In accordance with the provisions of section six of the Main Roads Act, 1924-31, I have the honour to submit the Seventh Annual Report under the Main Roads Act, for presentation to Parliament, through the Minister. The Report covers the period from 1st July, 1931, to 30th June, 1932, though a few matters referred to are carried beyond the latter date for convenience and completeness of record.

PART I.—PRELIMINARY.

MINISTER. For the period 1st July, 1931, to 31st August, 1931, the Hon. J. McGirr.. M.L.A., as Minister for Local Government, was in charge of the administration of the Main Roads Act. Following the passage of the State Transport (Co-ordination) Act, 1931, the administration of the Main Roads Act, 1924-29, was by proclamation'in the Government Gazette of 1st' September, 1931, vested .in the Colonial Treasurer, the Hon. J. T. Lang, M.L.A. In March, 1932, the Ministry of Transport Act, 1932, was passed, and by proclamation published in Government Gazette of\'22nd March, 1932, became operative from that date. The Hon. J. McGirr, M.L.A., who was given the .'portfolio of Minister for Transport, then took charge until, consequent upon the change of. Government in May;.1932, he was succeeded by Lieut. Col. the Hon. M. F. Bruxner, D.S.O., M.L.A., as Minister for Transport froni"21st May, 1932.

CHANGES IN ADMINISTRATION. With the passage of the Government Railways and Main Roads (Amendment) Act in December, 193J, the personnel of the Main Roads Board was altered. Mr. J. Garlick, President, whose term of office expired on 6th January, 1932, was not re-appointed. Under the Act mentioned, Mr. H. H. Newell, whose term of office,'as a Member of the Main Roads Board was due to expire on 8th March, 1932, was appointed as President of - the Board, and Mr. T. H. Upton, whese term of office expired on 18th March, 1932, was re-appoiiited as'-Member, a proviso being included in the Act that these appointments would terminate on 31st Dccemit)er/-l932, or on such earlier date as might he provided in any Act. Following the passage of the Ministry of Transport Act, 1932, which, was assented to on 22ndMarch, 1932, the Government Railways and Main Roads (Amendment) Act, 1931, was repealed and a Department of Transport was constituted. The Act provided for the transfer to a new corporate -body (The Transport Commissioners of New South Wales) of the powers and functions previously exercised by the Board, which from the date the Ministry of Transport Act came into force (22nd March, 1932) ceased to exist. Matters concerning main and developmental roads—and in the. Metropolitan Division, secondary roads—that is, all things dealt with under the Main Roads Act, 1924-31, were, from the 22nd March. 1932, a responsibility of the Way and Works Branch of the Transport Department under the charge of Mr. A. C. Fewtrell as Transport Commissioner. Mr. Newell was appointed a Transport Commissioner and placed in charge of the Highway and Roads Transportation Branch, and llr. T. H. Upton was employed from 28th March, 1932, to 29th April. 1932, in an advisory capacity by the Department of Transport to assist the Commissioner in the administration of the Road Maintenance and Construction-Section of the Way and Works Branch. Following upon the change of Government previously referred to, a proclamation was issued in the Government Gazette of 24th June, 1932, whereby the administration of the Main Roads Act, 1924-31, was transferred from the Way and Works Branch and again placed under the control of Mr. H. H. Newell. At the same time, the Commissioners, by resolution under Section II of the Ministry of Transport Act, vested him with the full powers of the Transport Commissioners in respect of the Main Roads Act, and on 1st July, 1932, Mr. T. H. Upton was again appointed in an advisory capacity. Following on his appointment as Acting Transport Commissioner for Tramways and Road Transport, Mr. S. A. Maddocks took over from Mr. Newell the administration of road transport.

ALTERATION OF BOUNDARIES AND HEADQUARTERS OF COUNTRY AND METROPOLITAN DIVISIONS. Following the temporary absorption of main and developmental road matters with railway and tramway affairs in the Way and Works Branch of the Department of Transport (referred to in the preceding paragraph), the divisional boundaries were varied and the previously existing seven main roads divisions (with headquarters at Sydney (2), Queanbeyan, Wagga Wagga, Parkcs, Tain worth and Glen Innes) changed into transport districts (with headquarters at Sydney, Newcastle, Goulburn, Wagga Wagga, Bathurst and Tamworth). This arrangement took effect from 1st May, 1932. The control of the North Coast District from Newcastle was not, however, so far as main roads were concerned, convenient, and on the reconstitution of the administration of main roads affairs as a separate section, the matter was again reviewed, and the original number of divisions reverted to (but with modified boundaries) with headquarters at Sydney, Newcastle, Goulburn, Wagga Wagga. Parkes, Tamworth and Gl.cn Innes. The main differences between the present and the original arrangements are that a considerable portion of the old Outer Metropolitan Division has been included with the Metropolitan, whiles the remainder of the first named division, together with the Upper and Lower Northern and Central Western Divisions, have been adjusted to suit the new divisional headquarters at Newcastle.

