Weekly Briefing Note Southeastern Myanmar 22 - 28 May 2021 (Limited Distribution) This weekly briefing note, covering humanitarian developments in Southeastern Myanmar from 22 to 28 May, is produced by the Kayin Inter-Agency Coordination of the Southeastern Myanmar Working Group. Highlights • The humanitarian situation severely deteriorated throughout Kayah State, especially in Loikaw and Demoso Townships over the week and has resulted in the displacement of more than 70,000 people since 20 May 2021. • Clashes between the Karen National Union (KNU) and Myanmar Military Forces (MAF) continued in Kayin State and Eastern Bago. • Armed conflict, movement restrictions, landmine risks and displacement continue to severely impact communities, particularly in socio-economic terms. Commodity prices have increased, unemployment is high, and local populations are unable to continue their livelihoods activities. • In areas where fighting is more sporadic, Internally Displaced Populations (IDPs) remain in hiding due to the unpredictability of the situation and fear of further attacks, particularly airstrikes. • Displaced populations continue to have limited access to food, shelter, hygiene and sanitation. Humanitarian Situation The security situation continues to be tense in southeastern Myanmar with indiscriminate mortar shelling, deployment of armed forces and explosions in various locations. Intensified clashes were particularly observed in Kayah State, eastern Bago Region and Kayin State during the week. In Kayin State, clashes between the Karen National Union (KNU) and the Myanmar Armed Forces (MAF) were observed in Ma Htaw and Khway Thay villages in Hpapun Township on 21 and 22 May 20211 2 3 and in Wah Lu, Mae Waing, Hpar Loh Doh and Hpar Loh Pho areas, as well as on the road between Hpapun and Ka Taing Ti in Hpapun Township on 24 and 25 May 2021.4 5 Two landmine incidents were reported from Hpapun Township, near War Tho Kho village, on the road between Kamamaung and Hpapun on 24 and 25 May 2021. -

Learning in Action: an Investigation Into Karen Resettlement
LEARNING IN ACTION: AN INVESTIGATION INTO KAREN RESETTLEMENT VIA PARTICIPANT OBSERVATION AND PARTICIPATORY ACTION RESEARCH by DANIEL JOSEPH GILHOOLY (Under the Direction of Ruth Harman) ABSTRACT This qualitative research study is informed by my three and a half years participant observation within one Karen community living in rural eastern Georgia and the result of a participatory action research (PAR) project performed alongside three adolescent Karen brothers from 2010 to 2012. Such a fusion of methodologies is what Nelson and Wright (1995) describe as ‘creative synthesis’ where research is done both with and on participants. The first findings chapter (Chapter Six) analyzes how three adolescent Sgaw Karen brothers use online digital literacies to cope with resettlement. This component of the study explores the digital literacy practices of three adolescent Karen brothers as they attempt to navigate multiple institutions like school. Findings from this study suggest that newly arrived immigrant youth benefit in many social, psychological, and academic ways as a result of their online presence. The study looks specifically at how they use online spaces to (a) maintain and build co-ethnic friendships, (b) connect to the wider Karen Diaspora community, (c) sustain and promote ethnic solidarity and, (d) create and disseminate digital productions. This component of the study offers insights that can help teachers better understand their students’ out-of-school literacy practices and ways they can incorporate such digital literacies in more formal educational contexts. This study also provides findings about Karen resettlement via the collaborative enactment of a participatory action research (PAR) project between these three Karen brothers and myself. -

Mon Buddhist Architecture in Pakkret District, Nonthaburi Province, Thailand During Thonburi and Rattanakosin Periods (1767-1932)
MON BUDDHIST ARCHITECTURE IN PAKKRET DISTRICT, NONTHABURI PROVINCE, THAILAND DURING THONBURI AND RATTANAKOSIN PERIODS (1767-1932) Jirada Praebaisri* and Koompong Noobanjong Department of Industrial Education, Faculty of Industrial Education and Technology, King Mongkut's Institute of Technology Ladkrabang, Bangkok 10520, Thailand *Corresponding author: [email protected] Received: October 3, 2018; Revised: February 22, 2019; Accepted: April 17, 2019 Abstract This research examines the characteristics of Mon Buddhist architecture during Thonburi and Rattanakosin periods (1767-1932) in Pakkret district. In conjunction with the oral histories acquired from the local residents, the study incorporates inquiries on historical narratives and documents, together with photographic and illustrative materials obtained from physical surveys of thirty religious structures for data collection. The textual investigations indicate that Mon people migrated to the Siamese kingdom of Ayutthaya in large number during the 18th century, and established their settlements in and around Pakkret area. Located northwest of the present day Bangkok in Nonthaburi province, Pakkret developed into an important community of the Mon diasporas, possessing a well-organized local administration that contributed to its economic prosperity. Although the Mons was assimilated into the Siamese political structure, they were able to preserve most of their traditions and customs. At the same time, the productions of their cultural artifacts encompassed many Thai elements as well, as evident from Mon Buddhist temples and monasteries in Pakkret. The stylistic analyses of these structures further reveal the following findings. The successful planning and implementation of the census activities, followed by the timely release of the provisional results in August 2014 and now the main results in May 2015, is a clear testimony of the Government’s resolve to publish all information collected from respondents in accordance with the Population and Housing Census Law No. 19 of 2013. It is my hope that the main census results will be interpreted correctly and will effectively inform the planning and decision-making processes in our quest for national development. The census structures put in place, including the Central Census Commission, Census Committees and Offices at all administrative levels and the International Technical Advisory Board (ITAB), a group of 15 experts from different countries and institutions involved in censuses and statistics internationally, provided the requisite administrative and technical inputs for the implementation of the census. -

