YourYapton News Published by Yapton Parish Council NOVEMBER 2016 Issue 81 Chairman’s Christmas Message It seems to have been a year when Brexit and the American Presidential Campaign have dominated the political scene, and you can’t get away from either. Neither sadly can we forget the wars and fighting in other parts of the world, with the distress caused by the thousands of people killed, maimed or made homeless. How is it that the extremists with political or religious ideology can ruin the lives of millions? The good news of the summer must be the fantastic results of our Olympic and Paralympic competitors in their respective Olympic games in Rio. Nearer to home as you will read elsewhere in this edition of Yapton News, your parish council has continued to oppose what we believe to be unsustainable major housing development applications. This past year 3 of our parish councillors have decided to stand down, I thank them for their work on the council, and welcome their replacements and hope they enjoy many successful years supporting the village. I would like to express sincere thanks to Jo and Alan Smithers who yet again in all weathers, are out and about each morning picking up the litter dropped on the playing field and the areas around it, and to the volunteers who ensure that Yapton News is delivered to every household in the village. It is also the time of year we traditionally think of others less fortunate than ourselves, the homeless, the needy, the sick, the lonely and the elderly. Let us also remember those who work tirelessly to bring comfort and support to those in need. All the members of Yapton Parish Council as well as Andrew Gardiner our Clerk join me in warmly sending Seasons Greetings not only to our Yapton residents but those of you around the world that enjoy reading Yapton News. Yapton and Ford Village Hall Report by Derek Ambler The Race Night held on the 1st of October was well attended, possibly the lure of the Bangers and Mash Supper contributed to it’s appeal. Arrangements for the filling of this vacancy will be announced early in the new year. The Parish Council welcomed Sally Beard as the new co-opted councillor taking the place vacated by Dan Goddard who resigned in July 2016. The following is a short piece from Councillor Sally Beard – I have lived in Yapton for over 5 years having moved here from Havant in Hampshire. I enjoy living in Yapton and would like to take up a more active role within the village. I am a member of Yapton Village WI. Prior to moving to Yapton I had my own secretarial business for nearly 20 years working from home mainly as a professional minute-taker and meeting organiser with various large organisations. I was also an Accredited Clerk to many school governing bodies. I was a Parish Councillor for Catherington ward on Horndean Parish Council, north of Portsmouth, for 5 years. Firstly, I was a co-opted councillor and later as an elected councillor. Horndean is one of the largest Parish Councils in Hampshire serving a semi-rural area with its own Countryside Team. During my time as a councillor I served on all the committees, including a year as chairman of the Planning Committee and two years as Vice Chairman. I stood down in July 2004 to take up another voluntary role. In 2006 I was appointed Clerk to Rowlands Castle Parish Council, in which position I served for 6 months resigning to take up a new career. traffic Issues in Yapton – A further 3 residents have signed up to the Yapton Community Speedwatch Scheme following the appeal in the last Yapton News. The Community Speedwatch Scheme can now definitely proceed, and we are always happy to welcome more volunteers to get extra people to join and take this initiative forward. If you are interested please contact the Clerk of the Council. Watch out for the speedwatchers around the village. Parking Issues in Main Road Car Parks – The Council considered legal advice concerning the long-term parking of vehicles in its Main Road Car Parks. These two car parks are intended for short-stay users of the local facilities in the area and the Council will continue to monitor the parking of vehicles in the car parks on a regular basis. The Council considered a report on current planning issues in Yapton. The report updated Members on the decision of the Secretary of State for Communities and Local Government to dismiss the appeal submitted by Keith Langmead, and refuse to grant planning permission to build up to 100 houses on land to the north of St Mary’s Church, following the appeal hearing in July 2015 (14 months ago!). The Developer has since lodged a challenge in the High Court against the Government’s decision to dismiss the appeal and to refuse Planning Permission. The appeal will be heard in the High Court on a date to be determined. The preparation of the Arun District Council’s Local Plan has been delayed. The draft local plan identifies a substantial increase in the number of houses to be provided in the district and states that Yapton has been identified as a parish which could accommodate a strategic housing site (around 300 housing units). An opportunity to comment on the draft Local Plan will be available to residents sometime in 2017. The Secretary of State for Communities and Local Government has decided to “call-in” the decision of Arun District Council to grant Planning Permission for up to 108 homes on land off Burndell Road. The Parish Council considered various options available to it to contest the decision. This will be at a Public Inquiry to be held in April 2017. The Council has decided not to pursue Rule 6 Party status at the forthcoming Public Inquiry which would have given it full access to the Public Inquiry. The Council could not sustain, in financial terms, the appointment of a Barrister or a Planning Consultant to prepare for and represent the Parish Council at the Inquiry, and to present the Parish Council’s Case and to cross-examine the Applicant’s Legal team. The Parish Council will attend the Inquiry and speak as a third party. John Lawson’s Circus – The Council agreed a request for the Circus to visit Yapton from Monday 15th to Wednesday 17th May 2017. Allotments – The Council agreed that the annual allotment rental be increased from £30.00 to £31.00 for a 5 rod plot in 2017/2018. Next meeting: Monday 9th January 2017 – the Planning Committee will meet at 7pm and the Parish Council will meet at 7.30pm. Both meetings will be held in the Village Hall. The meetings are open to the public and you are very welcome to attend.
