INTRODUCTION While the outcome of the March 2018 Tasmanian State Election was predictable,1 the controversies that dogged the campaign were not. Yet it was the aftermath of the election that was most astonishing—not only to the public but also to members of Cabinet. Tasmania is different. Its parliamentary institutions are unusual and its electoral system is distinctive. So were the issues on which the March 2018 state election was fought. In the lead up to the election both major parties campaigned to govern alone or not at all—neither in minority nor in coalition with the Greens. As well as this apparently overarching concern, there were three other major issues prominent during the campaign—an acute housing shortage, the thousands of poker machines in pubs and clubs, and the surprise matter of gun control. Health, education, law and order, the economy and who would best manage the budget were, as usual, also policy battle grounds; however, the minority government fear campaign, a television blitz on the benefits of poker machines and considerable 1 N. Barton Deakin Standing Brief: Gutwein Ministry 24.01.2020 Following the resignation of Will Hodgman MP as Premier of Tasmania, Peter Gutwein MP was appointed the 46th Premier on the 20th January. In addition to serving as Premier, Mr Gutwein will continue as Treasurer. Mr Gutwein will also serve as Minister for Climate Change, the first in a Tasmanian Liberal Government. Sarah Courtney MP will take on a new portfolio as Minister for Strategic Growth. Michael Ferguson MP will assist the Treasurer as Minister for Finance. Jane Howlett MLC will be promoted to the Ministry, serving as Minister for Sport, Recreation, and Racing. A number of serving ministers will take on additional portfolios: Elise Archer MP will take on Heritage; Sarah Courtney MP will take on Strategic Growth, Small Business, Hospitality and Events; Roger Jaensch MP will take on Environment and Parks; Jeremy Rockliff MP will take on Trade, Advanced Manufacturing and Defence Industries, Disability Services and Community Development. There are no changes to parliamentary secretaries. QUESTIONS Ms Sarah Courtney - Alleged Breach of Ministerial Code of Conduct Ms WHITE question to PREMIER, Mr HODGMAN [10.04 a.m.] Yesterday you refused to answer a very simple but pertinent and important question that goes to the heart of the breach of the ministerial code of conduct for your former primary industries minister. I will give you another opportunity. When did the relationship between former minister, Ms Courtney, and her department head, Dr Whittington, begin? ANSWER Madam Speaker, as I said yesterday very clearly, Ms Courtney has stood down from her responsibilities pending the outcome of the independent inquiry into the conflict that has arisen in relation to a personal relationship that I am advised has developed over a recent and short period of time. The process I have undertaken, by swiftly and appropriately engaging independent individuals to inquire into this matter, will assess the issue of a conflict and the issue of any decisions made during this time. At the heart of this matter is ensuring good process is followed. The first thing needed to be done was for Ms Courtney to step down from her responsibilities and for these matters to be investigated appropriately, not with anyone making pre-emptive judgments about their outcome. I will respond in due course once that process is completed. (ABC News: Scott Ross) Premier Will Hodgman has unveiled his new Cabinet, in which he has given the job of fixing Hobart's housing crisis to the northern MP Roger Jaensch. Despite being down two seats to 13 Lower House MPs, the size of the Cabinet has been returned to nine after it was reduced in the last reshuffle. Mr Hodgman said he made the decisions about who would do which jobs. "This is an opportunity for us to refresh, to put new blood, new experiences, new perspectives into important roles," he said. Mr Jaensch would take on Planning and the difficult portfolio of Human Services. That leaves Jacquie Petrusma, who during the campaign expressed her desire to stay on as human services minister, to take on Disability Services and Community Development, Aboriginal Affairs, Women, Sport and Recreation. Long-serving MP Rene Hidding will replace Mark Shelton as Speaker. Mr Hodgman will relinquish the role of attorney-general to Elise Archer, who was overlooked by the position, in the last reshuffle. -