FEDERAL AID ROADS AGREEMENT—AMENDMENT. The negotiations between the Commonwealth and State Governments reviewed in' earlier reports' culminated during the year in the adoption of an amended agreement along the lines set out in those reports. It may be reiterated- briefly here that there is to be distributed between1 the States (on a population and area basis) the product of an import duty of 2-id. per gallon on petrol, together with an excise duty of lfd. per gallon. The new agreement permits the Commonwealth payments to be expended on any form of roadwork and reduces to a minimum the extent of Commonwealth control over disbursements. The amendment operated as from 1st July, 1931 and will continue until 31st December,. 1936. ^ Acceptance of the amended agreement was ratified by Parliament by the passage of the Federal Aid Roads (Further Agreement) Act, 1931, in October, 1931. This Act provides that the receipts from the Commonwealth Government shall be apportioned between the County of Cumberland Main Roads Fund and the Country Main Roads Fund according to the relation of the motor tax receipts of the two funds for each year. The need for a separate Federal Aid Roads Fund, will thus not continue and as soon as the revenue, which became payable to the State x^rior to the operation of the amended agreement, is expended the fund will be closed. In the absence of finalisation of the amended agreement at the commencement of the financial year, the Board included in its budget an estimated expenditure'bf £60,000 on Federal Aid works. This estimate was increased'to £386,000 when the agreement had been ratified, and certain financial differences between the New South Wales and Commonwealth Governments had been adjusted. The Board received an instruction from the Colonial Treasurer that this amount could be expended, but that a saving of £320,000 from other revenue was to be made during the year. • This compulsory saving was later reduced to £316,000, which sum remained in the two Main Road Funds at the-endof the financial year. An indication of the probable reveime to be secured by the State under the new agreement may be obtained by the following statement for the year 1931-32 :— £ s. d. The total due to New South Wales represents 28 per cent, of the collections by the Commonwealth Government during the year. If the proceeds of the duties had been distributed according to the state of import or production,.the New South Wales share would have amounted to £6.15,843, or 34 per cent, of the total. PART II.—THE COUNTY OF CUMBERLAND MAIN ROADS FUND.

INCOME AND EXPENDITURE. The total income of the County of Cumberland* Main Roads Fund for the year ended 30th June, 1932, from all sources amounted to £710,068. This, together with £20,915 in cash carried forward when the year commenced, made an amount of £730,983 available for expenditure. The total expenditure of the fund for the year was £581,701. The income and expenditure of the fund for the financial year are set ont in the following return, together with the balance-sheet as at 30th June, 1932.

NOTK.—In adlitioii to the liahilitie'i stated above, repayment has to be made over varying terms of years of loans chargeable to the County of Cumberland Main Roads Fund as provided in section 13 of the Main Roads Act., 1924-31, and section 181 (c) of the Local Government Act, 1919. The principal amount of sucli loans outstanding at 30th June, 1932, was £1,620,408 10s. 9d. A. WARBUUTON, Assistant Accountant. I certify that the books and accounts of the Main Roads Section, Department of Transport, have been examined and audited under the provisions of the Audit Act. 1902, and that, in my opinion, this balance-sheet, which is in accorance with sucli books and accounts, correctly sets out the position of the County of Cumberland Main Roads Fund at the 30th June, 1932.