Journal (2005) Vol. 4(1) 71 Lowland Festivities in a Highland Society: Songkran in the Palaung Village of Pang Daeng Nai, Thailand1 Sean Ashley* Simon Fraser University, Burnaby, British Columbia, Canada *Corresponding author E-mail: [email protected] ABSTRACT In this article, I examine the celebration of Songkran in the Palaung village of Pang Daeng Nai in northern Thailand. The Palaung, a Mon-Khmer speaking people from Burma, have a long tradition of Theravada Buddhism which can be seen in a number of rituals and ceremonies associated with Songkran. While the Palaung have acquired both Buddhism and the Songkran festival from neighboring lowland populations, many practices and beliefs have taken on a local character in the process of transmission. In my paper, I discuss the similarities and differences between Palaung and lowland Tai Songkran ritual observances, particularly with regards to the annual song krau ceremony, a village-wide exorcism/blessing which coincides with the festival. Key words: Songkran festival, Song krau ceremony, Buddhism INTRODUCTION “True ‘Hill People’ are never Buddhists” (Leach, 1960). So wrote Edmund Leach in a paper describing the differences between highland minority groups in Burma and their lowland Tai2 and Burmese neighbors. This understanding of highlander culture is widespread and most studies on highland religion use Buddhism simply as grounds for comparison or ignore its influence on highland traditions altogether. In fact, both highlanders and lowlanders share an “animistic” worldview (Spiro, 1967; Terweil, 1994), but it is not my intention to deny that Theravada Buddhism, a ubiquitous facet of life in the lowlands, is largely absent from highland cultures. -

In recent years Myanmar has attained special eminence as the host for the Sixth Buddhist Council, held in Yangon (Rangoon) between 1954 and 1956, and as the source from which two of the major systems of Vipassana meditation have emanated out into the greater world: the tradition springing from the Venerable Mahasi Sayadaw of Thathana Yeiktha and that springing from Sayagyi U Ba Khin of the International Meditation Centre. This booklet is intended to offer a short history of Buddhism in Myanmar from its origins through the country's loss of independence to Great Britain in the late nineteenth century. I have not dealt with more recent history as this has already been well documented. To write an account of the development of a religion in any country is a delicate and demanding undertaking and one will never be quite satisfied with the result. This booklet does not pretend to be an academic work shedding new light on the subject. It is designed, rather, to provide the interested non-academic reader with a brief overview of the subject. The booklet has been written for the Buddhist Publication Society to complete its series of Wheel titles on the history of the Sasana in the main Theravada Buddhist countries. -

Miceli** Abstract: Throughout history, religious and political authorities have had a mysterious attraction to each other. Rulers have established state religions and adopted laws with religious origins, sometimes even claiming to have divine powers. We propose a political economy approach to theocracy, centered on the legitimizing relationship between religious and political authorities. Making standard assumptions about the motivations of these authorities, we identify the factors favoring the emergence of theocracy, such as the organization of the religion market, monotheism vs. polytheism, and strength of the ruler. We use two sets of data to test the implications of the model. We first use a unique data set that includes information on over three hundred polities that have been observed throughout history. We also use recently available cross-country data on the relationship between religious and political authorities to examine these issues in current societies. The results provide strong empirical support for our arguments about why in some states religious and political authorities have maintained independence, while in others they have integrated into a single entity. Thai-Burmese warfare during the sixteenth century 69 THAI-BURMESE WARFARE DURING THE SIXTEENTH CENTURY AND THE GROWTH OF THE FIRST TOUNGOO EMPIRE1 Pamaree Surakiat Abstract A new historical interpretation of the pre-modern relations between Thailand and Burma is proposed here by analyzing these relations within the wider historical context of the formation of mainland Southeast Asian states. The focus is on how Thai- Burmese warfare during the sixteenth century was connected to the growth and development of the first Toungoo empire. An attempt is made to answer the questions: how and why sixteenth century Thai-Burmese warfare is distinguished from previous warfare, and which fundamental factors and conditions made possible the invasion of Ayutthaya by the first Toungoo empire. Introduction As neighbouring countries, Thailand and Burma not only share a long border but also have a profoundly interrelated history. During the first Toungoo empire in the mid-sixteenth century and during the early Konbaung empire from the mid-eighteenth to early nineteenth centuries, the two major kingdoms of mainland Southeast Asia waged wars against each other numerous times.
