At the time of its certification in June 2019, the new IOC Headquarters in Lausanne, Switzerland, received the highest rating of any of the LEED v4-certified new construction project. This was only possible thanks to the PV system consisting of 614 mono-Si modules, amounting to 179 kWp and covering 999 m2 of the roof’s surface. The country has seen improvement in all four dimensions of control of corruption described in the equilibrium model of Alina Mungiu-Pippidi (2011) since the restoration of its independence in 1991. The changes in the different dimensions happened almost simultaneously. During the first government of Mart Laar (1992-1995), policies that reduced material resources and strengthened legal constraints were implemented. Estonia pioneered important liberal reforms, for instance the adoption of a flat tax which then became very trendy in Eastern Europe and a very advanced e-government inspired from the neighbouring Finland. It also had the most radical policy towards Soviet time judiciary, replacing most of it and restarting practically all over with new magistrates. Normative constraints are also high, with a public opinion intolerant of particularism, an active civil society and a free press. The paper tries to explain why Estonian elites succeeded in promoting good governance and anti-corruption measures more than most other Central and Eastern European countries.

Equity investments include that in Elia Grid International NV/SA, which is accounted for as an associate using the equity method. The three affiliates have their registered offices in Berlin, while Elia Grid International NV/SA, in which 50Hertz Transmission holds a direct interest, has its registered office in Brussels. A group non-financial statement has been added in a new separate section of the group management report of Eurogrid. Cooperation within Elia Group As listed holding company and ultimate management company, Elia Group NV/SA (“Elia Group”) holds all shares in Elia Transmission Belgium NV/SA (“Elia TSO”) as well as in Eurogrid International NV/SA (“Eurogrid International”) and thus indirectly in Eurogrid and 50Hertz Transmission and Elia Grid International NV/SA. Elia TSO is the Belgian transmission system operator (TSO). Under the Elia Group name, Elia TSO and 50Hertz, as two strong European transmission system operators, work closely together along with all the other group companies. Organisationally, the cooperation within the Group is enhanced by establishing shared group functions, in particular for IT, procurement, strategy, group controlling and EU affairs.

So far, discussions have mainly centred around sector coupling between electricity and natural, renewable or decarbonised gas. Little attention however has been devoted to wider system integration with other energy carriers such as waste and ambient heat (which can be widely tapped via district heating networks and heat pumps), geothermal energy, biomass, etc. These heating and cooling technologies and solutions allow for a greater involvement of local authorities and prosumers because of their decentralised nature. How does the European Commission intend to tap into this new empowerment potential as part of the upcoming gas market reform?
