 2007, Representing Sahitya Akademi Delhi as an urdu writer. At present I am working as Assistant Professor in the Department of Urdu, Central University of Kashmir. Five research scholars have been doing integrated M.Phil./Ph.D under my supervision. I have achieved 09 Awards and Recognitions for my literary and academic contributions. My areas of academic interest are folk- lore, Urdu Prosody, Literary criticism and theory, Origin and development of Urdu Language and Literature, Socio-Cultural Study of Urdu Literature and Urdu Journalism and Mass Media. A recipient of the Padma Shri, the Ghalib Award and the Mir Anis award, Zaidi had to his name several books of ghazals and nazms, scholarly works on Urdu literature, including The History Of Urdu Literature, and was working on a book called Urdu Mein Ramkatha when he died in 2004. Considering that much of Zaidi’s work “served as a bridge between languages and cultures”, his family felt the best way to honour his literary legacy would be to focus on translations. Since the prize was to be given to a short story in translation in the first year, submissions of an unpublished translation of a published Urdu story were sought. While Jalil won the prize, the joint runners-up were Fatima Rizvi, who teaches literature at the University of Lucknow, and Pakistani social scientist and critic Raza Naeem. The judges, authors Tabish Khair and Musharraf Ali Farooqi, chose to award Jalil for her “careful, and even” translation of a story by Gulzar, Dhuaan (Smoke), “which talks about the violence and tragic absurdity of religious prejudice”.

Alexis De Greiff* Abstract: This paper can be seen in the intersection between history of 20th-century physics, diplomatic history and international relations of science. In this work I analyze the dynamics of the negotiations to create the International Centre for Theoretical Physics, which took place between 1960 and 1963 at the International Atomic Energy Agency. In contrast to previous studies on the creation of international scientific institutions, I pay special attention to the active role played by scientists, politicians and intellectuals from the host-city, Trieste (Italy). Further, I spell out the historical circumstances that allowed this group of local actors to become key figures in the establishment of the Centre. I discuss in detail their interests as well as the political and scientific environment that eventually catalysed the diplomatic efforts of the Trieste elite. The present paper is also concerned with the strategies adopted by the advocates of the idea to confront the hostility of delegations from several industrialized countries, the Soviet Union and India. A frontier is a strip which divides and links, a sour gash like a wound which heals with difficulty, a no-man’s land, a mixed territory, whose inhabitants often feel that they do not belong to any clearly-defined country, or at least they do not belong to any country with that obvious certainty with which one usually identifies with ones native land.
