The QLine and the People Mover" Introduction On May 12, 2017 a new streetcar – the QLine – began operating in Detroit, running along a 3.3- mile (6.6-mile return) route on Woodward Avenue, one of the central north-south roads in the city. This project is one example of the return to prominence of streetcars in the (re)development of American cities. Having fallen into disuse and abandonment in hundreds of American cities during the early part of the 20th century, this form of public transit has returned in many cities including, for example, Dallas, Cincinnati, Kansas City, and Portland. As streetcar services have returned to prominence, so too has the debate about their utility as a form of public transit, the function they serve in a city, and who they serve (Brown 2013; Culver 2017). These debates are evident in the case of Detroit. Proponents of the QLine – most prominently the individuals and organizations that advocated for its creation and provided the majority of the start-up capital – have praised the streetcar for acting as a spur to development, for being a forward-thinking transit system and for acting as a first step towards a comprehensive regional transit system in Metro Detroit (see M-1 Rail 2018). -

TICKET INFORMATION A. The existing VRE fare policy is structured on a distance-based zone system. There are nine (9) fare zones on the Fredericksburg line (with no stations currently in zone 7) and six (6) fare zones on the Manassas line. B. The validation policy for each ticket type made available on the mobile application is as follows: 1. Single-Ride, Day Pass, and Ten-Ride tickets must be validated before boarding trains. 2. 7-Day and 31-Day Passes must be validated at the time of first use. 3. Note: Calendar monthly tickets are currently not available on VRE Mobile. C. VRE’s fare structure is available at https://www.vre.org/service/fares/. D. VRE has a cross-honor agreement with Amtrak that allows the Amtrak Step-Up ticket to be used in conjunction with a multi-ride VRE ticket. Additional information on the Amtrak Step-Up Ticket can be found in Section 07 below and also at https://www.vre.org/service/fares/stepup/. E. VRE also offers 50% discounted tickets termed Reduced Fare Tickets for persons with disabilities, senior citizens and youths between the ages of 11 and 18. The information in the following pages provides insight into transit’s contribution to meeting the statewide transportation objectives and mission of the Florida Department of Transportation (FDOT). Additionally, the information is used in reporting statewide performance measures. Public transit plays an important role in maintaining the livability of Florida’s growing communities. Transit not only helps alleviate traffic congestion and improve air quality, but also provides mobility for many of Florida’s citizens, as well as visitors and tourists to the Sunshine State. Transit also plays a critical role in meeting the mobility and accessibility needs of transit-dependent Floridians and visitors who, due to physical handicap, age, or economic disadvantage, cannot drive or own an automobile. By providing mobility and accessibility to millions of Florida’s residents and visitors, transit helps to improve the overall quality of life in Florida’s communities. This Handbook provides a synopsis of FDOT’s transit resources, a profile of Florida’s transit systems, and a snapshot of their performance in 2018. Although there are rural and urban transit systems in Florida, the focus of this handbook is on Florida’s urban fixed-route transit systems. While each accident may be reviewed carefully as an individual incident, at many Florida transit systems there has been very little formal analysis of all accidents on an aggregate basis, and a tool to identify the effectiveness of capital and operational safety campaigns.
