Hence, this thesis had to come to an end, covering only fragments of what I wanted to say. However, a lesson I learned was that every once in a while it is necessary to finish what you are doing and start something new. Abstract Cross‐border regional development is a means of the EU to achieve European cohesion and integration. Cross‐border cooperation (CBC) is the driving force for cross‐border regional development. So far at the internal EU borders successful CBC has been accomplished; however, the external borders in the East are only at the beginning. For a few years they have been faced with incomparably more difficult challenges than many border regions in Western Europe. The communist past and unstable political and economic years in the 1990s are the source of many of these challenges. This thesis tries to find a scientific analysis tool on the basis of governance concepts in order to scrutinise CBC. It explains the multi‐level context of CBC in Romania on the basis of which the status‐quo of CBC at the Romanian‐ Serbian border was elaborated. Finally the hypothesis will be tested, whether EU visions of CBC coincide with the regional and local realities in the border region. The thesis shall provide an incentive for further, more detailed and systematic research in the field of Cross‐ border Regional Development at the External EU Borders. Zusammenfassung Grenzüberschreitende Regionalentwicklung ist das Mittel der Europäischen Union um das Ziel europäischer Kohäsion und Integration zu erreichen. Grenzüberschreitende Zusammenarbeit ist der Motor grenzüberschreitender Regionalentwicklung. Während an den Binnengrenzen der EU bereits beträchtliche Erfolge erzielt wurden, stehen die Staaten an den östlichen Außengrenzen der Union noch ganz am Anfang. Überdies sind die Grenzregionen in diesen Gebieten mit unvergleichbar schwierigeren Ausgangssituationen konfrontiert (kommunistische Herrschaft und folgende politische und wirtschaftliche Unsicherheit). Die vorliegende Diplomarbeit beschäftigt sich zum einen mit der Frage der wissenschaftlichen Analyse von grenzüberschreitender Zusammenarbeit mittels Governance‐Konzepten. Andererseits sollen die Mehrebenen‐Aspekte dargestellt und anhand dieser in Kombination mit Feldforschungsmethoden der Status‐quo in der rumänisch‐serbischen Grenzregion erarbeitet werden. Überdies wird die Korrelation zwischen europäischen Vorstellungen grenzüberschreitender Zusammenarbeit und der regionalen und lokalen Realität überprüft. Die Arbeit soll ein Anstoß für weitere fundierte und systematisierte Forschungsarbeit zum Themengebiet Grenzüberschreitende Regionalentwicklung an den EU‐Außengrenzen geben.     ZVI GITELMAN Reconstructing Jewish Communities and Jewish Identities in Post- Communist East Central Europe The communist era left the Jews of East Central Europe with a varied legacy, but what they have had in common since 1990 is the ability to choose whether and how to identify as Jews and to reconstruct public Jewish life. They do not do so in isolation, but are influenced both by the societies and states in which they live and by world Jewry and Israel. Ultimately, the choices are theirs, but they are shaped by these external actors. The major issues to be resolved are the nature of Jewish identity and its meaning; how to relate to the post- communist states, their neighbors, world Jewry and the State of Israel; how to deal with the communist past and those who shaped public Jewish life in that period; the restitution of public and private Jewish properties; and the seemingly perennial issue of anti-Semitism. In the course of half a century (1939–1989) the great majority of Jews in East Central Europe were murdered, and the majority of those who survived were deprived of their Judaism and Jewishness. Unlike the Nazis, the communists did not try to destroy Jews, but their policies of official atheism and forced acculturation seriously eroded Judaism and Jewish identity, though the latter was kept alive in most East Central European societies by social and governmental anti-Semitism. Unlike the Soviet state, communist states in Eastern Europe did not identify Jews officially as such on their internal passports, but they kept records which allowed them to identify Jews.

    The Strzygowski school of Cluj. An episode in interwar Romanian cultural politics Matthew Rampley Introduction: the legacy of Josef Strzygowski It has become increasingly evident that perhaps the most influential Viennese art historian of the interwar period was Josef Strzygowski. Although a decisive figure, whose appointment as Ordinarius in 1909 led factional rivalries and an institutional split, Strzygowski’s work achieved a far greater audience than his contemporaries. This was particularly the case in central Europe, where his work was adopted as a model in territories as disparate as Estonia and Yugoslavia. In part his influence was due to his sheer industriousness and the volume of his output, both in terms of research publications and students. Between 1909, when he took up his appointment at the Institute in Vienna, and 1932, when he retired, nearly 90 students graduated under his tutelage; this compares with 13 under Thausing and 51 under Riegl and Wickhoff combined. As one subsequent commentator has noted: ‘Looking back at Strzygowski’s career with the hindsight conferred by time, the most striking impression is that he was never still, perpetually buzzing around like a fly in a jam jar.’1 The range of subjects his students wrote on was bewilderingly diverse, and covered topics as diverse as Arnold Böcklin, murals in Turkestan, Iranian decorative art, domestic architecture in seventeenth-century Sweden, Polish Romanesque architecture and the sculpture of Gandhara.2 Many of Strzygowski’s students would go on to become prominent members of the art historical profession across central Europe, such as the Slovene Vojslav Molè (1886-1973), who would play an important role at the University of Cracow, Stella Kramrisch (1896-1993), Emmy Wellesz (1889-1987), Virgil Vătăşianu (1902-1993), a leading art historian in Romania, Otto Demus (1902-1990) and Fritz Novotny (1903-1983).

Nu i-a căutat şi nu i-a plâns nimeni, căci familii întregi şi-au găsit moartea acolo. Rămăşiţele lor au fost descoperite în urmă cu un an. Trebuiau identifi cate dar şi îngropate în cimitir, unde să-şi afl e odihna veşnică. Nu fără difi cultăţi, această cerinţă de demnitate umană a fost îndeplinită. În ziua de 4 aprilie, cele 100 de victime au fost reînhumate în Cimitirul din Iaşi. A fost o ceremonie solemnă dar reţi- nută, Noi nu vrem răzbunare, a spus în cuvântul său Rabinul Tobias, unul dintre cei şapte rabini din străinătate, veniţi la Iaşi, care se ocupă de prezervarea cimi- tirelor evreieşti.

It appears that the Jews from Transnistria were deprived by their fundamental rights under the leadership of Ion Antonescu and many of them were killed in their interraction with Romanian military forces. After the war, the surviving Jews have the right to adjust to the communist regime, and to integrate in the communist state, but they have to close their organizations and the ties with Israel were considered as dangerous, although they continued to dream and search ways for emigration.

Especially the role of two women became somewhat better known. Viorica Agarici of the Romanian Red Cross got involved in the process of saving several Jews in 1941. The other woman who protested in 1942, when the Germans announced that Jews from Roma- nia were to be deported to the camp Bełżec, was the mother of a young king Mihai called Elena. To this date, no research has been conducted on the Romanian and Jewish women who got involved in the saving of over 5.000 orphaned children from the Romanian occupation territory Transnistria. Some publications informed about the autonomous Help-Commission at the Jewish Center. The article shows how a group of Jewish women collected garments and medication for the deported Jews from Romania in the camps of Transnistria. They closely cooperated with some Romanian women who distributed these goods through the channels of the Romanian Red Cross. After a long struggle in the spring of 1944, the frst orphaned children were repatriated to Romania and were later brought to Palestine by ship in 1944/1945.