As regards stocks of materials and stores on hand, I have accepted the certificate of the Engineer -in-Charge of the Metropolitan Division cf Jhc Section that stock was taken under his supervision and that the condition of the stock is satisfactory. LOAN LIABILITIES. The arrangements by which Metropolitan main roads construction work has been financed by way of loans has been fully described in earlier reports. During the financial year 1931-32 the amount of loan liability undertaken by the Department was reduced by £8,053 19s. owing to the adjustment of loans affecting the Municipalities of Canterbury, Ku-ring-gai and Willonghby, and the position of al! loans as at 30th June, 1932, is set out in the tables which follow. Tt may be noted that the total loan liability of the County of Cumberland Main Roads Fund on 30th June, 1932, was £1,620,409, as compared with £1,762,797 on the 30th June, 1931, -

• CONSTRUCTION. Two major works of construction only were carried out in the County of Cumberland during 1931-2 viz., the extension of Junction-street in the Municipality of North Sydney between Walter-street and Miller-street in connection with the approaches to the Sydney Harbour Bridge, and the continuation o£ the laying of bituminous pavement on the Prince's Highway from Waterfall towards Bnili Pass. As regards the first of these, it may be noted that the work to be carried out under the Sydney Harbour Bridge Act terminated at a point south of Walker-street, and it therefore remained the responsibility of the authority administering the Main Roads Act to make any necessary adjustments beyond this point. As detailed in the [February, 1930, issue of " Main Roads," the existing streets (Walker-street and Mount-street and Blue-street and Miller-street) were considered to be inadequate to carry the anticipated traffic with their then existing widths and alignments, and their improvement to a satisfactory degree was not practicable. Provision was therefore made to form a deviation through the block bounded by the abovementioned four streets directly connecting Junction-street and the Pacific Highway. The width, of 100 feet adopted was the same as that of Junction-street as widened by the Public Works Department. The estimated cost of the work amounted to £97,000 for resumptions and £34,000 for construction. It is anticipated, however, that when all residues have been disposed of. the net cost of the former will be reduced to approximately £72,000. It was considered inadvisable by the Board to add to its loan commitments in respect of the work, and the cost, therefore, has been wholly met from the revenue of the County of Cumberland Main Roads Fund. The commencement of the actual construction, which involved 25,000 cubic yards, of excavation, mostly rock, was delayed through inability to allocate funds, until July, 1931, but by working a double shift during February and portion of March a half width of pavement was made available to traffic to coincide with the official opening of the Bridge on the 19th March, 1932. The other half could not be completed until the trams in Mount and Junction streets had been diverted on to the Bridge. The work on the Prince's Highway is a continuation of that carried on with Federal 'Aid Funds in the years since 1928-29. Due to the cessation of payment of Federal Aid Funds in April, 1931, work was suspended during the period May to October, 1931. when payment was resumed. Since recommence­ ment, the pavement has been laid by means of drags with a. definite resultant improvement in smoothness. MAINTENANCE AND MINOR IMPROVEMENT.

For the purpose of the Main Roads Act the County of Cumberland extends over the Shire of Blue % Mountains, a part of. the Shire of Colo, and the Municipalities of Katoomba and Blackheath. Under the above heading is included the maintenance of, and minor improvements to, main and secondary roads (including bridges and ferries) within this area and on its borders. •The total length of main and secondary roads maintained at 30th June, 1932, was as follows

MAINTENANCE BY COUNCILS. The total amount granted to Councils was approximately equal to that expended during 1930-31, and with careful apportionment of the funds, aided by the co-operation, of Council!?. Engineers, it was possible" to maintain the general standard of maintenance. Generally the work had to be limited to remedying the effects of traffic, weather and moisture, and not much actual improvement in the type of pavement was possible. Those Councils, however, which had in mind a definite, programme of progressive improvement of a particular road were provided with funds to enable them to continue towards their objective, and the beneficial results of such a plan were seen in more than one case. Owing to prevailing financial stringency, some Councils found it difficult to retain their trained staffs in work during the whole year, and as the result of this were unable to cope effectively with the requirements of the roads. There was some tendency to utilise funds granted by the Board and the Department for the purpose of retaining a nucleus staff throughout the year, and while, with a desire to avoid embarrassing Councils in" their difficulties, as much leniency in this matter as was possible was granted, nevertheless, in order to ensure the proper expenditure of its funds, it was (and will continue to be) necessary to insist that grants made for specific purposes or treatments of main roads are spent at the proper time. Obviously, any neglect to undertake necessary repairs, etc., or undue extension of the time for carrying out the work, must, inevitably involve extra expenditure of public moneys in order to restore or maintain the payments, etc., to their proper condition and to conserve the value previously invested in their construction or improvement. During the year several Councils undertook work of ah experimental nature in the form of new processes such as mixed-in-place macadam treatments, etc., and due recognition is given to the interest shown by the engineers responsible.

