EUROPEAN COMMISSION XIII 2019-2024 IINNTTRROODDUUCCTITOINON President-elect Ursula von der Leyen announced today list of Commissioners designate and their respective portfolios. This follows a series of formal interviews President-elect von der Leyen held, over the past weeks, with each of the persons suggested by the Member States as candidates for Commissioner. Now, the European Parliament must then give its consent to the entire College of Commissioners, including the President and the High- Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission. This is preceded by hearings of the Commissioners-designate in the relevant parliamentary committees, in line with Rule 125 of the Parliament's Rules of Procedure. Once the European Parliament has given its consent, the European Council formally appoints the European Commission, in line with Article 17(7) TEU. European Commission XIII for the first time in history has almost a perfect gender balance, with 13 women and 14 men. In this publication, we present each Commissioner-designate, her/his political affiliation, former roles, and allocated portfolio. HBM4EU is a European-scale human biomonitoring initiative under Horizon 2020 that includes 30 countries and the European Environment Agency. HBM4EU supports chemical policies by building knowledge on the exposure of the European population to chemicals and subsequent impacts on health. Zero pollution applies as much to people as to the environment. The bodies of European citizens are contaminated by hundreds of chemicals. To attain zero pollution, Europe needs human biomonitoring to measure chemicals in the bodies of European citizens and to assess the associated health impacts. Europe needs a human biomonitoring surveillance system grounded in European Union legislation. Populations in countries such as the USA, Canada and Korea already benefit from national human biomonitoring systems, a cornerstone of risk assessment and sustainable chemical management. Several Member States also have systems in place, including France, Germany, Belgium, Sweden and Czech Republic.

    What Is EU Public Health and Why? Explaining the Scope and Organization of Public Health in the European Union Scott L. Greer Holly Jarman University of Michigan Abstract Public health is notoriously difficult to define, and that is the case for public health in the European Union as much as other political systems. In this article, the authors try to identify the actual scope and meaning of public health as it is institu- tionalized in the EU political system. Using a mixture of historical policy and legal analysis, the authors show how the evolution of the institutional space called public health in the EU has been shaped by the EU’s distinctive constitutional nature, its focus on regulation, and the legacy of its focus on market making as well as the preferences of its political leaders. The European Union does have an increasingly large space named “public health,” in which health ministers, the health directorate-general, and invoca- tion of its public health treaty article 168 can be found, as well as a much broader and older area of activities justified by the need to manage adverse health consequences of market-making policies in other areas such as labor standards and agriculture. The COVID-19 crisis of 2020 not only led to a strengthening of EU public health but also showed that the EU is one of the many political systems in which the legal and bureaucratic domain of public health is far smaller than the actual issues affecting the public’s health. SUTCLIFFE [email protected] University of Windsor ABSTRACT. This article examines the causes and consequences of Euroskepticism through a study of the United Kingdom Independence Party. Based on an analysis of UKIP’s election campaigns, policies and performance, the article examines the roots of UKIP and its, potential, consequences for the British political system. The article argues that UKIP provides an example of Euroskepticism as the “politics of oppo- sition.” The party remains at the fringes of the political system and its leadership is prepared to use misrepresentation and populist rhetoric in an attempt to secure sup- port.
