THE HIGHWAYS ACT 1980 AND THE ACQUISITION OF LAND ACT 1981 THE HIGHWAYS ENGLAND (A2 TRUNK ROAD BEAN AND EBBSFLEET JUNCTION IMPROVEMENTS) COMPULSORY PURCHASE ORDER 2019 COMPULSORY PURCHASE OF LAND AND NEW RIGHTS IN THE PARISHES OF BEAN, SOUTHFLEET, STONE, SWANSCOMBE & GREENHITHE AND GRAVESEND & NORTHFLEET IN THE DISTRICTS OF DARTFORD AND GRAVESHAM IN THE COUNTY OF KENT 1. Notice is hereby given that Highways England Company Limited (“Highways England”), a strategic highways company, has made ‘The Highways England (A2 Trunk Road Bean and Ebbsfleet Junction Improvements) Compulsory Purchase Order 2019’ (“the Order”), under Sections 239, 240, 250 and 246 of the Highways Act 1980, and under Section 2 of the Acquisition of Land Act 1981. It is about to submit the Order to the Secretary of State for Transport for confirmation, and if confirmed, the Order will authorise Highways England to purchase compulsorily the land and the new rights which is described in the Schedule below and delineated and shown coloured pink on the Map and delineated and shown coloured blue, regarding new rights, on the Map to the Order for the purposes of:- (a) the construction of highways which shall become trunk road in pursuance of The A2 Trunk Road (Bean and Ebbsfleet Junction Improvements) (Slip Roads and Roundabouts) Order 20..; (b) the improvement of the A2 Trunk Road; (c) the construction and improvement of highways and the provision of new means of access to premises in pursuance of The Highways England (A2 Trunk Road Bean and Ebbsfleet Junction Improvements) (Side Roads) Order 2019; (d) use by Highways England in connection with the construction and improvement of highways and the provision of private means of access to premises as aforesaid; and (e) mitigating the adverse effect which the existence or use of the highways proposed to be constructed or improved will have on the surroundings thereof. 2. A copy of the Order and of the accompanying Map have been deposited and may be inspected on the Highways England website at www.highwaysengland.co.uk/projects/a2-bean-and-ebbsfleet-junction-improvements/ and free of charge at all reasonable hours from 14th February 2019 until 28th March 2019 at the offices of :- (1) Highways England, Bridge House, 1 Walnut Tree Close, Guildford, Surrey GU1 4LZ; (2) Dartford Borough Council, Civic Centre, Home Gardens, Dartford, DA1 1DR (Monday-Thursday 8.45am to 5.15pm, Friday 8.45am to 4.45pm); (3) Swanscombe & Greenhithe Town Council, The Groves, Swanscombe, DA10 0GA (Monday, Tuesday, Thursday & Friday 9.30am to 4.00pm, Wednesday by appointment only); 3. Any objection to the Order must be made in writing to the Secretary of State for Transport, at the National Transport Casework Team, Tyneside House, Skinnerburn Road, Newcastle Business Park, Newcastle upon Tyne, NE4 7AR or by email to [email protected] before 28th March 2019 and should state the title of the Order, the grounds of objection and the objector’s address and interests in the land. In the preparation of an objection and the statement of the grounds of objection, it should be borne in mind that the substance of any objection or representation may be communicated to other people who may be affected by it. 4. In submitting an objection or representation it should be noted that your personal data and correspondence will be passed to Highways England to enable your objection or representation to be considered. If you do not wish your personal data to be forwarded, please state your reasons when submitting your objection or representation and the Secretary of State will copy your representations, with your name and address removed, to Highways England; if there is to be a Public Local Inquiry they will be seen in that form by the public and the Inspector, who may give them less weight as a result. Highways England may disclose your objections or representations, with your name and address removed, to other parties acting on its behalf.