MAINTENANCE BY BOARD AND DEPARTMENT. The total expenditure incurred was slightly in excess of that for the previous year, the main increase being in the amount spent in light resheeting of the bituminous pavements of highways (see below). Partly as a result of this work, but also due to the economies effected by the adoption of the motor-patrol system evor the previous horsc-and-dray patrols, general maintenance work, patching of pavements, attention to shoulders, drainage, etc:, cost appreciably less than in 1930-31. The outstanding feature of maintenance work in the County of Cumberland by the Department's own forces was the development of. the drag-on process for resheeting worn or uneven bituminous macadam pavements. During the previous two years, good results in strengthening and smoothing such pavements' had been obtained by laying a thin sheet of plant-mixed macadam directly on the old bituminous surface. The varying thicknesses of this layer, due to the unevenness of the old surface, however, resulted in uneven consolidation under traffic and, to a modified extent, a repetition of previously existing " waving " or corrugation. With hand spreading also a perfectly true surface was difficult to obtain. During the yea under review, the method of laying the mixed material by means of a drag-spreader was developed. B 12

using rear-tip ping lorries, which themselves draw, the drag-spreader, and a gang of six men, a 5-ton load of mixed material is " dumped directly into the hopper of the drag-spreader, and, by the forward movement of the lorry, spread evenly and smoothly over a width of 10 feet. The whole operation, including coupling and uncoupling the spreader to the lorry occupies 6 minutes, as compared with nearly half an hour required by a gang of 13, using hand-raking methods. ' With these methods, the two-coat process becomes economical to adopt—the average cost amounting to 2s. 3*06d. per square yard for a two-course layer. The first course is spread to a thickness sufficient merely to fill the depressions in the old surface, leaving the higher spots bare and, after being rolled and left open for traffic for as long as possible, in order to secure the greatest degree of consolidation of the thicker portions of the course, the first course is covered by a thin layer of finer-mixed material, making an average combined thickness of lh inches. Due to the effect of the long-base drag used, the resulting surface is truer in level or " riding quality " than the average cement concrete pavement, and the resulting reduction in the impact of traffic enhances the general strengthening effect on the pavement. During the year ended 30th June, 1932, a total area of 304,893 square yards of pavement was resheeted by the process described above.

Surfacing with tar and mixtures of tar, pitch and bitumen was carried out over an area of 359.175 square yards, the average cost amounting to 5-8d. per square yard. The resheeting process as described above was, however, adopted in place of surfacing wherever the pavement was uneven. Several extensive works of repair, etc., as well as painting, were carried out in connection with the maintenance of major bridges. Expenditures are given in the following statement, the more important works being mentioned specially :—

In the. repair of the deck of Fig Tree Bridge, 103 steel buckle-plates were renewed and 29 were strengthened. Considerable economy was effected by the use of electric welding on this work. Three ferry services, viz., over Hawkesbury "River (Peat's Ferry), George's "River (Taren Point) and Parramatta River (Ryde) are operated directly by this Department. The two vessels, M.S's. " George Peat " and " Frances Peat," of the Hawkesbury River Ferry, were brought to Sydney for docking twice during the year, the- general maintenance of the engines and hulls being carried out continuously by the departmental star!. The extra cost incurred by the rigid system of maintenance is compensated by the good general condition of the vessels. The total cost of these services during the year 1931-32 was as follows :—

