Cultivation of this rice is being done here for more than 100 years back. Thus, this rice 20th May, 2019 variety adapted and evolved itself in its microhabitat or niche. Dst - Patent Facilitation Programme
DST - PATENT FACILITATION PROGRAMME 1 Genesis of Patent Facilitation Programme (PFP) of DST : Department of Science & Technology (DST) Government of India has been implementing Patent Facilitation Programme (PFP) from the year of 1995. Under the Programme Department has established Patent Facilitating Cell (PFC) at Technology, Information, Forecasting Assessment Council (TIFAC) (an autonomous body of the Department) and subsequently 26 Patent Information Centres (PICs) in various states. PFC's and PIC's are engaged in creating awareness and extend assistance on protecting Intellectual Property Rights (IPR) including patent, copyright, industrial design, geographical indication etc. at state level. These PICs have also established Intellectual Property Cells in Universities (IPCU’s) of their respective states to enlarge the network. As of now 142 IPCU’s have been created in different universities of the states. In addition, they are also mandated to provide assistance to the inventors from Govt. organizations, Central & State Universities, for patent searches to find out the potential and assessment of the invention. Further technical and financial assistance in filing, prosecuting and maintaining patents on sustained basis on behalf of Government R&D Institutes and Academic Institutions. 18 Folk Rice Diversity in West Bengal: Conserving this Neglected Treasure DR. ANUPAM PAL Replacing region-specific, salt-tolerant Folk Rice Varieties (FRVs) with Modern Varieties (MVs) of rice was a costly mistake because it became clear that the MVs could not survive in the marginal environmental conditions. By reintroducing FRVs, efforts are being made to regain the time-tested wisdom of traditional practices and the local population There are some reports that say that there were once more than 5,000 region-specific, indigenous varieties of rice in West Bengal, and the erstwhile Province of Bengal had as many as 10,000 varieties. Studying our old scattered scriptures and literature in vernacular and in Sanskrit, Sir William Wilson Hunter (1840–1900), a Scottish historian, statistician and an ICS officer, was the first to document 556 rice varieties in Jalpaiguri, Nadia and Malda districts alone in his famous book in 20 volumes—A Statistical Account of Bengal (1875–79). Later, many others have contributed to this seemingly incomplete documentation. According to a report of the National Bureau of Plant Genetic Resources (2007– 08), more than 82,700 varieties of rice were selected and cultivated by farmers in the Indian subcontinent. These varieties were selected and developed from a single crop species of rice called the oryza sativa by our visionary forefathers, to meet the food security of future generations. Both their contribution and their vision remain unacknowledged. British text books on agriculture and files on the economic policies of the then government described the cultivated crop varieties as ‘indigenous crop varieties’ or ‘native crops’, investing them with a negative connotation that has continued in post-Raj writings, with the media coverage also favouring mainstream agriculture and suggesting that native crops do not have the potential to feed India’s teeming millions. -

POPULATION BY SOME SELECTED INSECTICIDES IN THE FIELD OF SCENTED LOCAL PADDY CULTIVAR TULAIPANJI AT RAIGANJ, UTTAR DINAJPUR, WEST BENGAL, INDIA Kaushik Chakraborty1 and Debes Chandra Deb2 1Department of Zoology, Alipurduar College, Alipurduar, Jalpaiguri, 736122. West Bengal, India 2Department of Zoology, University of North Bengal, Raja Rammohanpur, Darjeeling, 734013 West Bengal, India ABSTRACT : Extent of suppression of paddy leaf folder population by seven selected insecticide formulations were carried out in the field of local paddy cultivar Tulaipanji during four consecutive autumn-crop seasons of 2007-2010 at Raiganj, Uttar Dinajpur, West Bengal, India. Experiment was laid out in randomized block design and had five replications for each year. All the treatments were effective significantly to suppress adult individuals/ trap (LFA), larval individuals/hill (LFL) and the incidence of damaged leaf (DL%). Least number of LFA, LFL and DL were noted in imidacloprid 17.8 SL (100ml/ha) treated field. This was followed by carbofuran 3G (30 kg/ha), fipronil 0.3G (750 ml/ha), monocrotophos 36 WSC (1125 ml/ha), propenphos 50 EC (500 ml/ha), clopyriphos 20EC (1875 ml/ha) and bifenthin 10 EC (500 ml/ha) in ascending order. Extent of suppression of adult individuals, larval population and the degree of damage was maximum in imidacloprid 17.8 SL treated plots (83.23% LFA, 85.45% LFL and 89.61% DL). This was followed by carbofuran 3G, fipronil 0.3G, monocrotophos 36 WSC, propenphos 50 EC and chlopyriphos 20 EC respectively in descending order. -

Creation of buffer stock of 40 lakh metric tonnes (LMT) of sugar for one year and to incur estimated maximum expenditure of Rs.1674 crores for this purpose. However, based on the market price and availability of sugar, this may be reviewed by the Deptt. of Food and Public Distribution any time for withdrawal / modification. 2. The reimbursement under the scheme would be met on quarterly basis to sugar mills which would be directly credited into farmers’ account on behalf of mills against cane price dues and subsequent balance, if any, would be credited to the mill’s account. Benefits: The decisions will lead to: 1. improvement in the liquidity of sugar mills; 2. reduction in sugar inventories; 3. stabilization in sugar prices by alleviating of price sentiments in domestic sugar market and thereby facilitate timely clearance of cane price dues of farmers; and 4. benefits for sugar mills in all sugarcane producing States, by way of clearing sugarcane price arrears of sugar mills Cabinet approves Determination of ‘Fair and Remunerative Price’ of sugarcane payable by sugar mills for 2019-20 sugar season The Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi has approved the proposal in respect of Determination of ‘Fair and Remunerative Price’ of sugarcane payable by sugar mills for 2019-20 sugar season. -

Hwasong-15: North Korea tests most powerful ICBM North Korea successfully launched Hwasong-15, a new type of nuclear- capable intercontinental ballistic missile (ICBM). It is North Korea’s most powerful ICBM that can reach entire eastern US seaboard and Washington. The ICBM was launched from near Pyongyang and had reached height of 4,475 km and traveled 950 km before it accurately hitting a sea target. It landed inside of Japan’s economic exclusion zone (EEZ) in Sea of Japan, about 250 km west of Aomori, which is on northern part of Japan’s main island of Honshu. IMMSAREX-2017 begins in Bangladesh The International Multilateral Maritime Search and Rescue Exercise 2017 (IMMSAREX 2017) began on 27 November 2017 in Cox Bazar, Bangladesh. Admiral Sunil Lanba, Chief of the Naval Staff of Indian Navy, is attending the exercise, on an invitation from Bangladesh. The exercise will be held till 28 November 2017 under the aegis of Indian Ocean Naval Symposium (IONS). Indian Naval ships (INS) Ranvir, Sahyadri, Gharial and Sukanya along with one Maritime Patrol Aircraft P-81 will be participating in the exercise. -

Other than Tulaipanji and Gobindo bhog there are many more varieties of aromatic rice which are good for health as well but not many people know of them and hence these require proper marketing through with the appropriate consumers can be targeted, he felt.
