Kính gửi: Các Chủ tàu/ Công ty quản lý tàu biển Các Cơ sở chế tạo sơn dùng cho tàu biển Các Cơ sở thiết kế và đóng tàu biển Các Chi cục Đăng kiểm tàu biển Tại khoá họp thứ 82 (ngày 08 tháng 12 năm 2006), Uỷ ban An toàn Hàng hải (MSC) của Tổ chức Hàng hải quốc tế (IMO) đã thông qua Nghị quyết MSC.216(82) về sửa đổi, bổ sung Công ước quốc tế về an toàn sinh mạng con người trên biển, 1974 (SOLAS) và Nghị quyết MSC.215(82) về Tiêu chuẩn chức năng của lớp phủ bề mặt bảo vệ dùng cho két chứa nước biển chuyên dùng để dằn của tất cả các kiểu tàu và không gian mạn kép của tàu chở hàng rời. Các nghị quyết này sẽ có hiệu lực vào ngày 01 tháng 07 năm 2008. Theo quy định 3-2 của SOLAS được sửa đổi, bổ sung bởi Nghị quyết MSC.216(82), các tàu có tổng dung tích từ 500 trở lên với đặc điểm như sau: • Có hợp đồng đóng mới vào hoặc sau ngày 01 tháng 07 năm 2008; • Nếu không có hợp đồng đóng mới, sống chính của tàu được đặt hoặc tàu ở giai đoạn đóng mới tương tự vào hoặc sau ngày 01 tháng 01 năm 2009; và • Tàu được bàn giao vào hoặc sau ngày 01 tháng 07 năm 2012. Phải áp dụng mục 2 của quy định 3-2 như sau: "2 Tất cả các két chứa nước biển chuyên dùng để dằn của các tàu và các không gian mạn kép của các tàu chở hàng rời có chiều dài từ 150 m trở lên phải được sơn phủ bảo vệ trong quá trình đóng tàu phù hợp với Tiêu chuẩn chức năng của lớp phủ bề mặt bảo vệ dùng cho két chứa nước 1 VRCLASS.IT biển chuyên dùng để dằn của tất cả các kiểu tàu và không gian mạn kép của tàu chở hàng rời, được Uỷ ban An toàn hàng hải thông qua bằng Nghị quyết MSC.215(28), ...". ADOPTS the Performance standard for protective coatings for dedicated seawater ballast tanks in all types of ships and double-side skin spaces of bulk carriers, the text of which is set out in the Annex to the present resolution; 2. INVITES Contracting Governments to the Convention to note that the Performance standard for protective coatings will take effect on 1 July 2008 upon entry into force of the amendments to regulations II-1/3-2 and XII/6 of the Convention; 3. REQUESTS the Secretary-General to transmit certified copies of this resolution and the text of the Performance standard for protective coatings contained in the Annex to all Contracting Governments to the Convention; 4. FURTHER REQUESTS the Secretary-General to transmit copies of this resolution and the Annex to all Members of the Organization which are not Contracting Governments to the Convention; 5. INVITES Governments to encourage the development of novel technologies aimed at providing for alternative systems and to keep the Organization advised of any positive results. I:\MSC\82\24-Add-1.doc MSC 82/24/Add.1 ANNEX 1 Page 2 ANNEX PERFORMANCE STANDARD FOR PROTECTIVE COATINGS FOR DEDICATED SEAWATER BALLAST TANKS IN ALL TYPES OF SHIPS AND DOUBLE-SIDE SKIN SPACES OF BULK CARRIERS 1 PURPOSE This Standard provides technical requirements for protective coatings in dedicated seawater ballast tanks of all type of ships of not less than 500 gross tonnage and double-side skin spaces arranged in bulk carriers of 150 m in length and upwards1 for which the building contract is placed, the keels of which are laid or which are delivered on or after the dates referred to in SOLAS regulation II-1/3-2 as adopted by resolution MSC.216(82). 2 DEFINITIONS For the purpose of this Standard, the following definitions apply. 2.1 Ballast tanks are those as defined in the Guidelines for the selection, application and maintenance of corrosion prevention systems of dedicated seawater ballast tanks (resolution A.798(19)) and the Guidelines on the enhanced programme of inspections during surveys of bulk carriers and oil tankers (resolution A.744(18), as amended).

