Auditing Israeli Democracy – 2007 Cohesion in a Divided Society Asher Arian, Nir Atmor, Yael Hadar The Israel Democracy Institute is an independent, non-partisan body on the seam of academia and politics. The Institute proposes policy recommendations and reforms for government and public administration agencies. In its plans and endeavors, the Institute strives to support the institutions of Israel’s developing democracy and consolidate its values. The Institute’s research is followed up by practical recommendations, seeking to improve governance in Israel and foster a long-term vision for a stable democratic regime adapted to the structure, the values, and the norms of Israeli society. The Institute aspires to further public discourse in Israel on the issues placed on the national agenda, to promote structural, political, and economic reforms, to serve as a consulting body to decision-makers and the broad public, to provide information, and present comparative research. Researchers at the Israel Democracy Institute are leading academics directing projects in various areas of society and governance in Israel. The IDI Press produces, markets, and distributes the results of their work in several series of books (“The Democracy Library”), policy papers, the Caesarea Forum Series, periodicals, and conference proceedings. The Guttman Center was established in its present form in 1998, when the Guttman Institute for Applied Social Research became part of the Israel Democracy Institute. Professor Louis Guttman founded the original Institute in 1949 as a pioneering center for the study of public opinion and the advancement of social science methodology. The goal of the Guttman Center is to enrich public discourse on issues of public policy through the information retrieved from the Center’s databases and through public opinion surveys conducted by the Center. -

Final Election Results Netanyahu fails to win 61 seat majority With nearly 100 per cent of the votes counted in the Israeli general election, Benny Gantz’s Blue and White party beat Benjamin Netanyahu’s Likud by two seats (33-31), Avigdor Liberman’s Yisrael Beitenu party won 8 seats, compared to 5 in April, retaining its position as the kingmaker of any future coalition. Overall the centre-left/Arab bloc of parties outperformed the right-wing/ultra- Orthodox bloc by two seats - 57 to 55 with Lieberman’s party currently on the fence. 69.4 per cent of eligible voters turned out to vote, an increase of 1.5 per cent compared to April’s election. The key results of the election were the surge in support for Lieberman which was likely fuelled by moderate right-wing voters, perhaps previous Kulanu voters, who decided not to support Likud. The increased support for Arab parties was also crucial and voter turnout in Arab communities was much higher, at 60 per cent compared to 49 per cent in April. It’s possible the higher voter turnout was a reaction to Netanyahu’s proposal to put cameras in polling stations in Arab communities and his repeated allegations of Arab voter fraud. Netanyahu’s call yesterday for immediate national unity talks with Gantz were rebuffed by the Blue and White leader, who declared victory and said his party would “not be dictated to.” Gantz re-stated his intention to form a broad and liberal unity government. -

Mr. Aharon Abramowicz Former General Director of the Israeli Foreign Ministry. Currently a partner in the law offices of Lipa Meir and Co., he previously served as General Director of the Israeli Ministry of Justice. He was General Director of the Jewish Agency. He served as legal advisor to a number of organizations, such as the Jewish Agency, the World Zionist Federation, the World Jewish Restitution Organization and the United Israel Appeal. He holds an LLB from the Hebrew University. Mr. Elliott Abrams Senior Fellow for Middle Eastern Studies at the Council on Foreign Relations (CFR). As a member of the George W. Bush administration he served as Deputy Assistant to the President and Deputy National Security Advisor for Middle East Affairs as well as the Senior Director on the National Security Council for Near East and North African Affairs. During the Reagan administration he served as Assistant Secretary of State for Human Rights, and later Assistant Secretary for Inter-American Affairs. He received his JD from Harvard Law School. Review of the Year OTHER COUNTRIES Israel and the Middle East Israel X HE VIOLENCE THAT BEGAN in late 2000 and continued all through 2001—featuring Palestinian suicide bombings aimed at pro- ducing a maximum of Israeli casualties, and Israeli reprisals—did not abate in 2002; in fact, it intensified. Tough new measures by the Likud- led coalition, including stepped-up "targeted killings'1 of terror kingpins and large-scale incursions into Palestinian areas—such as Operation De- fensive Shield in the spring—brought only temporary halts to the attacks on Israelis and sharp criticism from around the world. An exception to the unsympathetic attitude toward Israel in world cap- itals was that of the American government. Although President George W. Bush became the first president explicitly to call for a Palestinian state, he delivered a speech on June 24 announcing that the Palestinian National Authority would have to undergo democratization, renounce terror, and select new leadership (that is, not Yasir Arafat) first. Toward the end of the year, with a U.S. strike on Iraq looming, the U.S., the UN, the European Union (EU), and the chief European powers promoted a "road map," charting steps that Israel and the Palestinians might take to reach an ultimate settlement. The security crisis loomed large over Israeli life. The economy, already hard-hit by more than a year of violence, suffered further blows. And while the Labor Party left the coalition and brought down the government on October 30 ostensibly over a budgetary matter, what was really at stake was whether Labor could devise a strategy for stopping the bloodshed that would be both different from Likud's and convincing to the voters. -

On the same day, an Israeli activist who defied orthodox Jewish custom by leading a group of women in open prayer at Jerusalem’s Wailing Wall has been told to expect years in prison for breaching the peace – raising the prospect of Progressive Judaism’s first prisoner of conscience. The rabbis are now infringing on every aspect of Israeli life – even death. When the former Liverpool footballer Avi Cohen was killed in a motorcycle accident at the New Year, he had an organ donor’s card in his wallet – a campaign he had publicly supported. His family agreed that his organs should be donated before he was taken off his life-support machine, but several so- called “miracle worker” rabbis objected. -

Findley Professor Goldie Shabad ___________________________ Adviser Political Science Graduate Program Copyright by Yusuf Sarfati 2009 ABSTRACT In the past three decades, religiopolitical actors have asserted themselves as significant political forces in a variety of countries around the world. This dissertation examines the question of why the electoral strength of religious parties increases in democratic societies. In order to answer this question, I use a “most different” case design and compare the rise of the Shas party in Israel and the National Outlook parties in Turkey in the 1990s. The findings suggest that the interaction of three variables accounts for the rise of the religious parties in both countries. This dissertation argues that the existence of a historical sociocultural cleavage, the recent politicization of this cleavage as a result of social change, and the secular states’ co- optation of religion have led to the strengthening of the religiopolitical parties in both countries. Using interviews with party activists, government officials, and other societal actors, the study delineates a causal narrative that links these explanatory variables to the dependent variable. I discuss how Shas and the National Outlook Movement emerged in the context of a politicized sociocultural divide and how these two movements addressed the grievances of the socioculturally marginalized segments of their society by using religion as a meta-narrative in their ideology and in their ii communication with their constituents.