Part expenditure on the operation and maintenance of two other ferries, viz., Sackville Ferry and Wiseman's Ferry, controlled by the Shire Councils of Baulkham Hills and Colo respectively, was financed from County of Cumberland Main Roads Fund. Both of these vessels were docked and overhauled during the year. The total contribution paid to the Councils concerned (which, in the case of Wiseman's Ferry covered one-half the loss sustained on tolls) amounted to £666. INCOME AND EXPENDITURE. The total income of the Country Main Roads Fund for the year ended 30th June, 1932, from all sources amounted to £1,358,789. This, together with £189,500 in cash carried forward when the year commenced, made an amount of £1,548.2^9 available for expenditure. The total expenditure of the Fund for the year was £952,951. CONSTRUCTION WORK ON STATE HIGHWAYS. The following is a list of the more important construction works carried out on State Highways during the year by Councils, the Board or the Department :— On the Prince's Highway a short deviation (2,150 feet long) was constructed at Palwambra Mountain, between Mogo and Moruya. The former road-was very narrow, and had steep grades and poor alignment. On the Hume Highway, the construction of 5 miles of concrete pavement through Marulan, in the Shire of Mulwaree (commenced during the previous yearl was completed. In Holbrook Shire, a new single span rigid frame bridge was commenced over Woomargama Creek. South of Mullengandra, in Hume Shire, a length of 5,000 feet of tar semi-penetration pavement was built. On the Federal Highway, between Yarra and Collector, in Mulwaree Shire, a section of road 3 miles long was raised above flood level and gravelled. On the Mid-Western Highway in Lyndhurst Shire a reinforced concrete bridge of the rigid frame type, having two 35 feet spans, was built over Mandurama Creek, replacing a worn out timber structure. In the same shire a two-span concrete bridge, 70 feet long, was constructed over Coombing Creek, and a single span rigid frame concrete bridge, 50 feet long, was commenced over Belubula Creek, Between Cowra and Holmwood, in Waugoola Shire, a length of 2 miles of tar penetration pavement was laid. On the North-Western Highway a length of 1-6 miles of roadway just east of Orange, in Canobolas Shire, was reconstructed by reshaping the existing macadam to form a base and then adding a mixed-in- place tar macadam surface course 2 inches thick. In the Municipality of Wellington a length of 1-5 miles of road was reconstructed, partly in gravel and partly in tar emulsion macadam, to link up the deviation built last year with the reconstructed portion of the highway through the business sectionVof the town. In Bogan Shire, the earth formation being constructed by a heavy tf&ctqr-grader plant-was .extended a further 12 miles. l!)

On the Great Northern Highway a new six-span timber beam bridge was in course of construction over bowman's Creek, near .Ravensvvortli. at the end of the year! "At Armidale the highway was deviated along Kentucky-street in order to avoid a railway level crossing. The new route utilises a previously existing overhead railway bridge and affords greatly improved-alignment and visibility.. The pavement is of gravel, tar surfaced.. An avenue of Lombardy poplars was planted along the deviation through the .efforts of a local committee. In Severn Shire the construction of 4 miles of bitumen penetration pavement between Stonehenge and Glencoc; commenced during the previous year, was completed. In Tentcrficld Shire, the construction of the deviation between Oakey Creek and Old Koreelah was completed.

Oncthe Pacific Highway a steel and concrete bridge, 710 feet long, was built over the at Macksville. Large steel and concrete bridges are in course of construction over the Lansdowne River and over the Dawson River, in Manning Shire, north of . Oh the Ox'ley Highway a length of forming and gravelling (2,200 feet) was completed in Peel Shire. In Coonaba'rabran Shire a deviation 2{- miles long was built to eliminate the former rough, steep road over. Abbott's Gap. On the. Gwydir Highway a four-span timber beam bridge was built over the Goonal branch of the at Bullarah, in Boomi Shire. Major Construction Works on Ordinary Main and Trunk -Rod-ds.—In Yallaroi Shire a two-span timber beam bridge was built over Ti-Tree Creek, on the Warialda-Bingara trunk road, 19 miles north of Bingara. In Tenterfield Shire a timber beam bridge" was built over Acacia Creek on M.R. 189, and a low-level timber bridge was built over the Mole River, replacing a ford, on the Tenterfield-Bonshaw-roacl. In Kyogle Shire a mile of gravelled road, eliminating two open crossings on the , was built on the Kyogle-Woodenbong-road. In Liverpool Plains Shire the gravelling of the Gunnedah-Narrabri-road was continued. The length within the shife is now practicallv an all-weather road. A large concrete causeway was built over Boomi Creek at the boundary of Barraba and Gwydir Shires. In the Municipality of Young a three-span concrete bridge was built over in Short-street. In the Shire of Boree, Gastell-street, Canowiridra (Orange-Grenfell and Canowindra-Woodstock roads) was reconstructed with a waterbound macadam base course and a' penetration macadam surface course. In Waradgery Shire, 14 miles of flat country formation (Type B) were built.

