    Appendix A Polling District and Polling Places Review 2011 Final Report of the Returning Officer This report sets out for consideration by the Council the Returning Officer’s arrangements for polling districts and polling places within the London Borough of Croydon. The review has been conducted according to the requirements of the Review of Polling Districts and Polling Places (Parliamentary Elections) Regulations 2006 that came into force on 1 January 2007. The consultation period lasted from 1 September until 23 September 2011. All submissions were considered and appear in this final report. The Polling District Review Task Group, consisting of four members of the Council, considered and reviewed the Returning Officer’s proposals. The methodology followed in producing the proposals was as follows: • That the Returning Officer’s median figure for the initial review of 1,750 projected polling station voters per polling district formed the basis of the recommendations within this report • That, in line with Electoral Commission guidelines, there will no more than 2,500 electors allocated to each polling station • That electors will be distributed equally amongst all polling districts in the Ward, where practicable • That accessibility requirements will be accounted for when allocating polling places • That local disability groups will be consulted as part of the review • Polling district boundaries could be changed but not the Ward boundaries Other considerations: • There are many new developments in the process of being built. Gouverner, c 'est choisir. -ducdeLevin, 1812 ABSTRACT This thesis attempts to trace the history of the politics, rhetoric and practice of British central government planning in the 1960s. As such, it attempts to answer a number of questions: why did 'planning' come back into fashion in the early 1960s? What meanings did it take on for those who espoused it? Did different groups have very different ideas about what it meant? Why was it adopted as such an all-encompassing reformist banner in this decade? Did it fail to achieve its ends, and if so, why? 'Planning' is therefore treated both as an idea and a practice in its own right, but also as a tool to answer wider questions about post-war British government and politics. How important were interest groups, for instance the 'social partners' of employers and trade unions, in the management of the economy? How central were provider and consumer interest groups in the planning and development of the Welfare State? How close together were the ideas and actions of the political parties? How powerfiui was the central government, and what were the limits to its power? This thesis will use unpublished manuscript sources from the archives of the central government and the two main political parties, along with some personal papers, to attempt to answer these questions. It will conclude that planning failed because of a basic lack of agreement between the different 'planners', as well as the inability of the central government machinery to conduct such complex and testing work.

    Friends of Croham Hurst Woods We aim to support and promote the preservation of Croham Hurst Woods and its flora and fauna for the enjoyment of the community Newsletter No 35 October 2018 Chair’s Report (Councillor Maria Gatland) Looking around our local area in South Croydon and Sanderstead new development is evident as the intensification of development in the suburbs continues. New homes are needed, however the loss of so much green space, natural habitat and mature trees is very concerning. Here, right in the middle of the suburbs surrounded by housing, we are so lucky to have the beautiful Croham Hurst Woods, a Site of Special Scientific Interest, with mature trees, stunning views and a haven for wildlife. Now more than ever we need to care for and respect our local woodland. It is a place to enjoy peace and solace, to walk your dog, for children to climb trees and learn about nature. It is a place to enjoy stunning sunrises, sunsets and views across Croydon. Yes, there are rules but they are there to protect Croham Hurst Woods for us and future residents. Lighting fires is prohibited, cycling is permitted only along the bridleway, the path that runs alongside the golf course, as the surface of the Hurst is fragile in places. Also camping is prohibited as it is in all Croydon’s parks and woods. While lighting fires has been a problem here for years this year with the glorious weather the problem was worse. In tinder dry conditions fires were lit as well as BBQs and cigarettes discarded.

Introduction 1.1 This is the second submission to the Boundary Commission for England on behalf of London Liberal Democrats in relation to the 2013 Parliamentary Constituency review. As before it extends only to the areas covered by the London European Parliament electoral region and should be read in conjunction with the separate submissions covering the other regions. 1.2 This submission contains our comments on the more than 5,000 representations the Commission received during the first consultation period on the “Initial Proposals”. We will also state what view we have of the submissions submitted by the Labour and Conservative parties. 1.3 However, we regard the most significant single representation by far to have come not from a political party but from Prof Ron Johnson, Dr Charles Pattie and Dr David Rossiter (and which for brevity we call “the Academics’ Scheme”). We were impressed by the way their scheme has been constructed by following an explicit reasoned methodology and reflects the measurable statutory criteria more strongly than the Initial Proposals. 1.4 We consider this representation separately in Part 5 of this submission. Our view is that this scheme provides a substantially better starting point for the new constituency map in London than the Initial Proposals. Inevitably there are a number of locations where we think their proposals can be improved (particularly with regard to local ties) without damaging too greatly their overarching aim of maintaining stability in the constituency map.