Why do their positions seem so aligned with their products? They sell Catamarans only? They’re the best. They sell monohulls only? They’re the best. How about your friend whose HEARD THINGS. But who has sailed monohulls for the last 20 years. He can certainly tell you about those Catamarans! We sell and sail both Catamarans and Monohulls. We run charter companies featuring both. We hire captains who deliver both. Visit factories for both. Talk to designers for both. This presentation will be based on our experiences with both types of boats. We sell both about equally and have little to gain promoting one over the other. In addition to our personal experiences, I will relate what we’re told by transatlantic delivery captains. By owners and charterers. By designers. I firmly believe that when something is right, it makes perfect sense. I hope that you will find that this discussion makes sense. In the end, you have to decide WHAT MAKES SENSE. In this presentation, I’m talking strictly about boats that make sense for living aboard and offshore sailing. Not daysailors. Not racers. Serious cruisers… As I advocate or negate each category I switch hats. Talking from that camps point of view, but modifying my remarks with our personal experience. In all cases we assume a well designed state of the art boat oriented towards our purposes mentioned above.

    CAT MAN Multihull pioneer James Wharram is still preaching the gospel BY SAM FORTESCUE ext time you climb on board a Lagoon in the Caribbean or spy a Prout bobbing in the harbor, spare a thought for James Wharram. Though this somewhat froward Englishman won’t thank Nme for saying so, he is partly responsible for both—and indeed, all the other modern catamarans now sprouting like Sargasso weed among the world’s warm-water cruising grounds. As a designer of Polynesian double-hulled sailing craft (he hates the word “catamaran”) with more than 10,000 sets of design drawings sold, he has arguably done more to popularize the multihull than anyone else. His distinctive home-build boats can be spotted on the water from Maine to Melbourne, but at the tail end of a career spanning more than 60 years, he is at last starting to slow down—as I learn when I catch up with him at his home on Devoran Creek, Cornwall, where we naturally start with a cup of tea. “Never get involved with young women, because they grow up and dominate you,” he warns me with a twinkle in his eye. As he imparts this sage advice in a hearty Lancashire accent, his partner of 50 years, Hanneke Boon, is clattering about in the kitchen next door, looking for some cake. He wriggles his toes in thick woollen socks, resting his long legs on a low table in the sitting room. Through the windows behind him, the twin hulls of Mana, his latest design, bob gently on the chop.

    [2141] A Tension Leg Platform (TLP) is an offshore floating platform which is used for oil and gas exploration. The Tension Leg Platform (TLP Platform) is so referred because of its structural dynamics. The offshore platform consists of steeled sinewy pillars that are tautened on purpose and supported with cable-lines to provide weightlessness to the floating operational platform structure above the surface of the water. One of the most extensively used type of oil platform, the oil platform design gains immense credibility primarily because of this structural singularity and secondly because of its high efficiency levels in comparatively deeper high seas operational areas. [2142] The constructional configuration of the TLP platform can be categorized into three major components. The operational rectangular deck of the platform rising above the oceanic surface is quite akin to other types of high seas’ drilling and rig decks. Just below the operational platform are four pontoon-like pillars filled up with air that provide the necessary weightlessness to the above placed operating deck. These pontoon-like structures are regarded to be the mainframe torso of the entire tension leg platform. [2143] Affixed to this torso are the aforementioned cable-lines that are appropriately tautened so as provide the necessary tenseness that would account for the weightlessness of the overall structure. Extending from the pontoons are the steeled sinews, founded deep into the oceanic depths. These steeled structures enable the provision of stability to the entirety of the offshore oil drilling platform on a more permanent basis, as compared to other existing offshore rig platforms.

The three modes were built and modified based on the previous models developed at ITS which was applied for river and coastal areas. The analysis is focused on the evaluation of stability and seakeeping criteria. The stability criterion is based on IMO regulation and the seakeeping criterion is solved using Maxsurf and CFD analysis. The whole results are compared each other together with comparative analysis with published data in order to find out the most suitable vessel mode for the indicative seawaters.
