A HOUSE COMMEMORATIVE RESOLUTION

To acknowledge the importance of Earth Day and the NMI Pageant in the Commonwealth of the Northern Mariana Islands.

WHEREAS, all species play a unique role in the complex web of life and contribute to the ecosystem services on which all life on Earth depends, and hence, protecting our species is crucial to the survival of the planet and its inhabitants; and

WHEREAS, wild animal populations have deteriorated on average by more than half and the Earth is facing an era of mass extinction; and

WHEREAS, the loss of species is for the most part a result of human activity, including degradation of ecosystems, deforestation, pollution, and climate change; and

WHEREAS, by 2050, it is expected that between 60-70% of all people will live in cities and species provide important services to city dwellers such as generating oxygen and purifying the air; controlling other animals considered pests or that spread disease; pollinating plants and crops; providing recreation opportunities and well-being, etc.; and COMMEMORATIVE RESOLUTION " 9

WHEREAS, many plants, wild animals, and pollinators live in urbanized landscapes, and cities thereby have a responsibility to examine the ecological impacts of expanding urban areas and how to protect biodiversity; and

WHEREAS, it is understood that sustainability will only be achieved by meeting the needs of the present without compromising the needs of future generations; and

WHEREAS, it is more important than ever to cooperate locally and intemationally to defend the enviromnental progress that has been heretofore gained; and

WHEREAS, it is essential to expand and diversify the global environmental movement to achieve maximum progress; and

WHEREAS, Earth Day is an annual reminder of the constant need for environmental activism, stewardship commitments and sustainability efforts; and

WHEREAS, the Honorable David M. Apatang, Mayor of Saipan, had the distinct honor of proclaiming April 22, 2019 as Earth Day with the theme “Protect

Our Species”; and I

WHEREAS, in addition to its proclamation, the Cormnonwealth of the

Northern Mariana Islands will also be hosting its very own Miss Earth Pageant, an intemational enviromnental event channeling the industry as an effective tool to promote enviromnental awareness; and

1 WHEREAS, because many admire and aspire to be a beauty queen,

2 , Inc. believed beauty queens would be a good and effective

3 advocate of worthy causes; and

4 WHEREAS, cognizant of such vision, Carousel Productions Inc. organized

5 and launched in 2001 the Miss Earth Beauty Pageant, a beauty event who raison

6 d’etre was to have its candidates and Wirmers actively promote and get involved in

7 the preservation of the enviromnent and the protection of Mother Earth; and

8 WHEREAS, apart from a strong emphasis on enviromnental protection

9 programs, Miss Earth also aims to showcase and promote various tourist

1 0 destinations; and

11 WHEREAS, every year, 80 to 90 candidates from all over the world

12 compete on beauty and knowledge of enviromnental issues; and

13 WHEREAS, the winner of Miss Earth will serve as the ambassador to

14 enviromnental protection campaigns worldwide; and

15 WHEREAS, with collaboration between the Exquisite Productions

16 Marianas, LLC. and the Carousel Productions Inc., this will be the rst year where

17 the CNMI to conduct the Miss Earth Pageant, where the winner of our own

18 installment of such pageant will represent the CNMI to compete at the international

19 event held in , ; and

20 WHEREAS, in addition to the main coronation of Miss Earth Northem

21 Mariana Islands, they will be awarding 3 other elemental crowns — (3rd Runner Up)

22 Miss Fire, (2nd R1.11’11’l6I' Up) Miss Water, and (lst Runner Up) Miss Air; and

1 WHEREAS, the pageant is a search for the most beautiful women of the

2 Earth to serve as a role model dedicated to uphold the advocacy to preserve and

3 restore Mother Earth, continuing a legacy for beauty and responsibility; and

4 NOW, THEREFORE, BE IT RESOLVED by the House of

5 Representatives of the Twenty-First Northern Marianas Commonwealth

6 Legislature that the House acknowledges the importance of Earth Day and the Miss

7 Earth NMI Pageant in the Commonwealth of the Northern Mariana Islands; and

8 BE IT FURTHER RESOLVED that the Sponsor ofthis Resolution or the

9 designee of the Speaker of the House shall present a certied original copy of this

10 House Commemorative Resolution; and

11 BE IT FURTHER RESOLVED that the Speaker of the House of

12 Representatives shall certify, and the House Clerk shall attest to the adoption ofthis

13 resolution and thereafter the House Clerk shall transmit a certied copy to the

14 Exquisite Productions Marianas, LLC.; the Honorable Ralph DLG. Torres,

15 Governor, Commonwealth of the Northem Mariana Islands; the Honorable

16 Gregorio Kilili C. Sablan, CNMI Delegate, 116th United States Congress; the

17 Honorable Victor B. Hocog, Senate President, Twenty First Northem Marianas

18 Commonwealth Legislature; the Honorable David M. Apatang, Mayor,

19 Municipality of Saipan; the Honorable Efrain M. Atalig, Mayor, Municipality of

20 Rota; the Honorable Edwin P. Aldan, Mayor, Municipality ofTinian and Aguiguan;

21 and the Honorable Vicente Santos, Mayor, Municipality of the Northern Islands.
