    Development of a National Urban Mobility Programme - an Inventory and Assessment of National Urban Mobility in Thailand A project of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in collaboration with the Thai Office of Transport and Traffic Policy and Planning (OTP) Final Report November 2019 Development of a National Urban Mobility Programme Project Background Transport is the highest energy-consuming sector in 40% of all countries worldwide, and causes about a quarter of energy-related CO2 emissions. To limit global warming to two degrees, an extensive transformation and decarbonisation of transport is necessary. The TRANSfer project’s objective is to increase the efforts of developing countries and emerging economies for climate-friendly transport. The project acts as a mitigation action preparation facility and thus, specifically supports the implementation of the Nationally Determined Contributions (NDC) of the Paris Agreement. The project supports several countries (including Peru, Colombia, the Philippines, Thailand, Indonesia) in developing greenhouse gas mitigation measures in transport. The TRANSfer project is implemented by GIZ and funded by the International Climate Initiative (IKI) of the German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) and operates on three levels. In consequence, economic growth, population increases, and the surge in private car traffic has led to increasingly severe traffic congestion in the Bangkok Metropolitan Region(BMR)2, constraining urban functions in various ways. The northern region of Bangkok metropolis3 have witnessed particularly marked population growth relative to the metropolitan region as a whole and by 2007, it is predicted that a third of the city’s population will reside in this regions. Located on the grounds of the Grand Palace and situated within Wat Phra Keo, The Emerald Buddha watches over the Thai nation. Yet the image's history continues to reveal very little. Fable, myth, legend and fact intermingle, creating a morass for those who study the Emerald Buddha. While the Buddha is often mentioned in texts about Thailand, surprisingly little is written about it in great length. Beyond the image's origins in documented history, the Emerald Buddha has traveled widely. This paper will look at the mythical origins of the Emerald Buddha as recorded in The Chronicle of the Emerald Buddha and other sources, then trace its history in Thailand beginning from its first appearance in the town of Chieng Rai. Upon its discovery in Chieng Rai, the Emerald Buddha became much coveted. The image moved throughout the region, from Chieng Rai to Lampang, Chieng Mai, Luang Prabang, Vientiane, Thonburi, and finally, to its present location in Bangkok. More than just a spoil of battle, the Emerald Buddha was believed to bring legitimacy and prosperity to all those who possess it.

The policy known as 3Cs to Learning supports this goal, focusing on connectivity, collaboration and correctness. We will discuss the 3Cs concept at Thammasat University in terms of the innovative plagiarism software MyCat, an application for checking duplicates in student dissertations, theses, and reports as well as staff papers. Correctly checking Thai script is a key requirement in this cutting-edge product, since the Thai language has its own characters and has not been as globalized as have other major languages. MyCat is software for checking information correctness. It provides connectivity between university standards and actual data to be distributed among libraries for collaborative sharing. Using it, Thammasat collaborated with the National Electronics and Computer Technology Center (NECTEC), a division of the National Science and Technology Development Agency.