As foreshadowed in the last Animal Report, construction put in hand during the year was confined almost entirely to bridge works in replacement of existing worn-out structures, the renewal of which was vital to maintain road communication. It had been hoped that, by this means, sufficient funds could be conserved for financing essential maintenance work. . This anticipation was substantially realised, although it was impracticable to obtain the standard of maintenance previously achieved on the State Highways, and it was necessary to defer much re-sheeting of pavements, work which must necessarilv be carried out, later. The case of trunk and ordinary main roads, which are the roads to which Councils' contributions are devoted, is specially referred to in the next section of the Report. A. number of construction works for which funds bad been committed and, generally, work com­ menced during the previous financial vear,. were completed. A feature of country maintenance has been the gradual adoption by Councils of the patrol system, •whereby each section of road has a " patrol-man " specially responsible for routine maintenance on it, he being usually provided with a horse-drawn baby grader, road drag, etc., and sometimes with an assistant and further plant, depending on the nature of the work. This system, usually operated" in conjunction with a reconditioning unit consisting of a tractor-drawn grader-scarifier, is found to give the best and cheapest results for gravel road maintenance, and Councils are urged to adopt it in respect of main roads, In some cases baby graders are replaced by self-contained light tractor-grader outfits.

COUNCILS' CONTRIBUTIONS TO MAIN ROADS.

The serious reduction in the amounts of Councils' expenditure on main roads during ]931 -32; due to the general financial situation, which was referred to in the last Annual Report, has happily been checked during the past year, with the result that maintenance contributions, by Councils were more stable. This, however, could only be done by keeping construction works to a minimum. The aggregate figures, which are set out in the following table (together with the figures for previous years), reflect a policy which, under present circumstances, is, in the Department's view, wholly commendable. The conservation of existing assets rather than the construction, of new works should be the first consideration. The figures shown.in this table need to be read with some reservation in respect of the years 1930 -31 and 1931-32 since many of the Councils' maintenance programmes which related to 1930-31 were not actually approved until after 1st July, 1931. and were thus included in the figures for 1931-32. The figures for construction work, however, are not affected.

Maintenance and Minor Improvement "Works on State Highways. The more important works included in the above statement, situated on State Highways, are as follows :— On the Monaro Highway, in Tumut Shire, the floods of 1931 caused damage to several small bridges. These have all been repaired. Stone walling has been built at several locations between the and Talbingo to repair and secure the road against slips.

On the Mid-Western Highway, a further mile w;as gravelled in Bland Shire, and a causeway built near Marsden. One and one-third miles of road were resurfaced with tar in Wyalong Municipality. Short additions to the lengths of formed road were made in Carrathool .and Waradgery Shires and in Hay Municipality. On the Great Northern Highway, minor works have been carried out to ease the curves and improve the visibility on the hilly section between Willow Tree and Tamworth. In the Municipality of Tamworth, right-angled bends have been eliminated in Ebsworth, an'd Matthew streets, and Barnes' Gully bridge has been widened. In Gostwyck Shire, two narrow culverts south of Uralla were widened. In Guyra Shire, the road was scarified and reshaped with plant hired from the Department. On the Pacific Highway, some minor improvements have been effected to the alignment in Orara Shire. Tar surfacing was carried out over sections in Harwood and Byron Shires. On the Oxley Highway, a short length of tar surfacing was carried out between Walcha and Waleha- road, in Apsley Shire. On the Gwydir Highway, concrete arch culverts were built at Bruce's and Frenchman's Creeks, and a new timber beam bridge was erected at Deep Creek, in Nymboida Shire. In Severn Shire, many causeways were replaced with pipe culverts. The road in the Municipality of Glen Innes was reconditioned and tar-surfaced. The tar surfacing in the Municipality of Inverell was extended.

Proclamation op Main Roads. During the year the description of Main Road No. 255 was altered slightly to rectify a discrepancy in the original proclamations of Main Roads Nos. 253 and 255, the new description (as published in Government Gazette No. 80 of 24th June, 1932) now being as follows :— Main Road No. 255—From the Great Western Highway (Main Road No. 5) at Diamond Swamp, i ia Tarana, to the Oberon-Jenolan Caves Road (Main Road No. 253) near Oberon. This amendment did not involve any alteration in the length of the road. i •«

Length of Main Roads. The total length of all Main Roads, as published in the Sixth Annual Report, remains unaltered, except for adjustments due to re-measurements during the year of a number of roads. The total length of all Country Main Roads at the 30th June, 1932, was 13,226 miles, composed of State Highways, 3,473 miles, Trunk Roads, 2,337 miles, and ordinary Main Roads, 7,416 miles. LENGTH OP COUNTRY HIGHWAYS CONTROLLED BY THE DEPARTMENT AND DETAILS OP MORE IMPORTANT MINOR IMPROVEMENT WORKS CARRIED OUT. The total length of Country Highways controlled directly by the Department at 30th June, 1932, was as follows :—

