Dst - Patent Facilitation Programme DST - PATENT FACILITATION PROGRAMME 1 Genesis of Patent Facilitation Programme (PFP) of DST : Department of Science & Technology (DST) Government of India has been implementing Patent Facilitation Programme (PFP) from the year of 1995. Under the Programme Department has established Patent Facilitating Cell (PFC) at Technology, Information, Forecasting Assessment Council (TIFAC) (an autonomous body of the Department) and subsequently 26 Patent Information Centres (PICs) in various states. PFC's and PIC's are engaged in creating awareness and extend assistance on protecting Intellectual Property Rights (IPR) including patent, copyright, industrial design, geographical indication etc. at state level. These PICs have also established Intellectual Property Cells in Universities (IPCU’s) of their respective states to enlarge the network. As of now 142 IPCU’s have been created in different universities of the states. In addition, they are also mandated to provide assistance to the inventors from Govt. organizations, Central & State Universities, for patent searches to find out the potential and assessment of the invention. Further technical and financial assistance in filing, prosecuting and maintaining patents on sustained basis on behalf of Government R&D Institutes and Academic Institutions. The details of the activities with regard to various forms of Intellectual Property Rights carried out under the DST-Patent Facilitation Programme (PFP) during the last 3 years (2016-17 to 2018-19) are given in two tables below: Table 1 : PFC-TIFAC's Patent Facilitation Activities 2016-2017 to 2018-2019 S. IP FACILITATION ACTIVITIES OF DST PATENT FACILITATING CELL (CENTRE) PFC-TIFAC 5 Patent Facilitation Cell- TIFAC: DST through Patent Facilitation Cell (Centre) helps in filing and prosecuting patent and other IPR applications in India and in other countries on behalf of academic institutions and government R&D institutes. These patent and IP applications are drafted and filed through patent attorneys on the panel. The cost of filing these patents is borne by Department and patent/IP applications are filed in the name of inventing institute/s. Department conducted through patentability assessment in house for all the invention disclosure received by it. Facilitation on filing of Patents during 2016-2019 DST through Patent Facilitation Centre has assessed the patentability of about 228 new cases for filing of patents on behalf of academic and government R&D institutions. Out of which 98 cases were found suitable and have been sent to attorneys for filing of new patent applications during 2016-2019.     Introduction West Bengal is one of the thirty-seven constituent states/ Union Territories of the Union of India lying on the eastern region of the country. India's total landmass is divided into 28 states and 9 union territories. Until 6 August 2019, there were officially 29 states in India. However, that number now has decreased by one to make 28 states after Jammu & Kashmir was granted the status of a Union Territory with its own legislature. It is the 4th ranked state in percentage share of 7.79 to total population of India and also the seventh most populous of the sub-national entity of the world, with over 91 million inhabitants covering a total area of 88,752 sq. km3. West Bengal is one of the most thickly populated states with population density of 1028 per sq. km. The striking point is that with 2.70 percent land share of the country it sustains 7.55 per cent of its population, ranks 12th in area but 4th in population share. A major agricultural producer, West Bengal is the 6th largest contributor to India’s net domestic product. It is bordered by the five national boundaries of Orissa, Jharkhand and Bihar on the west, Sikkim on the north and Assam on the east. It has international borders with the neighbouring countries – Bhutan and Nepal on the north and Bangladesh on the east. History of Bengal Bengal finds a place even in prehistoric times. Stone-age tools have been excavated in the state dating back 20,000 years. Remains of civilization in the greater Bengal region date back 4,000 years.

(Dated: May 12, 2020) Abstract We study the Basque to English etymological dictionary of late R. L. Trask. We draw the natural logarithm of the number of words, normalised, starting with a letter vs the natural logarithm of the rank of the letter, normalised as well as unnormalised. We find that the words underlie a magnetisation curve of a Spin-Glass in presence of little external magnetic field. ∗ [email protected] 1 I. INTRODUCTION "Gekhane dekhibe chhai, uraiya dekho tai, paile paite paro, parosho ratan." |{Bengali proverb. When the author was a student in class eight, he got a class-mate by the nickname "buru". Since then, he was wondering where from the word orginated. The road ended when he stumbled on the "Etymological Dictionary of Basque",[1], written by the late R. L. Trask. "Buru" is a two thousand years old Basque word, meaning headman. The dictionary is a treasure trove. Sirname of a colleague of the author is Askari. "Askari" in Basque means lunch or, tea. We often overhear the word "zaldibaji". In Basque "zaldi" means horse. Interestingly, in Basque, "Bilarri" means ear, "biki" means twin or, pair of twins, "bihar" means tomorrow, "biru" means thread or, fibre, "giro" is atmosphere, "jagon" is guard, "kabra" stands for a spiny red fish, "kopar" means "basin", "handi" is big, "lur" is earth, "patar" is hard liquor. Surprisingly, "judu" refers to Jew. Basque people originated from Aquitanian tribes populating the coast of South of France and North of Spain.
