  • Commissioner Kadri Simson Energy European Commission B-1049 Brussels – Belgium
Commissioner Kadri Simson Energy European Commission B-1049 Brussels – Belgium Brussels, 9th June 2020 Subject: Main priorities for water under the Commission 2019-2024 Dear Commissioner, For nine consecutive years, the World Economic Forum has ranked water crises as a top global societal risk in terms of impact on every aspect of our lives. The post COVID19 situation in Europe is a wake-up call to switch to a new paradigm in which consideration for water security and risk management are prerequisites. The EU Water Alliance, composed of a broad range of water-related stakeholders, has therefore addressed key messages to Von der Leyen’s Commission (see annex 1). As you are entrusted with the role of Commissioner for Energy, water-related challenges directly impact your mission to provide safe, secure and sustainable energy for Europe, empowering people and regions alike. Therefore, this large coalition of water-related stakeholders kindly requests a meeting with you to discuss the following points of interest: • The importance of the water-energy nexus. Water and energy efficiency go hand in hand: Both an energy efficient or energy-producing water sector and conversely, water efficiency within the energy sector will support environmental objectives. The Green Deal is an opportunity to mitigate GHGs and to reduce the use of water by fully exploiting the water-energy nexus (extracting energy from water fluxes, exploiting energy gradients in water and reducing energy-intensive water needs such as heating and cooling). • The challenge of small and large-scale hydropower as a potential source of renewable energy production but with major environmental impacts on river basins, and the risk for fishery, agriculture and transport.

European Research Centre for Anti-Corruption and State-Building Working Paper No. 32 The Long Transition to Good s Governance: the Case of Estonia Looking at the changes in the governance regime and anti- corruption policy Aare Kasemets (Paper presented at the XXII World Congress of International Political Science Association, Madrid, July 8-12 2012) ERCAS WorkingPaper July 2012 www.againstcorruption.eu Abstract: This paper deals with the post-communist positive outlier Estonia, which made according to international comparisons perhaps the most spectacular progress in the world, from a totalitarian regime to a quality democracy in less than twenty years. The country has seen improvement in all four dimensions of control of corruption described in the equilibrium model of Alina Mungiu-Pippidi (2011) since the restoration of its independence in 1991. The changes in the different dimensions happened almost simultaneously. During the first government of Mart Laar (1992-1995), policies that reduced material resources and strengthened legal constraints were implemented. Estonia pioneered important liberal reforms, for instance the adoption of a flat tax which then became very trendy in Eastern Europe and a very advanced e-government inspired from the neighbouring Finland. It also had the most radical policy towards Soviet time judiciary, replacing most of it and restarting practically all over with new magistrates. Normative constraints are also high, with a public opinion intolerant of particularism, an active civil society and a free press. The paper tries to explain why Estonian elites succeeded in promoting good governance and anti-corruption measures more than most other Central and Eastern European countries.

  • Question to Commissioner-Designate Kadri Simson Questions to Vice-President-Designate Frans Timmermans
Question to Commissioner-designate Kadri Simson Subject: Support to local empowerment in the framework of the gas decarbonisation package In the framework of the upcoming gas market reform, industry experts have exchanged views numerous times with the European Commission, notably via the so-called “Madrid forums”. So far, discussions have mainly centred around sector coupling between electricity and natural, renewable or decarbonised gas. Little attention however has been devoted to wider system integration with other energy carriers such as waste and ambient heat (which can be widely tapped via district heating networks and heat pumps), geothermal energy, biomass, etc. These heating and cooling technologies and solutions allow for a greater involvement of local authorities and prosumers because of their decentralised nature. How does the European Commission intend to tap into this new empowerment potential as part of the upcoming gas market reform? Questions to Vice-President-designate Frans Timmermans Subject: Improved multi-level governance in the framework of the proposed Climate Pact In the first 100 days of your mandate, you will have to deliver a new “European Climate Pact” that is expected to bring about a new “climate culture in Europe”. Some 8,000 cities have already committed to ambitious climate and energy action via the EU Covenant of Mayors. How do you plan to seize the Climate Pact opportunity to encourage Member States to install or reinforce coordinated energy planning with their local authorities? Could the “Energieakkoord” governance model from your home country serve as an example in this respect? Subject: Introduction of climate-proofed EU budget and monitoring of Member States’ own climate proofing The only path to reach the 2050 climate neutral target means revising the 2030 target and, crucially, aligning all policies with climate neutrality.