On these the usual routine works were carried out during the year. The plant engaged consists principally of two-horse graders, supplemented by drags for light work and tractor-grader-scarifier plants for heavy reconditioning when necessary. The roads generally have been divided into patrol sections, and this method of working has been urged upon Councils also, with the result that it has been adopted in many additional cases during the past }^ear. The more important of the minor improvement works (as distinct from routine maintenance), included in the preceding list and situated on State Highways, are as follows :— On the Prince's Highway, North and Kinghorn streets, Nowra (1-2 miles), were tar-surfaced, and a short length (-15 miles) through Bodalla was similarly treated. Minor widening, benching and regrading were effected between East Lynne and Benandra, between Benandra and Bateman's Bay, between Bateman's Bay and Mogo, north of Narooma, south of Bega, at Jiggamy Hill, at Salt Water Creek bridge, north of Eden, and between Eden and Shadrack's Creek. On the Hume Highway, a short deviation was built to eliminate a' right angle turn on the northern approach to -Terrawa Creek bridge and a narrow section of road at Flinters Gap was widened. In Demondrille Shire, fourteen causeways were eliminated by the construction of small pipe or box culverts. In Gundagai Shire, the reconditioning of the long timber beam approach to the bridge over the was continued. On either side of Gundagai, sections aggregating 11J miles have been resurfaced with tar. A narrow three-span low level timber beam bridge was built over Hillas Creek to take the place of the bridge destroyed by floods in May, 1931. In Kyeamba Shire, a cutting, embankment and culvert were constructed at 4f miles, and a three-cell 10 ft. x 9 ft. culvert, with approaches, was built at the third crossing of Keajura Creek, at 20 miles. In Holbrook Shire, a number of causeways are being replaced by small pipe and box culverts. On the Monaro Highway, some widening of narrow sections and cutting back of sharp bends was undertaken west of Bega, in Mumbulla Shire. A short length of widening and gravelling, and a culvert, were completed west of Adaminaby, and a length of gravelling (1 m. 400 ft.) and two culverts were completed between and Kiandra. Fairly heavy maintenance has been necessary between Wagga and Alfredtown. in Kyeamba Shire, on' account of the heavy traffic and the unusually wet weather. On the Great Northern Highway, re-sheeting was undertaken in Patrick Plains and Muswellbrook Shires, and a length of 6-3 miles between Muswellbrook and Aberdeen was reconditioned and tar-surfaced. New culverts have been built at Aberdeen (8 ft. x 8 ft. concrete culvert) and north of Scone (two-cell 6 ft. x 4 ft. concrete culvert). On the Pacific Highway, between Mooney Point and Gosford, the shoulders of the road have been surfaced with sandstone. Some minor widening was effected between Gosford and Wyong. Two new small concrete bridges have been commenced over Cut Rock and Bangalow Creeks. North of Wyong, 2\ miles of pavement were re-sheeted with a .course of premixed macadam \ in. thick. A single span timber beam bridge was built over Cutty Creek, south of Port Macquarie. Between Port Macquarie and Blackman's Point, the shoulders of the road were protected against the river by rubble walls, arid walls of ti-tree gabions held in place by ti-tree stakes. In Macleay Shire, a commencement has been made with the raising of a section of road and the construction of two three-span timber beam bridges, and two concrete culverts at Clybucca Creek, north of Kempsey, with the object of making this section of road open in flood time as soon as the rest of the road is passable. On the Oxley Highway, sections ofi black soil formation, east of Trangie, amounting in all to 2 miles, were surfaced with sandv loam.

PAETIV.—THE DEVELOPMENTAL ROADS FUND.

INCOME AND EXPENDITURE. The total income of the Developmental Roads Fund for the year ended 30th June, 1932, from all sources .amounted to £864. This, together with £43,515 in cash, carried forward when the year commenced, made an amount of £44,379 available for expenditure. The total expenditure of the fund for the year was £36,982. PROCLAMATION OP DEVELOPMENTAL ROADS. The total mileage of developmental roads is subject to constant revision as more exact particulars are obtained. Allowing for variations on this account and alterations as shown in the table hereunder, the total length quoted in the last Annual Report, viz., 2,450 miles, has now been reduced to[2j449 miles as at 30th June, 1932. I certify that the books and accounts of the Main Roads Section, Department- of Transport, have been examined and audited under the provisions of the Audit Act, 1902, and that, in my opinion, this Balance-sheet, which is in accordance with such books and accounts, correctly seta out the position of the Federal Aid Roads Fund at the 30th June, 1932. As regards stocks of materials and stores on hand, I have accepted the certificate of the Inspecting Engineer of the Section that stock was taken under his Supervision, and that the condition of the stock is satisfactory. FEDERAL AID PAYMENTS—SUSPENSION OF. The suspension of payment referred to in the last Annual Report was lifted at the end of September, 1931, when the interest payments due by the State to the Commonwealth were adjusted. Payment of outstanding Federal Aid claims was accordingly met by the Commonwealth as at 30th September, 1931; the Board at the same time repaying an advance of £209,572 which had been received from the Unemployment Relief Fund to prevent the stoppage of construction works. • Further difficulties arose during January, 1932, in regard to payments between the Commonwealth and State Governments, and, as at 1st February, 1932, all Commonwealth payments to the State, including Federal Aid Road payments, were again suspended. In order, however, to continue Federal Aid Road works it was suggested to the Colonial Treasurer that the saving of revenue, referred to in Part I of this Report, should be used, temporarily, for this purpose. The Colonial Treasurer approved this course. Payments were accordingly made to the Federal Aid Roads Fund, as required, by transfer from the County of Cumberland and Country Main Roads Funds until June, 1932, when the differences between the two Governments were again adjusted, and the Commonwealth Government paid the full amount due to the State under the Agreement up to 30th June, 1932. 37

FUTURE OF FEDERAL AID ROADS FUND. As set out earlier in this Report, an amendment of the Main Roads Act during the year, which resulted from an amendment of the Federal Aid Roads Agreement, provided for the payment of Federal Aid receipts to the Main Road Funds as from 1st July, 1931. The whole amount due to the Federal Aid Roads Fund prior to 1st July, 1931, has been received (with the exception of a minor sum due by country councils), and as soon as these receipts have been expended the fund will be closed. Future revenue,under the Federal Aid Roads Agreement will not differ in any way^ so far as its use is concerned, from the receipts from State taxation under the Motor Vehicles (Taxation) Act, 1924.

MOTOR VEHICLE REGISTRATIONS. The following table shows the vehicles registered, in classes,, in New South \7a!es various periods from 1910 to June, 1932. The greatest number of registrations occurred in February, 1930, since which time there has been a continuous decrease until the end ofjthe year'under review. It wilkbe seen, however, that whilst the number of vehicles deregistered during the six months ended -30th June, 1931 was over 15,000, the number deregistered during the same period of 1932 was 5,000. This would indicate that the registrations are reaching their minimum, and that they will now remain fairly stationary or slightly increase. The exact movement will, of course, depend upon the condition of the State's commerce and industry. The sharp decline in the registration of motor omnibuses during the year was due to the operation of the State Transport (Co-ordination) Act, 1931, which restricted the use of those vehicles where their routes were considered to be competitive with railway or tramway services.

INDUSTRIAL AND EMPLOYMENT. During the year there have been eighteen applications to the State Industrial Court and Conciliation Committees for awards and variations, seven by the Department's Industrial Officer and eleven by the Unions; also four applications to the Commonwealth Court of Conciliation and Arbitration, three of which were made by the Department. No summonses were issued against the Board or the Department under Section 49 of the Industrial Arbitration Act for the period under review, nor did any strikes or stoppages of work occur on any of the Board's or the Department's day labour works. A number of contentious matters were amicably settled by conference between the Union representatives and the Department's Industrial Officer. Apart from the above classifications, many ex-employees of the Department made written and personal applications for re-employment, and also, as in past years, a large number of unskilled men applied personally for work and were advised to register at the nearest. As in the case of the previous year, the opportunity for promoting men possessing cjualifications fitting them, for higher class positions did not present itself.

COST OF ADMINISTRATION. The total cost of administration during the year under review, taking all four funds operated into consideration, has been £71,733, being 4-036 per cent, of a total expenditure during that period of £1,777,109 (including a Sinking Fund payment of £27,601 made by the Commonwealth Government). As explained in earlier reports there are certain fixed charges included under the cost of administration which cannot be varied with fluctuations in expenditure. Because of these the unusually low expenditure for the year ended 30th June, 1932, has automatically increased the percentage rate of administration. The average annual percentage cost of administration since the commencement of the Main Roads Act has been 2-226 per cent.
